Mayor Dan Sutton reported that he and Administrator Turnquist have met with a new investor on development opportunities at Broad Avenue. Sutton thanked the parade and holiday committees for a successful kickoff to the holiday season. Sutton also thanked city crews for getting the Christmas decorations put up. Sutton and Turnquist will be meeting with members from Missouri River Energy Services on November 12th. Sutton also informed council that an open letter from the Mayor will appear in the Booster and Enterprise addressing ambulance services.
Administrator Turnquist thanked the public and council for attending the joint special meeting held with the county commissioners discussing ambulance services. Turnquist has been in contact with SDDOT regarding the future project on Pipestone Avenue, stating the goal would be to update the infrastructure at the time of the project, if possible.
Motion by Fargen and seconded by Ahlers to approve the Administrator’s Reports. The following members voted aye: Ahlers, Ekern, Fargen, Tufty (via phone) and Yeaton. Nays: None. Absent: Bjerke. Motion carried.
Old Business: None.
New Business: Mayor Sutton told the council he thinks an ambulance task force should be reestablished so the county, city, FSST and Avera can work together to come up with a solution for ambulance services. If there are community members interested in being on the task force, please reach out to Mayor Sutton or Administrator Turnquist.
Motion by Fargen and seconded by Ahlers to appoint Aldermen Fargen, Tufty and Yeaton to the Ambulance Task Force, along with Mayor Sutton and Administrator Turnquist. The following members voted aye: Ahlers, Ekern, Fargen, Tufty (via phone) and Yeaton. Nays: None. Absent: Bjerke. Motion carried.
Motion by Yeaton and seconded by Tufty (via phone) to authorize the City Administrator to draft a letter to the county asking them to join the ambulance task force. The following members voted aye: Ahlers, Ekern, Fargen, Tufty (via phone) and Yeaton. Nays: None. Absent: Bjerke. Motion carried.
Motion by Ekern and seconded by Ahlers to approve the 2025 renewal contract with the Sioux Falls Humane Society. The following members voted aye: Ahlers, Ekern, Fargen, Tufty (via phone) and Yeaton. Nays: None. Absent: Bjerke. Motion carried. Discussion was held on the community center and armory rental agreement and fees. Turnquist has updated the current agreement to include clearer guidelines and expectations on the cleaning of the facility. Turnquist is proposing an increase to the cleaning fee, but rental rates for the facility will stay the same. No council action was taken at this time.
