A discussion was held with the Flandreau Santee Sioux Tribe and Barron Trucking on weight restrictions and truck traffic on Broad Avenue. No action was taken.

Dave Burwitz with Clark Engineering gave a presentation to Council and property owners along Crescent Street between Pipestone Avenue and 2nd Avenue on preliminary plans and cost estimates to resurface the street, replace sidewalks, and improve drainage. Additional information will be presented at a future meeting before moving forward with this project.

Ben Elliott with Independent Audit Services PC gave a presentation on the 2015 Annual Report. Some of the numbers comparing the government budget to actuals were misclassified. A corrected copy will be provided for Council approval at the next meeting.

The Mayor discussed the annual Airport Fly-in that is scheduled for July 10th, 2016 from 8 a.m. to 12:00 p.m. at the Flandreau Airport.

City Administrator shared a report from SD Dept. of Environment & Natural Resources showing the level of lead and copper found in water samples taken from several locations in Flandreau. The test results show the area levels are well under the maximum limits. He reminded Council that the Annual FDC Meeting is next Monday.

NOTICE OF FAA APPROVAL OF FINDING OF NO SIGNIFICANT IMPACT FOR LAND ACQUISITION AND A NEW RUNWAY - THE FLANDREAU MUNICIPAL AIRPORT, FLANDREAU, SOUTH DAKOTA

NOTICE IS HEREBY GIVEN that the Federal Aviation Administration (FAA) has announced an approved Finding of No Significant Impact (FONSI) for the proposed land acquisition and runway construction project at the Flandreau Municipal Airport, owned and operated by the City of Flandreau.

The FONSI indicates the project is consistent with existing environmental policies and objectives as set forth in the National Environmental Policy Act of 1969 and will not significantly affect the quality of the environment. Based on the evaluation in the EA, no significant impacts associated with the development actions or mitigation requirements were identified in accordance with FAA Order 1050.1F, Environmental Impacts: Policies and Procedures. Therefore, no environmental impact statement will be prepared and a FONSI is being issued.

The original proposed action includes acquisition of approximately 183 acres of land to enhance protection within the RPZs and for Runway 17/35 construction. The original preferred alternative assessed the required runway length to accommodate 100 percent of all small aircraft, which identified 4,300 feet as the desired length.

Runway 10/28 has an existing length of 3,100 feet and is in an undesirable location for expansion due to close proximity of roadways to runway ends. Therefore, the City of Flandreau initially wanted to purchase the remainder of Runway 10/28 RPZs and all RPZs for the future runway 17/35. A new Runway 17/35 at 4,300 feet would allow for the airport to meet the FAA’s wind coverage and runway length standards.

Several factors have changed at the Airport and surrounding area during the completion of the EA for this project. The land prices rose dramatically, current alternatives are much more costly than the previous alternative, and therefore the City of Flandreau has chosen the “No Action” as their preferred alternative.

The EA was begun in an effort to comply with FAA wind coverage and runway length requirements. During the process of the EA, changes were made to the Advisory Circular which caused a re-evaluation of the proposed project. Several additional alternatives to the project were introduced in order to comply with the Interim Guidance on Land Uses Within the RPZ. Unfortunately while this was occurring, land prices rose dramatically.

The proposed alternative, the “No Action” alternative, has been determined to have no impact to environmental resources.

In accordance with current Council on Environmental Quality regulations, copies of the EA and FONSI will be available for public informational review at the following locations during regular business hours until April 29, 2016: • • • • •

She believes the assessed value of $131,532 should be lowered to $100,000 and lists the following reasons: assessment rose 22% on a forty year old house, nothing had changed except general maintenance, assessment rose 70% in ten years and houses similar to hers have sold for less than $100,000. A motion was made by Sutton and seconded by Sample to recommend lowering the recorded property value from $131,532 back to the 2014 assessed value of $111,164 for reasons stated. Terry Albers is appealing the 2016 real property assessment of parcel 21.33.01.20 at 100 N. Veterans Street, described as LB PETT 01 TRACT 19 EXC. N-26' & EXC. W-175' THEREOF L.B. PETTIGREWS SUBDIVISION OF SEC. 29-107-48. He believes the assessed value of $69,134 should be lowered back to the 2014 assessed value of $60,451 for the following reasons: no improvements have been made to the property so to increase the value by almost $9,000 is not justified. A motion was made by Sutton and seconded by Smith to recommend lowering the recorded property value from $69,134 to $64,500 for reasons stated. Kathryn Burkard objected to the 2016 real property assessment of parcel 21.04.02.10 at 610 S. Crescent Street, described as LARCHWOOD2 E-108' LOT 10 BLOCK 2 LARCHWOOD ADDITION. She believes the assessed value of $118,148 should be lowered to $85,000 for the following reasons: she has not made any improvements since last valuation, she has an unfinished basement, no furnace, electric panel heat, no central air, wall air-conditioner and homes are not selling in Flandreau at the selling price. A motion was made by Sutton and seconded by Sample to recommend lowering the recorded property value from $118,148 to $108,000 for reasons stated. The following members voted aye: Bjerke, Sample, Smith, Stenger, and Sutton.
