PUBLIC NOTICE SUMMARY OF FLANDREAU, SOUTH DAKOTA CITY ORDINANCE, TITLE 13, TRAFFIC CODE; CHAPTER 13.7 SNOWMOBILE OPERATIONS No snowmobile shall be operated with the City unless it is registered and identification numbers are displayed as required. No person may operate a snowmobile on a city street: At a rate of speed greater than is reasonable having due regard for conditions and in no event in excess of 20 mph While under the influence of liquor or drugs Except while proceeding to and returning from the city limits by the most direct route from his home or place where said snowmobile is garaged In any cemetery On private property without the consent of the property owner or his agent With more than one (1) passenger on a snowmobile Any person operating a snowmobile on a city street must: Come to a complete stop at all traffic controlled intersections Travel as close to the right edge of the plowed area of the street as practical Obey all traffic signals, signs and devices Yield the right-of-way to all-vehicular traffic and pedestrians No snowmobile shall be operated to cross any street except at a street intersection of a street. No person shall operate a snowmobile in the City of Flandreau in a careless or negligent manner likely to endanger any person or property. No person shall operate a snowmobile upon any public sidewalk. No person operating a snowmobile shall tow any person or object behind except when such person or object is situated upon a conveyance that is attached by means of rigid hitch or tow bar. No snowmobile shall be operated in the City unless it has at least one (1) headlight and one (1) taillight turned on at all times during operation; adequate brakes; and is equipped with a muffler in good working order in constant operation to prevent excessive or unusual noise. The operator of a snowmobile involved in an accident resulting in injuries to or death of any person or property damage in an estimated amount of $100.00 or more must report the accident to Law Enforcement Personnel. It is presumed that any snowmobile operated within the City is operated with the consent of the owner. The owner of the snowmobile will be held jointly and severally liable with the driver thereof for damages arising out of the negligent or improper operation of his snowmobile. The owner of a snowmobile may be held jointly and severally liable to a property owner for three (3) times the amount of damages to trees, shrubs, landscaping, or personal property occurring on private property and caused by said snowmobile where the snowmobile is operated without the consent of the property owner or agent. Law Enforcement Personnel may confiscate any machine, which is operated contrary to or in violation of any provisions of this ordinance. Any person who violates the provisions of this ordinance is guilty of a misdemeanor and is punishable according to the general provision of this ordinance. The above information is a summary of the Title 13, Chapter 13.7 SNOWMOBILE OPERATION. The Board of Trustees of the City of Egan, South Dakota met in special session on November 4, 2019 at 6:00pm at the Egan City Hall, 110 W 3rd Street, Egan, SD. Present: Board of Trustee members John Steinhauer, Cody Chamblin, Brad Judstra, Nancy Hansen, and Jerome Olson. Also present: Brenda Duncan-Finance Officer, Kevin Hammer, and Wayne Stombaugh. The meeting was called to order by J. Steinhauer at 6:00pm Motion by Chamblin, and seconded by Judstra, to approve the agenda. All present voted “aye.” No public comment. Motion by Olson and second by Hansen to meet as Board of Adjustment. All present voted “aye”. Motion by Olson and seconded by Steinhauer to reconvene as City Council. All present voted “aye”. Old Business: Discussion on snow removal truck. Motion by Hansen and second by Chamblin to appropriate $40,000 from cash on hand to Snow Removal budget. All present voted “aye." New Business: Motion by Steinhauer, and seconded by Chamblin, to hold second reading and approval of Ordinance 211 – Rural Service District. All present voted “aye”. Motion by Hansen, and seconded by Judstra, to hold second reading and approval of Ordinance 212 – Supplemental Appropriations Ordinance. All present voted “aye”. Motion by Steinhauer and seconded by Chamblin to approve Resolution 2019-04 Resolution of Assessments. All present voted “aye”. Acquisition of lift station land tabled until November 20, 2019. Motion by Chamblin and seconded by Steinhauer to hire Brad Judstra for miscellaneous labor at a rate of $11.00 per hour, and to pay him the January 16, 2019 approved labor rates for snow removal labor. All present voted “aye”. Discussion on code enforcement violations. Motion by Chamblin, and seconded by Steinhauer, to approve the financial report. All present voted “aye”. November 14, 2019 A new program created by Brookings Economic Development Corporation (BEDC) seeks to promote and encourage entrepreneurship in the Brookings region by providing 1:1 free, customized coaching for South Dakota State University (SDSU) students, faculty and staff pursuing potential business concepts.

The Idea Adviser program invites anyone with a business idea to stop in and meet with Jennifer Quail, BEDC’s Director of Entrepreneur Support and certified entrepreneur coach. In addition to helping innovators and entrepreneurs explore and evaluate the viability of their ideas, Quail connects them to the start-up resources available in the Brookings region that will move those ideas forward into business opportunities. An integral component of the program includes dedicated office hours for Quail on campus, made possible through a unique collaboration between the university and BEDC.

EGAN CITY MINUTES REGULAR MEETING November 20, 2019 The Board of Trustees of the City of Egan, South Dakota met in regular session on November 20, 2019 at 6:00pm at the Egan City Hall, 110 W 3rd Street, Egan, SD. Present: Board of Trustee members John Steinhauer, Cody Chamblin, Brad Judstra, Nancy Hansen, and Jerome Olson. Also present: Brenda Duncan-Finance Officer, Donald Hansen, Cathy Loehr, and Jay Miles. The meeting was called to order by J. Steinhauer at 6:00pm Motion by Chamblin, and seconded by Olson, to approve the agenda. All present voted “aye.” Motion by Judstra, and seconded by Chamblin, to approve the special council meeting minutes from November 11, 2019. All present voted “aye”. Public Comments: Cynthia Sheppard and Judy Jones, Flandreau Christian Women Organization, were present to share concerns regarding the heating and cooling system at the William J. Janklow Community Center. The organization uses the facility monthly and has encountered issues with extremely cold temperatures or condensation which creates a safety hazard. It is the organization’s wish that investigation take place to determine whether the HVAC system could be repaired or replaced. The City Administrator will prepare information on the HVAC system for inclusion in the upcoming Capital Improvement Project Workshop. Council Comments: Mayor Bonrud stated that Street Superintendent Mike Fargen has been an exemplary employee and wished him well in his retirement. He also commended Alderman Sutton and Alderman Unger for their participation and performance in the “Beauty and the Beast” production held recently at the Crystal Theatre. Finance Officer Gundvaldson shared that the City has received reimbursement in the amount of $5,427.88 from ICAP for their 2019 subsidy as they had received donations and the funding was not needed. Motion by Sutton and seconded by Unger to go into executive session for a personnel matter at 7:35 pm. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None.
