SUMMARY: The Accountant performs complex accounting activities relating to the maintenance of ledger accounts and contributes to the development of associated managerial reports and financial statements. The accountant is responsible for serving as a team leader in the finance department and ensuring the department creates accurate and timely financial records for the organization. ESSENTIAL FUNCTIONS Relying on experience and knowledge, the Accountant is responsible for accomplishing the following assignments. These assignments are varied in nature. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. • Analyzes accounting records, including financial statements and other financial reports to assess accuracy, completeness and conformance to standards defined within the department. • Works with the Finance Director on appropriate fiscal strategies for the organization. • Reviews records of accounts to ensure accuracy. • Develops systems for the maintenance of financial records, making use of current technologies. • Creates forms and manuals for accounting and bookkeeping personnel. • Set up account numbers in the chart of accounts. • Set up sub-account numbers for departments. • Set up Account/Sub account authorized combinations within each fund. • Set up vendor codes and enter vendor information in the A/P module. • Review Economic Development Credit Card statements and reconcile expenses to the appropriate fund. • Complete draw down requests; draw down federal funds and record receipt of the money drawn from. • Manage the checking accounts for Tribal and Federal Funds. • Reimburse the Centralized Tribal checking account from the various Tribal and Grant programs. • Void checks for duplicate payments, incorrect dollar amounts, and travel checks where the traveler did not go on travel. • Enter credits in the computer system of all voided checks. • Allocate bills for GSA vehicles between the programs that utilize GSA vehicles and process the checks. • Deposit Royal River Casino (RRC) distribution checks, complete RRC deposit forms and transfer coding sheets. • Transfer RRC distributions to Membership, General, Economic Development, Community Fund and local government. • Process checks, complete transmittal forms and deposit forms for the Minor’s Trust Account. • Calculate and process the 401k plan’s Safe Harbor employer match annually. • File completed transfer sheets and other financial records for easy access and review. • Other job related duties and tasks may be assigned. The Nurse Practitioner requires an advanced level of competency in nursing through additional education or training as well as a Nurse Practitioner's license and prescriptive privileges. Work is performed under the general supervision of the Medical Director (Doctor of Medicine), when available, and the Health Care Administrator who review work routinely. The Nurse Practitioner is responsible for providing guidance to the Director of Nursing, Registered Nurses, Certified Nursing Assistants and Medical Assistants Qualifications & Requirements: Thorough knowledge of nursing techniques and procedures; medical and lab equipment and testing procedures; medication; Considerable knowledge of interviewing and counseling techniques. Ability to work independently; communicate effectively both verbally and in writing; deal tactfully and patiently with clients; establish and maintain records, reports and statistical data; use initiative and judgment; maintain effective working relationships with other related agencies; professionals and citizen groups; perform and record total physical examination; obtain vaginal, cervical, urethral and rectal cultures, papanicolaou smears, and other laboratory specimens appropriate. Skill in diagnostic procedures for diseases and the drug therapy needed for treatment of these medical conditions. Must be proficient in the use of medical and laboratory equipment. The plans and specifications for the next phase of the Water and Wastewater Project are being reviewed by US Dept. of Agriculture, Rural Development. We are expecting to advertise for bids sometime in January once Rural Development approves the plans and specifications. Representatives from Helms and Associates were at the airport last week doing some survey work for the FAA Project, 2016 Airport Layout Plan. An agent from the Insurance Service Office will meet with Don Whitman, Chief Jud Krull and Akamu Barboza on Tuesday, December 6th to discuss changes, upgrades and improvements that have been made since 2003 that could affect the City’s ISO rating. Game Fish and Parks notified the Mayor by letter that the grant application the City submitted for matching funds for playground equipment at the Trailer Court Park on West Broad Avenue was not approved. Motion by Smith and seconded by Tufty to approve the Administrative Reports. The following members voted aye: Pesall, Sample, Smith, Sutton and Tufty. Nays: None. Absent: Bjerke. Motion carried. Motion by Sutton and seconded by Smith to approve Change Order No. Four (4) for the Water, and Wastewater Project, Phase 1A, which extends the completion deadline to December 31st, removes the $91,679.97 price increase from Change Order No. Three (3), and adds a price increase of $67,010.86 to Change Order No. Four (4). ASSOCIATE PROGRAMMER/ ANALYST Dakota State University is seeking applications for a full-time Associate Programmer/Analyst to work for the Office of Institutional Effectiveness and Assessment (OIEA). This position will use databases and SAS programs, design and submit institutional surveys for internal and external constituents including the IPEDS (Integrated Post-Secondary Education Data System) and CDS (Common Data Set) reporting, coordinate student opinion surveys and work with faculty, staff and university-wide committees to analyze data reports. The candidate will be responsible for administering internal and external surveys including, but not limited to student opinion surveys, Student Satisfaction Index, Priority Survey of Online Learners, National Survey of Student/Faculty Engagement, Common Data Set, Integrated Post-Secondary Education Data System, and end-of-term Student Opinion Surveys. Also included will be ad-hoc data requests related to Human Resources, Transfer or New Student Surveys, and Commencement Surveys, among others.
