Reacting to market opportunities and prices Canadian farmers increased canola acreage and reduced wheat acres when seeding this spring.

Canola increased by almost two million acres to 24.4 million while wheat acres decreased to 26.3 million — a reduction of 580,000 acres.

In wheat acres, durum planting fell 10 per cent to 5.8 million with spring wheat acres down 3.9 per cent to 18.01 million. Winter wheat fell 11.5 per cent to 1.4 million acres.

Barley acres increased 550,000 to 6.7 million with oats declining 460,000 acres to 2.5 million.

Pulse crop acreage came down with lentils losing 625,000 acres to 3.9 million.

Field peas fell 480,000 acres to just over three million.

Chickpea acres fell 1.2 per cent to 533,000.

Flax acres fell 4.8 per cent to 630,000. Mustard acres dropped 4.8 per cent to 378.000.

Sunflower acres fell 10 per cent to 236,000.

Summerfallow acres increased 10 per cent to 1.19 million, Soybean acres were up 3.1 per cent to 5.9 million. Saskatchewan grows around 67,000 acres of soybeans.

Grain corn acres were up about 70,000 to 3.95 million.

Saskatchewan grows about 130,000 acres of corn.

About 25,000 farmers took part in the Statistics Canada survey.

Has the City of Moose Jaw’s Mobility Scooter Policy Met the Spirit of Saskatchewan’s Accessibility Laws?

A city does not become inclusive simply because it says it is. It becomes inclusive through the decisions it makes every day— especially when those decisions affect residents with the fewest transportation options.

The City of Moose Jaw has adopted a policy that appears to prohibit many enclosed mobility scooters from using public pathways because they exceed an 81-centimetre width limit. That decision raises an important public question: Is this policy consistent with the intent of the Accessible Saskatchewan Act and the Saskatchewan Human Rights Code?

These are significant pieces of legislation. Their purpose is to identify, remove and prevent barriers for people with disabilities while promoting equal participation in community life.

The Accessible Saskatchewan Act is intended to encourage accessibility by reducing barriers wherever reasonably possible.

The Saskatchewan Human Rights Code also requires public bodies to provide meaningful accommodation for people with disabilities unless doing so would create undue hardship.

With those principles in mind, many residents may reasonably ask: How does prohibiting certain enclosed mobility scooters from public pathways help remove barriers?

For many individuals living with mobility challenges, an enclosed mobility scooter is far more than a convenience. It represents independence. It provides a means of visiting friends, shopping locally, attending community events, volunteering, enjoying parks and remaining active within the community.

There is also the reality of Saskatchewan’s climate.

This isn’t California.

Residents deal with snow, freezing rain, strong winds and extended periods of cold weather. Many people chose enclosed mobility scooters specifically because they offer protection from the elements while allowing them to maintain their independence

throughout much of the year.

For many users, these scooters are not recreational vehicles. They are an essential form of transportation and often the closest practical alternative to a personal vehicle.

After investing thousands—sometimes tens of thousands—of dollars in these mobility devices, some owners may now find themselves unable to use public pathways because their equipment exceeds the City’s permitted width by only a few centimetres.

That naturally raises questions about whether the current policy strikes the right balance between accessibility and public safety.

Several questions deserve thoughtful public discussion.

Did City Council obtain independent legal advice regarding how the policy aligns with the Accessible Saskatchewan Act and the Saskatchewan Human Rights Code?

Were disability organizations, mobility scooter users and accessibility advocates consulted before the policy was adopted?

Was an accessibility impact assessment completed?

What engineering studies, safety analyses or collision data support the conclusion that enclosed mobility scooters present a significant safety concern on public pathways?

If pathway width is the issue, were infrastructure improvements considered alongside equipment restrictions?

If other Canadian municipalities have found ways to accommodate enclosed mobility scooters safely, what factors led Moose Jaw to take a different approach?

These are not partisan questions.

Accessibility should not become more difficult simply because mobility technology has evolved.

If modern mobility devices are slightly wider than older standards anticipated, it may be worth asking whether existing infrastructure or regulations should also evolve.

Across Canada, many municipalities continue investing in wider pathways, safer crossings, improved accessibility standards and ongoing consultation with disability organizations.

Their objective is generally to reduce barriers while maintaining public safety.

Many residents may wonder whether Moose Jaw has fully explored every available option before choosing restrictions.

If the City believes its policy is fully consistent with provincial accessibility legislation and human rights obligations, releasing the legal opinions, engineering reports, accessibility assessments and consultation documents that informed the decision could help build public confidence.

Transparency often strengthens public trust.

If those studies support the City’s approach, residents deserve the opportunity to understand the reasoning.

If certain studies or consultations were not undertaken, residents may reasonably ask whether additional review would be beneficial before the policy is fully implemented.

Good public policy is strongest when it is supported by evidence, careful consultation and transparent decision-making.

Many observers would likely support temporarily pausing enforcement while a comprehensive review is conducted with engineers, healthcare professionals, accessibility experts, disability organizations and the people who rely on these mobility devices every day.

A community is often judged not by how well it serves the majority, but by how thoughtfully it accommodates those who depend on accessibility every day.

The Accessible Saskatchewan Act encourages public bodies to remove barriers wherever practical. The Saskatchewan Human Rights Code emphasizes equal treatment and meaningful accommodation.

Together, they establish an expectation that accessibility should continue to improve whenever reasonably possible.

Moose Jaw now has an opportunity.

It can demonstrate that accessibility policies are built upon consultation, evidence and openness. It can review the concerns being raised, examine the available evidence and determine whether adjustments are warranted.

That approach benefits everyone.

One thing seems clear.

Residents affected by this policy deserve clear explanations.

They deserve meaningful consultation.

They deserve transparency.

And they deserve confidence that every reasonable effort has been made to balance public safety with accessibility.

The question remains: Is the City’s mobility scooter policy fully consistent with both the spirit and the legal requirements of Saskatchewan’s accessibility legislation?

If City Hall is confident that it is, then an open public discussion—and, if appropriate, an independent legal review—should only strengthen public confidence in that conclusion.

Moose Jaw Dog Park Water Deemed Safe After Dog Illness Incident

By Ron Walter - For Moose Jaw Express The Community of Eyebrow and district supported the annual fair in early July.

The fair entailed a light horse show, slo-pitch ball tournament, household art and crafts competitions, and two bouncy castles for the younger set.

The day started with pancake breakfast for $5 with pancakes, two fried eggs, ham and beverage.The Tugaske Volunteer Firefighters did the breakfast, keeping the cost low to thank folks for their support.

The day also featured a beer garden, home-made pies, and concluded with aupper, cabaret and fireworks. No admission fee was charged to attend the fair.

Rain falls stress young crops in province

By Ron Walter - For Moose Jaw Express Yellowing crops and pools of water drowning green plants show stress from heavy rainfall in much of the province.

Moose Jaw has had about half of annual rain in the period from April 1 to July 6 with 175 millimetres (seven inches).

Around Moose Jaw the Coronach and east areas have had 175 mm with 200 to 225 mm in the rest of the South Country.

The area northeast of Moose Jaw to Avonlea had 225 to 250 mm rain by July 6, according to the weekly Ministry of Agriculture crop report.

Fourteen per cent of cereal crops were heading; 52 per cent of canola was flowering and half of pulses were flowering.

Crop development is variable with some crops suffering from hail storms.

The rain kept soil moisture good although some places have seen moisture levels drop.

Thirty per cent of crop land soil is in surplus moisture, with 69 per cent adequate and one per cent poor.

In the southwest, including Moose Jaw, 44 per cent is surplus, 85 per cent adequate and one per cent poor.

Almost one-quarter of hay land had surplus moisture with 76 per cent adequate and one per cent short.

Southwest hay moisture is rated seven per cent surplus, 89 per cent adequate and four per cent poor.

The rains have delayed haying with only four per cent cut and two per cent baled.

Thirteen per cent of hay is excellent quality; 66 per cent good, eight per cent fair and three per cent poor.

Pasture land in Saskatchewan has the least surplus moisture at 16 per cent with 82 per cent adequate and two per cent short — almost the same as in the southwest region.

The City of Moose Jaw has announced that recent water testing at its two dog parks has confirmed the water is safe, following concerns after one dog died and five others became ill after visiting the Small Dog Park on June 26.

According to results from the Saskatchewan Health Authority’s Provincial Laboratory, all ten water samples taken from containers at the dog parks, as well as a sample from the city’s water distribution system, met Canadian drinking water quality standards.

Despite the reassuring test results, city officials have decided to keep the dog parks temporarily closed as they continue to investigate the incident. The parks will remain closed while the City awaits autopsy results from the deceased dog and reviews all available information.

Building values keep falling

By Ron Walter - For Moose Jaw Express The value of building permits issued by city hall fell $18 million behind the first six months of 2025.

Permits issued to June 30 amounted to just over $4 million compared with $25.9 million last year.

Only three residential permits valued at $1.4 million have been issued all year with one in June.

Last year three dwellings with 22 units had been started.

Major permits in June included $20,000 for a retail location at 344 Lillooet Street West, two permits for $180,00 each for storage buildings at 417 River Street West and $5,000 for a restaurant at 82 Manitoba Street West.

For countless adults, it has been a welcoming place to gather with friends, enjoy entertainment, volunteer, and build lasting friendships. It has hosted fundraisers, community events, celebrations, and countless hours of volunteer work that often go unnoticed but make a tremendous difference.

The Legion’s role has always been most visible every year on November 11.

Each Remembrance Day, members

work tirelessly to ensure that our community pauses to remember those who made the ultimate sacrifice for the freedoms we enjoy today. They remind us that freedom was never free. It came at an enormous cost of ‘life or limb’ paid by young men and women who left their homes, many never to return.

As the generations who experienced the World Wars continue to fade into history, the responsibility of remembering becomes even more important. The Legion helps ensure that these stories are never forgotten and that younger generations understand the sacrifices made on their behalf.

Organizations like the Legion survive because of volunteers. They survive because ordinary people believe in extraordinary values—service, remembrance, compassion, and community.

Those values have guided Branch #59 for a century and continue to inspire its members today.

Vipers among us spread summer time safety message Only in a notorious city like Moose Jaw would a quartet of Vipers be allowed to freely slither through the city’s downtown.

Wait a minute: Vipers are venomous snakes and our police chief would be involved in capture rather than release.

Vipers were a model of a Dodge vehicle produced, driven and admired from 1991-2017. Now those particular Vipers are in demand for parts and a restored Viper is a highlight for car show enthusiasts.

Again, it is unlikely our police chief would have access to four Vipers to be driven around in the city’s downtown area. Speeding is frowned upon by this chief and others before him.

So, what then, is a Viper as it relates to the Moose Jaw Police Service and maintaining safety in the downtown?

A Viper in this instance involves three young men and one young woman working

in pairs to be a safety patrol to engage residents in a Visible Proactive Engagement and Response patrol.

The quartet will be highly visible and seen from afar in bright lime green shirts.

Members also carry radios to provide instant contact with a number of other emergencyrelated agencies.

My family came in contact with a pair of Vipers at a Canada Day breakfast and enjoyed our interaction with them and with Police Chief Robert Davis. Local Crime Stoppers leader Lyle Johnson also joined us and was an immdiate liaison. For some reason he explained that I was originally from Parkbeg and my maiden name was Steele. Haily Molde made the connection that perhaps I knew several generations of her family.

We swapped names and absolutely, we knew them all. In fact I went to school with her late grandfather, at least one of her aunts

Of military jets, missiles and drones

Canada has finally ventured into the business of re-building military capacity with the just-announced purchase of 12 new submarines.

The order, still requiring negotiations with the German-Norwegian consortium, is worth $100 billion over the subs’ life time with maintenance costs included.

Actual cost of the submarines is estimated around $12 billion.

The first sub will come around 2035 with thousands of jobs being created in Canada for maintenance.

Twelve subs were ordered as the government believes onequarter of the fleet will be in dry dock at any time, leaving the rest to defend both coasts and maintain Arctic sovereignty.

The South Korean bidder on the submarines is disappointed but has agreed to build armoured vehicles in Canada using Canadian steel.

The next step in military procurement is expected to be the choice of new jets for the RCAF. The choice has put Canada between the traditional rock and hard place.

Canada originally negotiated for 88 F-35 jets, is committed to buy 18, and is looking at 40 as

costs have ballooned.

The F-35 is the fighter pilot’s dream, capable of avoiding tell-tale radar systems.

Unfortunately the F-35’s radar avoidance technology is difficult to maintain without regular and lengthy maintenance to keep it off radar screens. Maintenance costs are sky high.

Denmark has six F-35 jets. The Danish minister of defence said half the fleet is in the shop at any time.

For non-flying taxpayers the question is: Would you pay this high cost for a truck, car or plane that’s in the shop half the time?

The manufacturer has said maintenance down time is 40 per cent. The U.S.A. controls use of the F-35 technology.

The F-35 order, excepting the first 18, was put on hold when the Trump tariffs were imposed.

Whether the deal proceeds might depend on what kind of trade deal Canada gets with the U.S.A.. A trade deal might force the purchase.

Enter a second choice.

Sweden’s Saab has dangled the lower cost Gripen jet to Canada. The Gripen apparently meets all the requirements but doesn’t have the radar-avoiding technology.

The Viper team, I later learned, was kept busy during Sidewalk Days visiting with vendors and shoppers and helping both when the storms hit Thursday and Friday.

It turns out the Viper program is a research-supported initiative designed to provide a proactive presence through the downtown and other public spaces and in a short time in Moose Jaw, is considered a successful venture.

And although I doubt I will ever use it, we were taught the Viper finger symbol. My arthritic appendages are unable to make them to show their correct meaning. The Gripen was developed for cold harsh climates like the Arctic and has short distance landing capability.

Saab sweetened its offer with plans to build the jets for global customers in Canada. That way the factory could avoid any European theatre of war.

The jet decision is tough.

Does Canada own two different fleets with two different sets of trained pilots and ground crews?

Or does Canada stick with the super fighter and the U.S.A. at almost excessive costs?

The situation is comparable to the 1950s scrapping of Canada’s Avro Aero jet — the best jet ever built.

That jet was scrapped because in the age of intercontinental missiles the need for a new fighter aircraft force was seen as near obsolete It is worth noting both wars being fought today rely on missiles and mostly drones to battle in the air. The Canadian military has 39 drones with plans to get to 1,000.

The Ukraine war has averaged about 2,500 drones daily over four years with mostly onetime use.

Sidewalk Days.

With Vipers and their brightly-coloured shirts on my mind, I couldn’t help but laugh one day as I sat at a crosswalk to allow a group of day care children to cross with their caregivers.

What were the children wearing? There must have been a sale because all the youngsters were wearing the same lime-coloured shirts, matching exactly with the shirts worn by the Vipers.

How could our downtown possibly be considered an unsafe space with children and older youths wearing lime shirts, waving and smiling at individuals who are smiling and waving back?

Festival of Trees Marks 35th Anniversary with Northern Lights-Themed Gala

Proceeds from this year’s Festival of Trees will benefit the “A Place to Heal” campaign, which aims to purchase new hospital beds for patients at Dr. F.H. Wigmore Regional Hospital.

The Moose Jaw Health Foundation has unveiled the theme for the 35th annual Festival of Trees, promising an evening inspired by the beauty of Canada’s North while raising funds to improve patient care at Dr. F.H. Wigmore Regional Hospital.

This year’s gala, titled “Midnight North – An Elegant Evening Beneath the Northern Lights,” will be held on Saturday, Oct. 17, at the Temple Gardens Centre Curling Rink.

Celebrating 35 years of supporting local healthcare, the annual fundraising event will feature northern-inspired décor, a Canadianinspired buffet highlighted by beef donated by JGL, live and silent auctions, and entertainment by the Royal Canadian Air Force Band’s Jet Stream ensemble. Guests will also walk through the Festival’s signature Aurora Passage, designed to recreate the experience of travelling beneath the northern lights.

Serving as co-emcees for the anniversary event will be Dr. Caitlyn Howe and Dr. Caitlyn Kitts.

While organizers are planning an elegant evening of entertainment and celebration, the focus remains on supporting healthcare in the community.

According to the Moose Jaw Health Foundation, the hospital recorded 4,226 inpatient admissions last year. Hospital beds are among the most frequently used pieces of medical equipment and are essential to patient comfort, dignity, safety, and recovery. Modern hospital beds cost approximately $10,000 each, making community fundraising an important source of support for replacing aging equipment.

Festival organizers say every dollar raised helps improve care for local patients and families.

in support of better healthcare.

“Festival of Trees has always been about bringing our community together to improve healthcare for local patients,” Hrechka said.

“Midnight North will be an extraordinary celebration of that legacy. As we mark the 35th anniversary of Festival of Trees, we invite the community to join us beneath the northern lights for an unforgettable evening that will help provide comfort, dignity, and care for thousands of patients who rely on our hospital every year.”

Festival of Trees has raised millions of dollars over the past three-and-a-half decades, helping fund medical equipment and patient care initiatives throughout the Moose Jaw area.

Tickets for the event will go on sale in mid-August through SaskTix. Black tie attire is optional.

Tenting and Car Top Tents I don’t camp anymore. At one time I travelled and camped in all Canadian provinces, plus the Yukon and the NWT. Today, my body has lost the flexibility needed to crawl in and out of a tent. Besides, people in a camp ground don’t want to hear a cranky old senior-citizen grunting and groaning as he gets in and out of a tent. Travel now is about finding a nice, inexpensive hotel, which is almost impossible.

In my tenting days I owned a small, four-person tent that, in reality, only held two people. You could sit up in it and sleep in it and that’s about it. If it rained, you moved on.

The exception was the odd commercial campground that offered a ‘clubhouse’ with activities and a place to buy prepared means.

I still keep up with the latest tenting news; car camping, mountain biking and backcountry camping. I wish I could still get in and out of a tent. And I miss mountain bik-

Booking ahead is like going at a fixed – guided tour. If I want that I’d book a Tour with CAA or go on an Ocean Cruise.

On-line booking is stupid. When I ‘tented’ it was first come, first served. You got off the road at three if you wanted a good camping spot.

I can just imagine planning a trip today

Rule one for remote campground camping is never have food in the tent. Food attracts bears. If a bear smells food in the tent, it will come after it. Bears have the ability to roll up the food and the tent like a soft taco, and chow down. Not good.

But, I still look at tents and dream of ‘car-camping’ road trips. The latest tents to catch my attention are the ones you mount on the roof of a car.

They look neat, but why would you camp on top of your car or SUV. Not sure?

Access to these tents is a ladder. Well, what if you needed to take a pee in the middle of the night? You have to climb down the ladder and head off to the washroom. Then climb back up the ladder. Not efficient.

I assume the tent on top of the car is to avoid snakes. They can’t climb ladders. But bears can! And what poses more danger to Canadian campers, snakes or bears?

You get my point.

If I was still tenting I bet I’d buy a cartop-tent and try it out. They do look neat.

I want to share with you my impossible dream, that occurred in 1982 while I was living in Kindersley, Saskatchewan. Baseball Canada was looking for a host center for the summer of 1984 for the 18U World Youth Baseball Championship.

With many challenges, my dream developed, and we hosted the 18U World Youth Championship for Canada in 1984.

“This tournament was a huge success as we witnessed at Berard Field the Snow Birds fly over at the Opening Ceremony, also, with the surrounding communities we put on the Greatest Baseball Show for the 18U World Youth Championship”.

MY CREDENTIALS ARE AS FOLLOWS: a) I began pitching at the tender age

of 12 and never stopped until age 50. (I was a crafty left hander.) b) 1978-1980. Saskatchewan Baseball Zone 7 – Director and then Zone 7 Governor.

Player selection in Regina, Sask. then we completed the final team selection process at Berard Field in Kindersley, Saskatchewan.

Then travelled to Brandon, Manitoba for the 18U tournament, we experienced one loss to CUBA.

It is an honour to add my voice to the chorus of celebration surrounding the Royal Canadian Legion’s 100th anniversary.

For 100 years, the Royal Canadian Legion has served as the foundation of community, support, and camaraderie for Canadians who have served our nation with honour and bravery in uniform.

Saskatchewan is deeply integrated into the history of the Royal Canadian Legion, with the very first Legion (Branch 001) being established in Regina in 1926, and Moose Jaw’s legion opening soon after in that same year.

Much has changed in Canada since 1926, but one thing remains the same; the Moose Jaw Legion continues to be a thriving, service-focused organization run by selfless community leaders dedicated to honouring our troops and their sacrifice.

Congratulations, Royal Canadian Legion Branch 59 and its members in Moose Jaw, Saskatchewan, on reaching our incredible 100th anniversary in 2026! For a century, this Branch has stood as a beacon of honour, remembrance, and community spirit in the Friendly City. Tracing our proud roots back to the years following the First World War, Branch 59 received its official charter on October 16, 1926. Since then, our dedication to supporting veterans, military families, the RCMP and untold Moose Jaw organizations has left an indelible mark on our Branch’s history.

This historic centennial year marks both a celebration of an unforgettable legacy and a vibrant new chapter.

Following nearly 98 years at our iconic High Street West home, the successful move to our modern, location at 693 Fairford Street West shows the remarkable resilience and adaptability of our members. Under the guidance of the Branch Executive and countless volunteers, it continues to keep the old torch burning while lighting the way forward.

Our essential work preserves local history and provides support to those who have served and those who are still serving Canada. From hosting the deeply meaningful annual Decoration Day ceremonies at Rosedale, Sunset and Moose Jaw Cemeteries, to providing support to student bursaries and cadet units through the Poppy Trust Fund and our annual Remembrance Day service at Temple Gardens Centre we continually strive to remember and preserve our military history and Remembrance.

Beyond its vital advocacy for veterans, Branch 59 remains a welcoming community hub where Moose Jaw residents come together in friendship and camaraderie through activities such as meat draws, cribbage, darts, shuffleboard, and bingo.

As we gather for our highly anticipated centennial soiree this July 18th, and other events planned for this year, I know Moose Jaw stands with us to salute our past and celebrate our future, for one hundred years of unwavering service, mutual comradeship, and dedication to the values of freedom and remembrance. Our legacy is woven into the very fabric of Saskatchewan, and I wish the branch continued success in the century ahead.

Branch No. 59’s oldest living president reflects on Legion’s century of service Jason G. Antonio - For the Moose Jaw Express

Dan MacAulay served as president of Moose Jaw’s Legion Branch No. 59 from 1997 to 1998, while he served in the Army from 1968 to 1993.

Photo by Jason G. Antonio Veteran Dan MacAulay is pleased that the Royal Canadian Legion is still going strong after a century, a longevity he has contributed to by volunteering with it over the last 50 years.

That support has included volunteering on the executive of Moose Jaw’s Branch No. 59 for a decade and as president from 1997 to 1998. In fact, the 76-year-old is the branch’s oldest living past president. “… I’m the last one (from) the ’90s. (I feel) lucky,” MacAulay laughed, noting that several presidents from the early 2000s have already died.

MacAulay — who served in the Army from 1968 to 1993 — became a Legion member in 1976, but would have joined earlier had he not been posted to Germany; there were no branches there then. Once he returned, he became a member in Petawawa, Ont. The veteran said he joined because the Petawawa branch was filled with camaraderie among the personnel, he felt comfortable there, and it was a place to go after work that was off-base.

MacAulay moved to Moose Jaw in 1981 to serve as a postal clerk, a position he held until 1984, before returning to Germany for another fouryear tour. He returned to The Friendly City in 1988 and retired here in 1993.

The former infantryman joined Branch No. 59 and began volunteering, including supporting the Colour Party, serving on the executive, and participating on the bowling and golf teams when they existed.

“The Legion had a fine sports (program) going on then,” MacAulay said.

“It was just a place to go, a place to visit.”

The branch had more than 1,000 members then, while MacAulay had 18 members serving on the executive with him, and many members served on various committees, “so we had lots of volunteers.”

Continuing, the past president said renovating the branch’s hall at 268 High Street West was the highlight of his term, as they spent $55,000 to install a new air conditioning system. He noted that that was plenty of money then, but the branch had the funds to pursue the project.

Meanwhile, MacAulay said he “sure enjoyed” serving on the Colour Party, since the group participated in many parades, whether in Mortlach, Sask., or Plentywood, Mont.

The veteran added that Branch No. 59 now has over 500 members, and with the national organization making memberships free this year during its centennial, he hoped more young people would join.

MacAulay reflected on the Legion’s 100th anniversary, saying it had served its communities well and met veterans’ needs. However, with most veterans from the Second World War and Korean War dead, he thought the Legion needed to offer more support to Afghanistan veterans — and their families — since many were dealing with post-traumatic stress disorder.

Furthermore, the organization “needs to keep up with the times” by communicating its mission and purpose to younger generations, he continued.

“War is a bad thing, but it’s got to be remembered. If it’s not passed onto younger (people), we will surely lose (that memory),” MacAulay stated.

One big change the past president has seen during his 50 years is that there are fewer volunteers, since many younger veterans have jobs and families. Moreover, many female members work, which likely led to the Ladies Auxiliary shutting down in 2010.

MacAulay pointed out that while the branch has hundreds of members, only 75 are active, which puts pressure on existing volunteers to ensure activities like the Poppy Campaign are successful.

MacAulay added that it’s great that Moose Jaw still has a Legion branch after 100 years, while it’s also positive that the organization is “still striving to serve our veterans.”

During its 100th anniversary celebrations, the Royal Canadian Legion is highlighting important events in its history, from holding its first convention to adopting the poppy as a lasting symbol of remembrance.

Vimy Ridge, the GWVA was founded, with its first focus on advocating for improved hospital care for wounded soldiers.

“The association advised the Canadian government on the development of programs like the Soldier Settlement Act, which helped veterans transition back into civilian life by providing land for farming,” the website said.

After the war, the GWVA transitioned to advocating for pensions, medical care and social support. It also laid the foundation for uniting disparate veteran groups into a single national organization.

Legion founding From war to unity: The Legion’s beginnings The First World War from 1914 to 1918 attracted more than 650,000 Canadians and Newfoundlanders to serve, the Legion’s website says. Soldiers endured harsh conditions, heavy losses and personal sacrifice.

By late 1915, wounded and disabled veterans began returning home. Many had lost limbs or suffered other debilitating wounds — including “invisible” ones like shell shock — that prevented them from returning to combat, the website continued.

Charities did their best for returning men, but government support was limited.

An estimated 117,000 to 137,000 men were discharged as medically unfit, yet Canada had no comprehensive plan to care for them.

In response, veterans formed their own associations, such as the Amputation Association of the Great War, the Tuberculous Veterans’ Association and — the largest and most influential — the Great War Veterans’ Association (GWVA).

Vimy Ridge Aftermath The founding of the GWVA On April 10, 1917, one day after Canadians began their famed assault on

“These early ceremonies helped communities recognize the sacrifices of Canadian and Newfoundland soldiers and provided a framework for national Remembrance traditions,” the Legion said.

In 1931, Canada officially recognized Armistice Day as Remembrance Day, with the Legion taking a central role in organizing ceremonies, maintaining memorials and ensuring that Canadians honoured those who served in the Great War and future conflicts.

A call for unity On May 15, 1921, Field Marshal Earl Haig, founder of the British Legion and commander of the British Expeditionary Force, urged Canadian veterans to unite under one national organization, the website said.

His call for unity inspired the creation of a single national voice to advocate for veterans’ welfare and medical, financial, and social support, directly influencing the formation of the Canadian Legion.

The birth of the poppy campaign Inspired by John McCrae’s poem “In Flanders Fields,” Anna Guerin of France proposed distributing artificial poppies in Canada to raise funds for veterans in need, the website continued. The GWVA adopted the idea on July 6, 1921, and that autumn, Canadians participated in the first Poppy Campaign.

“An Act of Parliament that originally came into force in 1948 granted The Royal Canadian Legion trademark protection for the poppy, safeguarding it as a symbol of remembrance and ensuring its respectful use for generations to come,” the Legion noted.

The push for unity In June 1925, Haig attended the national convention of the GWVA in Ottawa, where he spoke to more than 3,000 ex-servicemen, said the website.

His address emphasized that Canadian veterans could best secure their welfare by forming into a single organization.

His words, along with efforts by veterans to unite the various groups, set the stage for the National Unity Conference on Nov. 25, 1925, at Winnipeg’s Marlborough Hotel, where the Canadian Legion was born.

Gen. Douglas Haig Percy Lake was chosen as the first president, with Richard Turner and General Arthur Currie serving as honorary presidents. Currie, who led Canadian troops to important victories during the Great War, later served as national president (1928) and grand president (1929 to 1933).

The Legion grows nationwide The Canadian Legion expanded quickly after its founding, with over 160 branches established in its first year, creating a strong national presence and a base of support for veterans, their families and communities, the website said.

Alongside this growth, the Ladies’ Auxiliary — a separate organization — was also established.

Canadians living abroad also sought to support Legion efforts and remain connected, and in March 1926, the first Canadian Legion branch outside Canada was formed in Spokane, Washington, the website continued. Today, the Legion maintains branches in the United States, the Netherlands and Germany.

Symbols of remembrance On May 29, 1926, the first Legion badge, made from Manitoba gold, was presented to Governor General Lord Julian Byng, the website said. Its design has remained largely unchanged, becoming a lasting symbol of the Legion’s identity and commitment to veterans, remembrance and community service.

Meanwhile, the Canadian Legion of the British Empire Services League was formally incorporated by a Special Act of Parliament on July 17, 1926 — now celebrated as the Legion’s official anniversary, the website continued.

Incorporation gave the Legion a permanent foundation to expand veteran support programs, lead remembrance initiatives, establish branches nationwide, advocate for veterans’ rights and coordinate national programs like the poppy campaign.

The first Remembrance Day ceremony On Jan. 24, 1927, the first Dominion Convention was held in Winnipeg, while by then, there were more than 800 branches Canada-wide and a membership of over 20,000, the website said.

Meanwhile, after years of Armistice Day observances — from 1921 to 1930, people observed this day on the Monday of the week containing Nov. 11 — the Canadian Legion successfully advocated for a National Day of Remembrance, said the website.

Parliament passed the Armistice Day Act, fixing Nov. 11 as Remembrance Day to honour those “who gave their lives that freedom might prevail.” Then, in 1970, the Holidays Act formally recognized Nov. 11 as a statutory holiday, cementing Remembrance Day in Canadian law and tradition.

Post-1945: The Legion helps implement the Canadian Veterans’ Charter, expanded into community service, launched youth programs such as national track-andfield initiatives, and grew its membership - ensuring ongoing support for veterans and lasting engagement with Canadian communities.

Dec. 19, 1960: Queen Elizabeth II grants royal patronage, allowing The Canadian Legion to change its name to the Royal Canadian Legion.

1990 and onward: From advocating modernized support systems to expanding who it serves, the Legion continues to evolve - through remembrance initiatives, mental health and homelessness programs, expanded youth engagement, and major commemorations - to meet the needs of a new generation of veterans.

May 28, 2000: The Legion spearheaded the creation of the Tomb of the Unknown Soldier, with Ottawa selecting one unknown First World War soldier to be repatriated from Vimy Ridge, France.

Moose Jaw’s Royal Canadian Legion Branch No. 59 has been a long-standing organization in the community for 100 years and has striven to meet the various needs of veterans.

Below is a brief history of the organization, from its 98 years at 268 High Street West to its new location at 693 Fairford Street West.

The Great War After the First World War concluded, many veterans joined the Great War Veterans Association (GWVA), which was located at the fire hall on Saskatchewan Street.

In 1919, the organization purchased 406 Main Street West, where the Grant Hall Hotel is now.

The Canadian Legion was formed in late 1925, and the branch received its charter on Oct. 16, 1926, while the Ladies Auxiliary received its charter a month later.

The new organization needed a larger home to accommodate its growing membership, but an offer from the Community Hotel Association to buy the property brought mixed feelings; the organization eventually agreed to sell.

The association paid the branch $25,000 for the house and property, while the branch temporarily moved to the second floor of the old Market Building. This money, plus $5,000 in donations, helped construct the building at 268 High Street West.

After three days of celebrations, the legion’s new home officially opened on Nov. 11, 1927, at 2 p.m.

The main floor had a spacious auditorium, a small kitchen, a checkroom and a secretary’s office. The second floor had rooms for permanent and transient residents and a caretaker’s suite.

The organization had trouble with its basement hardwood floor because when heavy rain came and the sewer cut-off was not closed, over a foot of water and residue filled the basement, documents show. When the floor dried, it warped and heaved.

In 1946, the Legion spent $22,000 to add to the building’s north side with extra space for games in the basement, plus a kitchen, a main-floor stage, a cement basement floor and new furniture.

ings, décor, furnishings and a new electrical system. In 1959, provincial liquor legislation introduced licences for veterans’ clubs and organizations.

Meanwhile, the organization officially opened its Memorial Lounge on Oct. 21, 1960.

The 1960s The Legion made many improvements in the 1960s, as it bought new furniture, renovated the kitchen and installed air conditioning. It also purchased a nearby house for $8,000.

In 1965, the Legion spent $80,000 to add to the building’s east side, which created more auditorium space for dart boards and an office and lounge downstairs, plus auxiliary heating and air conditioning.

Meanwhile, the provincial mixed drinking law came into effect in 1968 and changed the atmosphere of the branch’s life, documents show.

The Flood On April 18, 1974, the Legion’s bingo was about to start, but water was seen coming from the west up High Street, so bingo players retrieved their money and left.

By then, the water was over the curb and covered the sidewalk. Members moved all the documents from the basement office to the upstairs auditorium, while others moved the basement carpet, records show. Furthermore, the bar was closed and the power and gas were shut off.

Water was a foot deep when members left, and when they returned the next day, they found water almost to the top of the basement stairs, while chairs and tables were floating, along with cigarettes and empty bottles.

Everyone rallied to the cause, which helped the lounge reopen a month later.

In the ’80s, it installed an elevator and a ramp, which extensively expanded the front entrance, while from the 1990s into the 2000s, the Legion continued with other upgrade projects.

2010s In 2014, the organization renovated the kitchen, and in 2015, made extensive renovations to the building and auditorium. The Legion also received $50,000 from the estate of Philip Hartley Heaton, a founding member and Life Member, so it renamed the auditorium the Philip Heaton Hall.

Legion members later voted to move to a new location since the proposed building was more accessible.

Before moving in April 2025, however, Legionnaires held a memorable celebration at 268 High Street West to say farewell to an “old friend” and held one final flag-lowering ceremony.

Roy LaBuick served as branch president from 2017 to 2018 and 2021 to 2022.

Two plaques feature the names of Legion members who have served as branch president since the organization’s founding in 1926.

An interesting historical footnote is that C.A. Schwab served the most terms as president of Branch No. 59, with six.

That is followed by W. L. Jewsbury with five terms, H.J. Gabb, G.C. Moston, P. M. Mackey, Kathleen Martell and Roy LaBuick with four terms each, W.S. Hamilton and Charles MacMillan with three terms each and numerous others with two terms.

The Royal Canadian Legion, the city’s youth advisory committee and the City of Moose Jaw held a dedication ceremony in April 2017 to honour Private William Johnstone Milne. The young man received the Victoria Cross medal during the Battle of Vimy Ridge in April 1917, but later died in combat.

Legion branch holds many artifacts that reflect Canadian history

Dale Cline, a well-known community artist and former Branch No. 59 Legion member, painted this artwork featuring three Spitfire planes flying over the English countryside. Spitfires — and Hawker Hurricanes — helped the United Kingdom win the Battle of Britain in the summer and fall of 1940.

Veteran Harold (Seebee) Seabrook painted these two artworks in 1956, which feature Joseph Allison, the first branch president in 1926, and Mabel Cant, the first Ladies’ Auxiliary president in 1926. Seabrook also painted other pictures that hang in the branch hall.

Artist D.S. Shelton created this painting in 1938 of the Vimy Ridge Memorial in France. The memorial opened in July 1936 and features the names of 11,285 Canadian soldiers who died in France during the First World War but whose bodies were unidentified or unrecovered.

A shadow box dedicated to Pte. Robina (Ruby) Jane Smith, who served in the Canadian Women’s Army Corps in the Second World War. She was born on July 2, 1921 and died on April 4, 1998.

The Canadian Legion Band In 1920, the main veterans’ organization in Canada was the Great War Veterans’ Association (GWVA), as The Canadian Legion was not officially founded until 1925. Bands associated with these local veterans’ groups were active during this period and performed at community events and Remembrance services.

led to an appeal for unity, resulting in the creation of the Canadian Legion of the British Empire Service League in Winnipeg in November 1925, which was then incorporated by an Act of Parliament in 1926.

The organization became known as The Royal Canadian Legion in 1961 after receiving royal consent.

The Royal Canadian Legion Concert Band: The band in Toronto is a notable example, having been active for over a century, making it one of the oldest Legion bands in the country.

In summary, while there wasn’t a single national “Canadian Legion Band” in 1920, numerous local bands were affiliated with the precursor veterans’ associations that would soon unify to become the Legion. These bands provided music for important community and remembrance functions.

The Veterans’ Movement in the 1920s The period immediately following the First World War saw the formation of numerous, fragmented veterans’ groups across Canada. The most prominent and largest of these was the Great War Veterans’ Association (GWVA), founded in 1917.

The need for a unified national voice for veterans

Bands and Community Involvement Music played an important role in veterans’ activities and community life in the 1920s.

Local Bands: Individual branches of the GWVA and later the Canadian Legion often sponsored or were associated with local bands, which were frequently composed of former military bandsmen.

Legion offering free membership during centennial year Jason G. Antonio - For the Moose Jaw Express

The Royal Canadian Legion is offering free memberships during its centennial year in 2026, and in Moose Jaw, more than 100 people have taken advantage of that to support Branch No. 59.

Moose Jaw’s Legion Branch No. 59 has 548 members, with 103 joining this year as part of the free membership drive.

There are three membership types in the Legion, including: Ordinary members, who have a direct service connection through the military, RCMP, police, Coast Guard or other qualifying service. Such members can be current or retired Associate members, who have a family connection, or certain other qualifying service recognized in the bylaws, such as long-serving cadet instructors or emergency responders Affiliate members, who simply want to support the Legion’s work even though they don’t qualify under the first two categories

“Your membership will help strengthen the Legion and our support for veterans and our communities across the country,” the national website says. “Plus, there are lots of great ways to get involved and have fun through your … Legion branch!”

Joining the Legion makes a difference in three ways, the website says, including: Supporting veterans: The Legion offers free services and financial support, advocates for government action and provides outreach to in-need veterans Promoting remembrance: The Legion hosts Remembrance activities, ensures all Canadians can wear a poppy and educates youths about Remembrance Helping communities: Over 270,000 Legion members volunteer, more than 1,350 branches support veterans and organizations help communities flourish and grow Some benefits that come with the membership include opportunities to become involved and support veterans, a paid digital subscription to Legion Magazine, thou-

sands of dollars in savings and discounts with MemberPerks, a monthly Member Debrief newsletter, access to exclusive items in the Legion’s store and a special edition digital centenary membership card.

Furthermore, membership fees support Legion branch activities, while members can volunteer for short- and long-term roles, such as the annual Poppy Campaign.

In Moose Jaw, some activities and groups Legion Branch No. 59 — it received its charter in October 1926 and had roughly 200 members — supports include sports teams, student bursaries, the poetry, essay and poster contest, Wounded Warriors Canada, No Soldier Left Behind, the Military Family Resource Centre at 15 Wing Airbase, and army cadets, air cadets and sea and navy league cadets.

As part of its 100th birthday, the Legion is also holding a “big giveaway” prize, where people who sign up for a membership this year and renew in 2027 are automatically eligible to win a Ford F-150 truck.

Rice could become a favourite summer ingredient

By Joyce Walter - For Moose Jaw Express One of the most versatile ingredients in the cupboard is in a box of uncooked rice.

Pick a favourite rice and use it as directed to make the following salads for at-home dinners or to take to a potluck supper.

••• Rice Salad 1/2 English cucumber, sliced thinly 2 tbsps. vegetable oil 1 tbsp. wine vinegar 2 cups water, lightly salted 1 cup long-grained white rice 4 oz. cream cheese 2 tbsps. mayonnaise 1/4 onion, finely chopped 8 stuffed olives, finely sliced 1/2 cup green and red peppers, diced 1 celery stalk, diced salt and pepper to taste Combine cucumber, oil and vinegar and let stand to marinate.

Pour slightly salted water into a saucepan and

bring to a boil. Add rice and cover. Cook according to package directions. Set cooked rice aside to cool.

In a separate bowl, combine mayonnaise and cream cheese. Fold into cooled rice. Add cucumber mixture. Toss lightly before servings. Makes 4 servings.

••• Ham and Rice Salad 1/2 cup bacon cut into small pieces 1 small onion, chopped 2 green peppers, cut into strips 1 garlic clove, finely sliced, optional 19 oz. can tomatoes, diced 2 cups cooked rice 1 cup cooked ham, diced salt, pepper and other seasonings, to taste Preheat oven to 350 degrees F. In an oven-proof skillet, cook bacon and saute onion, peppers and garlic, if using.

Add other ingredients and cook for 10 minutes. Let stand to cool. Serve warm or cold.

••• Oriental Salad 1 cup mushrooms, finely sliced

juice of 1/2 lemon 2 cups cooked rice, cooled 2 cups spinach, washed and dried 1/3 cup seedless raisins 1 cup bean sprouts 3 celery stalks, diced 1 green pepper, diced 1/4 cup green onions, chopped 1 cup cashew pieces Dressing: 1/4 cup soy sauce 1/2 cup vegetable oil dash of garlic powder Sprinkle mushrooms with lemon juice and place in large salad bowl. Add other salad ingredients and set aside.

In a separate bowl, combine dressing ingredients. Pour over vegetables. Toss. Let sit one hour. Toss again before serving.

A jeremiad is an angry scolding or prolonged complaint. The English language borrowed it in late 1700s from the French word jérémiade, which originated in the Latin name for the Biblical prophet Jeremiah, Jeremias.

Jeremiad Back when I was writing weekly sermons for church services, I often struggled with preaching Biblical texts that were law oriented. When preaching law it is easy to write a sermon that is a jeremiad. I was taught in seminary that in Christian preaching the Gospel (the Good News of God in Jesus Christ) must predominate. Beating people up with spiritual laws is akin to making them feel like whipped dogs.

A jeremiad usually accomplishes little but anger and frustration with the preacher.

British writer Hannah More wrote in 1780, “It has been long the fashion to make the most lamentable Jeremiades on the badness of the times...” In her memoirs she used the term to mock the perpetual doom-saying prevalent in her society.

The Jewish prophet Jeremiah lived in the 6th century BCE and a summary of his message is found in the Old Testament writings in the Bible, under his name as the title of the book. His words often accused the people of ancient Israel of false worship and social injustice. Jeremiah denounced the king for his selfishness, materialism, and injustices. He also wrote about his own situation and laments, citing the hardships he endured as a prophet with an unpopular message. Based on Jeremiah’s criticisms of the people of his day, jeremiad was and is coined to describe similar speeches or preaching.

Synonyms of jeremiad can be diatribe, tirade, philippic, rant, and harangue.

Diatribe refers to a bitter or abusive speech or piece of writing. The union rep wrote a lengthy diatribe about how the company’s new policy was affecting morale on the shop floor.

Tirade is a protracted speech usually marked by intemperate, vituperative, or harshly censorious language. At the team meeting following the loss, the coach lashed a tirade at the players as they sat around the locker room with their heads hung low.

Philippic implies a declamation full of bitter condemnation. The player was suspended after

Rant suggests complaining loudly, angrily, or unreasonably. The mother said to her three children, “You can rant and rave all you want, but it’s not going to change things.”

Harangue is a forceful or scolding speech or writing. She launched into a long harangue about poor customer service at the restaurant she visited last week.

In December 2014 Matt McCullough wrote The American Jeremiad: A Bit of Perspective on the Rhetoric of Decline. In the article he uses jeremiad as a rhetorical tradition that has appeared in every phase of American history. The jeremiad tradition began in Puritan New England and continues to this day.

Jeremiads lament the harsh realities of the present in contrast with the purity of the founding generation.

Jeremiads claim that piety and godly order had once existed and have subsequently been lost. There is a call for repentance and renewal to the ways of before.

Social chastisement should lead to moral and spiritual renewal, as the prophet Jeremiah proclaimed.

Andrew Murphy in Longing, Nostalgia, and Golden Age Politics: The American Jeremiad and the Power of the Past (2009) sees the jeremiad as a longstanding form of political rhetoric that explicitly invokes the past and laments the nation’s falling-away from its virtuous foundations. Jeremiads are used by Republicans in the United States and Conservative politicians in Canada to chart a path for the future as our only hope of salvation for the country.

The advent, and subsequent popularity of social media, have advanced the frequency of jeremiads against all sorts of things by uninformed populists and those with bitter feelings of disappointment in society. I suggest we use jeremiads sparingly in social comments and Christian preaching, finding constructive ways to point people to a better outcome.
