NOTICE — VISITATION RECORD
On June 3, 2026, Steven Lesnikowski (also known as Steve Lynch) publicly stated that he had moved to Flandreau to be near his children and wished to see them every day. Visitation has in fact been offered to him continuously since 2019, with sobriety as the only requirement — a verified 0.0 BAC at the time of the visit. As of July 29, 2026, the standing offer was expanded to three mornings every week — Wednesday, Saturday, and Sunday, 90 minutes each at 9 am. Each visit requires only written confirmation at least 24 hours in advance and a verified 0.0 BAC at the time of the visit. The children choose whether to participate. Every offer has been documented. The record since June 3, 2026: 38 offered 4 attended 1 arrived / did not pass sobriety check 33 no-shows Last visit: July 25, 2026. Repeated written offers — to discuss visitation, and to work out any reasonable path forward — have all gone unanswered. The offer has never been withdrawn and does not expire. A complete dated log of every offered, confirmed, and missed visit is maintained. Sole legal and physical custody is held by the undersigned pursuant to California court order. Visitation is offered above the court-required minimum, and remains available at any time he chooses to accept it. Child support arrears as of September 2026: $61,065.73

AUCTIONEER’S NOTE: This auction presents a great opportunity to purchase a desirable +/-80 acre farm with a mixture of productive cropland, and additional annual revenue produced from a combination of 10.58 acres of CRP enrolled at a rate of $297.11 per acre and wind easements payments generated from a combination of the 2 wind towers in place on the property presently paying $2,750.00 each, plus royalty/production payments (together most recently paid $6,406.82 in Jan. 2025 and $8,466.24 in Jan. 2026 according to the Personal Representative of the Estate). Additionally, the cropland acres were previously leased on a cash rental basis, thus this land created a strong cash flow. The sellers will retain all cash rent, CRP and Wind Payments payable in 2026, with the buyer to receive all subsequent payments payable in 2027 with no proration. The current lease on this farm expires following the harvest of the 2026 crops and this farm is available for the buyer to farm or lease as they desire in 2027. Mark your calendars to be in attendance at this auction and make plans to inspect this property prior to the auction! This land has a very good location in Aetna Township in northeast Pipestone County, MN being located in an area between the communities of Holland, Ruthton & Woodstock, MN. This is a desirable parcel of land with a combination of productive cropland, CRP acres with a very respectable rate of payment, and also an excellent revenue stream generated from the annual wind tower and wind rights payments, and last but not least – productive cropland acres with some high quality soils, as according to the Pipestone Co. Assessor this parcel has a high CER of 67.81, comparatively information obtained from Surety Agri-Data, Inc. indicates that this farm has a high weighted average productivity index of 92.7, with the cropland acres comprised primarily of Class I & II soils. The general topography of the cropland is gently rolling to rolling. This property has an abandoned farmstead with remnants of an old house and a few small outbuildings – all of which are in “tear down” condition, although with the existing mature grove and close proximity of the property to Hwy. #23 and other county highways, this could be a nice location for re-establishment of a rural farmstead/acreage site. According to FSA information this farm is in two FSA Farm Numbers – with FSA Farm #3893 consisting of 66.03 acres of Farmland with 60.70 acres of Cropland, with the non-tillable acres being comprised of a combination of two wind tower sites, the building site & tree groves, waterways and road, with an FSA 37.4 acre corn base with a 137 bu. PLC yield and a 23.10 acre soybean base with a 41 bu. PLC yield; the second FSA parcel is Farm # 3982 which is comprised 10.58 acres that consists of all of the CRP acres enrolled as Contract 11326 which indicates the CRP contract has 10.58 acres enrolled at $297.11 per acre generating a total annual CRP payment of $3,143.00, with the CRP contract scheduled to expire on Sept. 30, 2033 – with the sellers to retain 100% of the 2026 CRP payment and the buyer to receive all payments payable in 2027 and thereafter, with the buyer to be obligated to succeed to the existing CRP contract. Additionally this farm has revenue generated from a wind tower and wind easement contract currently with Moraine Wind LLC, that originally commenced in March of 2007 with the contract term running until March of 2044, with an option to extend to 2049, which annually pays $2,750.00 per tower, plus wind royalties, which according to the personal representative of the estate was paid a combined total of $8,466.24 for 2025 which was paid in Jan. 2026 and $6,406.82 for 2024 which was paid in Jan. 2025, with payments varying based on the amount of the wind royalties calculated annually; the wind contract easement will continue and be assumed by the purchaser(s) based on the renewal provisions and other terms of the contract; with the sellers to retain all wind tower revenue & easement payments for 2026 payable in early 2027, with all future payments attributable to 2027 and thereafter to be paid to the new buyer/owner(s). If you are in the market for a very desirable parcel of land with excellent crop and income potential to add to a row crop farming operation or investment, and/or a location for construction of a new rural residence, then make plans to inspect this property and be in attendance at this auction. LEGAL DESC.: The E½ NW¼ of Sec. 26, T. 108N., R. 44W., (Aetna Twp.), Pipestone County, MN. TERMS: Cash - A 10% non-refundable downpayment on the day of the sale and the balance on or before December 4, 2026 with full possession for the 2027 crop year Fall tillage privileges may be awarded to the buyer subsequent to the harvest of the 2026 standing crops and the tenant’s rights under the 2026 farm lease. The sellers will retain 100% of the 2026 rents & wind tower revenue and wind rights payments attributable to 2026 – payable in early 2027, with the buyer to be bound by and to receive future payments subject to the provisions and terms of the existing Wind Easement Agreement. The seller(s) will retain any and all CRP payments payable in 2026, with the buyer to receive 100% of the CRP payment payable in 2027 with no proration, as well as any or all future CRP payments for the remaining term of the existing CRP contract scheduled to expire on 9/30/2033, with the new owner(s) will be obligated to comply with all of the remaining terms and provisions of the existing CRP contract; any penalty for non-compliance or buyout of the existing CRP contract will be the responsibility of the new owner(s). FSA cropland acres, yields, bases & other information are estimated and subject to County Committee approval. The sellers have become aware that there is a well on the premises and at the option of the purchaser they can either assume responsibility for future use and maintenance of the well, or if the buyer should so desire, the seller will take responsibility for sealing the well prior to closing or as soon as practically possible by a licensed contractor. Sold subject to confirmation of the heirs. Chamblin voiced concerns about buying a replacement truck without selling the current one first. M. Ten Eyck wants the board to reconvene with some hard estimates on whether we can get the current snowplow sold through a private sale or dealer. Hein mentioned he still has his CDL and would be willing to drive the current snowplow. The board agreed to meet Monday 21, 6:00 pm 2026 to discuss snowplow further. Chamblin made a motion to go through River’s Edge for propane prepay of 2,000 gallons. Hein seconded the motion. All present voted “aye.” M. Ten Eyck made a motion that the city reinstate the utility base rate on the housefire property. K. Ten Eyck seconded the motion. All present voted “aye.” There was a second reading of Ordinance 230 - 2027 Appropriation Ordinance. Chamblin made a motion to approve Ordinance 230. Seconded by Loehr. All present voted “aye.” K. Ten Eyck talked about Dakota Surveillance. There is no current estimate. Some of the camera placements have no internet so internet would have to be installed, or the company offered a data usage plan. Loehr mentioned Straight Talk hotspot at about $50/month. Chamblin had concerns about a cell plan also needed which would add to the price and from experience, he stated that when they had trail cams with pictures, the city had trouble prosecuting and getting law enforcement to do anything. M. Ten Eyck advised K. Ten Eyck to get with Sherrif Wellman about prosecution options with video and investigate other camera/internet options. Still waiting to hear on quotes for electric to the Gazebo. Water shut off valves were not found under 3rd St. The board agreed to have Jeff Carruthers get quotes for installing water to the Gazebo, possibly utilizing the sewer hole being dug. New Business: Loehr made a motion to start doing the pleadge of Allegiance at the beginning of each meeting. K. Ten Eyck seconded the motion. All present voted “aye.” Loehr read a Statement for the Record concerning Board Conduct – Treatment of Trustees, Officers, and Employees. Chamblin made a motion, seconded by M. Ten Eyck to go into executive session for South Dakota Codified Law 1-25-2, section 1 for personnel at 7:04 pm. The board came out of executive session at 7:30 pm. Regular meeting continued. The recount board consisted of Cody Chamblin, Berdyene Bowen, and Carol Larson. M. Ten Eyck made a motion to compensate the recount board $50 for their time on the recount. Loehr seconded the motion. K. Ten Eyck, M. Ten Eyck, Loehr, and Hein voted “aye” Chamblin abstained do to conflict of interest being on the board. First reading of Ordinance 158 Amendment. This amendment outlines the documenting of letters, what type of letters sent, timing of letters before abatement/removal of property/ clean up. No action taken pending second reading. First reading of Amendment to Ordinance 92 C – Meeting Dates & Times, making the regular meeting date and time the second Wednesday of each month at 6 pm. No action taken pending second reading. First reading of Ordinance 231 Supplemental Appropriations Ordinance. This moves $15,000 out of Finance Administration, Contingency, and Parks Department to allocation toward Lawyer expenses. No action taken pending second reading. Committee Reports: Compliance/Code Enforcement: Chamblin and Hein have driven around town and found about seven license plate violations. The board talked about licensed vs inoperable vehicles. The board is going to follow up if there is a 90-day ordinance with current license tags if the vehicle is for sale. Maintenance/Streets: John Steinhaur mowed the lagoon and assisted Loehr in emptying the sand out of the snowplow. Addressing the Tree Dump violation, Loehr contacted Neil and received permission to clean up the Tree Dump property. Volunteers helped and 64 tires were cleaned out, one battery, misc. garbage. The Sioux Falls landfill charged the city $340 to dispose of the tires. Neil mentioned to Loehr about a fence being put up after the tree dump is burned. The board discussed pro and cons of the fence. Parks: Chamblin mentioned the small slide at the playground is damaged, M. Ten Eyck mentioned she had the part to fix it. Personnel/Compliance: nothing Utilities: Egan’s Itron software will be at end of life in one year. Putnam contacted Dutton Lainson to get a quote for the software upgrade. The city is currently paying around $1,500 per year to read water meters. The upgrade will cost the city around $6,000 per year. Dutton Laison is looking into other options and Putnam/Board Members will follow up. Putnam sent all the financial and data requested to Midwest Assistance Program about two weeks ago. Now the city is waiting for any follow up that may be needed for the utility rate study. Motion by K. Ten Eyck, second by Chamblin to approve the Personnel and Financial Reports.
