Under the general supervision of the Education Director, the school liaison will develop and coordinate all aspects of the Education Demonstration grant and the 93-638 Johnson O’Malley program for the Flandreau Santee Sioux Tribe. The School Liaison will develop and coordinate individual education plans, cultural and recreational activities for Native students and professional development opportunities for students, parent committees, school board and administration. The school liaison will serve as a mentor advising students in college/career preparation, academic support and holistic wellness. Minimum Qualifications: • Must pass a PL 101-630 criminal and character background check. • Must have completed Bachelor’s Degree in Education, Social Work, Family Studies, Child Development or closely related field. A combination of education and experience may be considered. • Must have administrative experience with coordinating, planning, organizing and implementing meetings and programs for a diverse audience. • Must have proficient computer skills with the ability to maintain computer records and data. • Must have demonstrated experience in preparing written reports. • Must be able to work occasional evening and weekends.

A public hearing was held to provide for public comment on the proposal of Clarity Telecom, LLC, dba Vast Broadband, to extend their Franchise to operate a Cable System in Flandreau for a period of five years. There was no public input. Motion by Bjerke and seconded by Tufty to approve the request to extend the Franchise Agreement with Clarity Telecom, LLC, dba Vast Broadband to operate a cable system in Flandreau for a period of five years, and pay to the City annually five percent (5%) of the “annual gross subscriber revenue” as defined in Ordinance 465, and to authorize the Mayor to sign the extension agreement. The following members voted aye: Bjerke, Ekern, Fargen, Tufty, and Unger. Nays: None. Absent: Pesall. Motion carried. There were no Visitors to be Heard. Mayor Sutton shared that he has received positive feedback from residents regarding the recent Ordinance encouraging the wearing of masks. He recently visited with Hospital Administrator Scott Hargens, who indicated the numbers for COVID patients are holding and the hospital is taking outsourced patients at this time. Staff morale is good, they are adequately equipped, and excited about vaccines to be released in upcoming months. Mayor Sutton met with Tribal Chairman Tony Reider this past week regarding items going on with the Tribe and City. Items discussed were the dam analysis, which has been forwarded to Chairman Reider for discussion with Tribal Council; making the dam area more of a destination area; grant funding opportunities for the new fire hall; and the opportunities to work together. With the recent ballot initiatives approved regarding marijuana, Chairman Reider indicated conversations will be held with the City as the Tribe decides what to do moving forward and hopes to work collaboratively with the City regarding plans of each entity. A community parade is planned for the weekend after Thanksgiving. The Mayor has been in contact with organizers who indicate the parade route has been extended to enable social distancing. The Mayor thanked the individuals and businesses who are making the event possible. City Administrator Pederson informed the Council that this coming Saturday will be the last day of the season for the Yard Waste Site to be open. A shipment of smart electric meters is on the way. The electric crew will work on installation upon arrival; plans are to be at the half way point of installation by year end. He mentioned that a generator had been ordered for the Ahlers lift station, and a generator would soon be ordered for City Hall. He further stated that he had been contacted by the Engineering Firm that is preparing demolition specs for the Crescent Street Bridge regarding how the City wanted the Bridge foundations and approaches handled. Pederson commented that efforts were underway with the State Treasurer to develop rules for the sale of recreational marijuana, with considerable activity on that issue expected for the next State Legislative Session. Motion by Ekern and seconded by Unger to approve the Administrative Reports. The following members voted aye: Bjerke, Ekern, Fargen, Tufty, and Unger. Nays: None. Absent: Pesall. Motion carried. City Administrator Pederson shared design and cost projection for a fifth alternative, 1B, for the Flandreau Dam Analysis submitted by Barr Engineering that provides for a fish habitat with a lower cost projection than the other alternatives presented during the recent Zoom meeting. This is the second least costly of the five alternatives and may actually create a superior fish habitat over time. Design considerations that would enhance the appeal of the dam area were discussed and will be researched by the City Administrator to determine if it is within the existing dam study prior to the next Council meeting. Motion by Unger and seconded by Bjerke to approve Pay Request Seventeen (17) from H & W Contracting in the amount of $75,000.00 for the Water and Wastewater Improvements Project.
