Summary: The Chief Financial Officer is responsible for all aspects of accounting and financial investments and management; the annual audit process, cash flow management, budgeting and forecasting, banking and long term debt management and supervision of accounting and finance staff. The organization includes a governmental segment and an enterprise segment. Additional responsibilities include managing financial requirements of grants and contracts, and annual budgeting for governmental departments, and fiscal responsibilities of enterprise operations, and commercial real estate properties. Candidates should have an understanding of the GASB 34 requirements. This position will also provide oversight of financing activities including banking relationships, loan management, future bond financing, budgeting, projections and pension plan management. Minimum Qualifications: A. The ideal candidate will have a four-year degree in accounting or finance, CPA plus, 5+ years of progressively responsible experience in an accounting environment with direct experience or exposure to governmental (enterprise) accounting and familiarity with Governmental Accounting and Auditing Standards, 3+ years of experience with personnel management, ability to communicate effectively, both written and verbal. Additionally, qualified candidates must have strong computer skills including a preferred accounting software program(s), be a self-starter and work autonomously. A history of working with Tribal governments or non-profit entities in this capacity is a requirement. B. Additional experience as outlined above may be substituted for the education on a year for year basis to a maximum of three years. To date, four applications have been received for the open officer position. Recent statistics show call volume up by 459 calls as compared to previous year. Arrests are up as well: 370 to date in 2018 as compared to

approximately 250 in 2017. Final statistics and numbers will be provided after year end. Chief Weber also indicated that officers are doing extra vandalism patrol. Mayor Bonrud wished all present a happy holiday and thanked Council and staff for their work and commitment to the City in 2018. City Administrator Pederson informed Council that H&W Construction sent a letter to Clark Engineering requesting the water and wastewater project be classified as substantially complete; a determination has not yet been made regarding the request. A notification has been received from Big Sioux Water of a 3% rate increase effective January 1st, 2019, due to a cost increase in lime hydrate. Implementation and training has begun for iWorQ, a software program used for building permits and code enforcement that will streamline both processes and provide historical data by property location. Pederson shared information regarding accessory uses on residential zoned property. Motion by Bjerke and seconded by Sutton to approve the Board and Administrative Reports. A total of 52 bridges were inspected in 2018 of which 32 were rated in Good condition, 16 were rated in Fair condition and 8 were rated in Poor condition. Blum, presented a hire request to the Board. Motion by Miles, seconded by Veldkamp to approve the hire of Jerrick Charles, Heavy Equipment Operator, at Grade 14/Step A, at $15.95/hour, effective December 24, 2018. All voted “aye”. TOWN OF TRENT, SOUTH DAKOTA IS SEEKING A PART-TIME MAINTENANCE PERSON 1 POSITION AVAILABLE December 18, 2018 - Open Until Filled The Town of Trent, Moody County, South Dakota is seeking a part-time, approximately 20 hours per week Maintenance Worker. This individual will either currently possess or obtain within 12 months a Small System Operation Certification requirement for the drinking water and sewer system. This individual will currently either possess or obtain a Class B CDL within 60 days of hire. This position requires working outdoors in all weather conditions and may require reporting to and working unusual times of the day or night, which may include holidays and weekends. This individual should live in or adjacent to the Town of Trent. Must be friendly and gain a good working relationship with Trent residents. Must be able to work closely with the Finance Officer and/or Board Members concerning meter exchanges, water shut-offs, locates and other one off issues. Must be highly self-motivated, with the ability to anticipate and resolve problems before escalation. Have the ability to keep accurate and up to date logs and records. This position includes, but is not limited to: Water/Sewer monitoring and maintenance, snow removal, upkeep and maintenance of heavy equipment, lawn mowing, trimming, weeding, bug spraying, ability to maintain and repair the equipment as needed. General maintenance of all town equipment and buildings. This salaried position has the potential to be full time with the right applicant.
