Optician primary duties will include scheduling appointments, ordering, dispensing, repair and adjustment of eyewear. The school liaison will serve as a mentor advising students in college/career preparation, academic support and holistic wellness. Minimum Qualifications:

Education/Experience: High school diploma or GED required. Must have excellent interpersonal/human relation and sales skills. Knowledge of eyewear fitting, styles and materials is preferred. Previous experience in optical or contact lens field is preferred. Will provide training and education of required skills. Presentation: Harvey Shafer, Moody Conservation District, informed Council of a change in the Soil Erosion Plan. The plan was developed in the 1070s and there have been three revisions since then. The new change does not change the plan, but removes the word “County”. Mr. Shafer will present a document for Council approval at the next meeting. Presentation: Kyle Haug, Parlly Property Trust, shared his proposal to purchase the Japanese Garden Pavilion and renovate and restore the structure to its original state. He has worked on historical restorations in the past and has already had a structural engineer inspect the building to assess the areas that need repair. Discussion was held regarding maintenance, future bookings of the facility, land lease, the process to transfer ownership, FEMA funds received for the damaged dance floor, and the City’s first right of refusal if the property is sold at a later date. The City Administrator recommended that Mr. Haug present a detailed written plan for building acquisition and renovation for further Council consideration. Mayor Sutton shared that he and City Administrator Pederson met today with officials from the Flandreau Santee Sioux Tribe and Flandreau Development Corporation to discuss items going on within the entities. FSST officials shared information on the construction of a nursing home and indicated research is taking place regarding recreational marijuana. Also discussed were possible joint opportunities in regard to the new Fire Station and the Flandreau dam. Mayor Sutton thanked the organizers of the recent parade for their hard work as well as the participants that entered floats in the parade. City Administrator Pederson indicated the revised dam alternative may be ready for presentation at the next Council meeting. He has met with Vanessa Victor with Infrastructure Design and determined that the demolition would be the complete structure and abutments, along with the portions of Crescent Street on both sides of the river that currently extend from the dam access roads to the bridge. A letter has been received from Mediacom informing the City of a general rate increase. All events scheduled at the Community Center during the holiday season have been cancelled by the persons who had reserved the facility for holiday gatherings. Pederson will be bringing forth a revised pay scale for the electric department based on his survey of similar size utilities. With Electric Superintendent David Schllinz retiring within the next year, the City is not in a position to promote within the department and it is necessary to revise the pay scale to the market rate. Current pay scale is approximately 25% less than average for similar-size municipal electric utilities in the State. Motion by Tufty and seconded by Unger to approve the Administrative Reports. Mayor Sutton thanked Fire Station Site Selection Task Force Committee members Kevin Christenson, Mike Fargen, Linnea Janssen, Don Peters, and Joshua Weston for their efforts, hard work, and contributions regarding the three sites selected for the Fire Station. Finance Officer Karen Gundvaldson provided a COVID Recovery Fund (CRF) reimbursement update, noting that $427,722.29 of the allotment of $523,592.00 has been submitted, approved and reimbursed to the City. There are additional COVID related expenses that will be submitted prior to year-end totaling approximately $65,000.00. Should these expenses be approved, the City will receive all but approximately $30,000.00 of the portion allotted. Motion by Unger and seconded by Ekern to write-off 2019 past due utility accounts in the amount of $9,289.93. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, Tufty, and Unger.
