The City Administrator informed Council that the next meeting will begin at 6:15 p.m. to meet as the Local Board of Equalization before the regular Council Meeting at 6:30 p.m. The next council meeting we plan to invite the property owners along Crescent Street between 2nd Avenue and Pipestone Avenue to discuss the Crescent Street Overlay Project. Repairs to the Isaac Walton Building have begun and pictures were shared to show the progress. We received a letter from The Rescue Church stating that they will not be holding their annual egg drop at the city park this year as previously requested. The City Administrator also discussed the purchase of baby changing stations for the restrooms at the Resource Center.

Alderman Sutton reported that the Moody County Resource Center received a $10,000 gift for new computers and furniture for the children’s area.

Lindsey Flannery resigned as Flandreau Avera Hospital Administrator, and Scott Hargens has taken on the role as Interim Hospital Administrator.

Motion by Smith and seconded by Bjerke to approve the Administrative Reports. The following members voted aye: Bjerke, Pesall, Sample, Smith, and Sutton. Nays: None. Absent: Tufty. Motion carried.

Old Business: Motion by Sutton and seconded by Smith to have a plaque prepared and presented to Police Officer Lisa Anderson-Pelton to recognize her extraordinary job performance. Also, the City Administrator and Alderman Sample will work together to develop a policy to include all City employees for future consideration for outstanding job performance. This new policy will be presented to Council by the first meeting in May. The following members voted aye: Bjerke, Pesall, Sample, Smith, and Sutton. Nays: None. Absent: Tufty. Motion carried.

New Business: Motion by Smith and seconded by Sample to adopt Resolution 2016-07, A Resolution Authorizing the Issuance, Prescribing Form and Details and Providing for the Payment of Electric Revenue Bonds and the Security Thereof. The following members voted aye: Bjerke, Pesall, Sample, Smith, and Sutton. Nays: None. Absent: Tufty. Motion carried The first reading of Ordinance No. 573, An Ordinance Establishing A Surcharge to be Applied to Electric Utility Revenue Bonds, Series 2013 and Electric Utility Revenue Bonds, Series 2016, for the City of Flandreau, was held.

Motion by Bjerke and seconded by Sample to authorize engineering agreements with DGR Engineering for Project No. 416608 for 1) Street Light Project with an estimated fee of $38,000 and 2) Electric Distribution Improvements Phase 3 with an estimated fee of $146,000. Also included was a Master Agreement and an agreement for small projects not covered by other agreements. The following members voted aye: Bjerke, Pesall, Sample, Smith, and Sutton. Nays: None. Absent: Tufty. Motion carried.

Motion by Sutton and seconded by Pesall to approve a pay step increase for Nate Bowden to $20.74 and to increase Interim Chief Weber’s hourly pay to $20.74 per hour and continue Weber’s biweekly stipend of $300 effective March 26th, 2016. The following members voted aye: Bjerke, Pesall, Sample, Smith, and Sutton. Nays: None. Absent: Tufty. Motion carried.

Motion by Smith and seconded by Pesall to approve a written request from Katie Schmidt to host a 5k/Color Run at the City Park on Saturday, April 16th, 2016 at 11:00 a.m. for her senior class project, providing the park residents are taken into consideration and the 5k/Color Run does not conflict with other previously scheduled park activities. The following members voted aye: Bjerke, Pesall, Sample, Smith, and Sutton. Nays: None.

Motion by Sample and seconded by Smith to approve a temporary on-sale liquor license from Mad Mary’s Steakhouse for NWTF Big Sioux Chapter event on March 19th, 2016, at the Community Center. The following members voted aye: Bjerke, Pesall, Sample, Smith, and Sutton. Nays: None.
