The City Council of the City of Flandreau, South Dakota, met in regular session on Monday, May 5th at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Mayor Sutton encouraged residents to attend the Gala at the Boys and Girls Club on Saturday, May 10th, which showcases their new expansion. The bid opening for the proposed Boys and Girls Club Early Childcare Learning Center has been moved to Friday, May 9th due to the significant number of bidders interested in the project.

City Administrator Turnquist and Mayor Sutton will be attending the Missouri River Energy Services Annual Meeting on Wednesday and Thursday, May 7-8 in Sioux Falls. Turnquist stated there is a ground breaking ceremony for the proposed early childcare learning center on May 16th and tours of the expansion project will also be available. More information can be found on the Boys and Girls Club Facebook page. Turnquist has been working on developing a business model for the city’s potential takeover of the ambulance service. Turnquist is looking to hold a special council meeting on Tuesday, May 27th so council members have a chance to look over the model. A decision will likely be rendered by the city council at the June 2nd council meeting.

Motion by Bjerke and seconded by Tufty to designate The First National Bank of Sioux Falls as the Official Depository for the City of Flandreau. Shane Waterman from IMEG Engineering reported on the utility improvement project and encouraged residents to talk to the engineer on site, the contractor, or city staff to verify their sewer service location. The next public meeting to go over project updates is Wednesday, May 14th at 12:00 p.m. at the city office. More information about the project can be found on the city’s website under the utility improvement project tab. Waterman also explained the first pay request submitted by H & W Contracting, LLC.

Motion by Bjerke and seconded by Ahlers to approve the water pay requests which include; $422,886.16 to H&W Contracting for stored materials for Pay Request #1, using ARPA funds; and $7,860 to IMEG for construction observation for Pay Request #14, using SRF funds. The following members voted aye: Ahlers, Bjerke, Fargen and Tufty. Nays: None. Absent: Ekern and Yeaton. Motion carried.

Motion by Fargen and seconded by Tufty to approve the sewer pay requests which include; $187,444.95 to H&W Contracting for stored materials for Pay Request #1, using ARPA funds; and $7,760 to IMEG for construction observation for Pay Request #2, using SRF funds. The city asked IMEG to gather information on the cost of property surveys as a result of FEMA’s updated floodplain map. Engineer Shane Waterman stated there are now nineteen properties in Flandreau that were moved into the new floodplain. These property owners will receive letters from the city summarizing steps that can be taken to appeal the new floodplain map. No council action was taken at this time. The current Airport Hay Land lease agreement is set to expire following the 2025 growing season. City staff advertised and solicited competitive bids for the 2026 and 2027 growing season, with a deadline of 1:30 p.m. on April 30th, 2025. No bids were received. Upon reviewing the terms of the current lease, city staff recommends readvertisement with amended lease terms due to the airport expansion project. The new lease will be advertised for a one-year growing season, with no option to extend. Sealed bids will be due to the city office by 1:30 p.m. on Wednesday, May 28th and bids will be awarded at the city council meeting on June 2nd, 2025.

Accounting Clerk (2 Positions)

The accounting clerk is responsible for the day-to-day transactional activities of the organization which may include Accounts Payable, Accounts Receivable and Payroll. Responds to and resolves questions and problems related to the assigned areas.

Assistant Attorney General

The Assistant Attorney General will be tasked with the responsibility of prosecuting the Tribe’s Law and Order Code, and will work closely with Tribal Police and other local state and federal agencies to fulfill the positions’ obligations. The attorney will also assist with matters rega rding the representation of the Tribe, Its departments and enterprises. The attorney will handle all adult criminal juvenile delinquency matters.

Corporate Counsel

The Corporate Counsel will be tasked with the responsibility of advising on and advocating for economic development ventures and projects of the Tribe and its tribal businesses. Will work closely with business partners, consultants, vendors, elected officials and outside legal counsel to fulfill the position’s obligations. This position will require knowledge of cannabis law, tribal lending gaming, land acquisitions, and business development.

Paralegal/Lay Advocate

This paralegal /lay advocate will assist and provide a range of legal support and administration to the Attorney General’s Office. The position is responsible for drafting legal documents, researching various legal topics as assigned by the attorney while providing various c lerical support to the legal department

Education Director

The Education Director assists in developing, planning, evaluating, and coordinating activities related to community education and program development

Compliance Director
