Guest Speaker P.H.D. Michael Gaylor will be presenting: Probing the Composition of Rare Native Foods: (Science and History Join Forces in Moody County to Discover Neat Things)!

This presentation will be on Wednesday, November 20th at 7:00PM, at the Moody County Museum – 706 E. Pipestone Ave. Flandreau, SD 57028. The presentation is free of charge and will last approximately 1 hour.

In early September 1920, Moody County resident, Mrs. G.A. Youel, earned a best-in-show prize for her scrumptious homemade preserved pumpkin at the Moody County Fair.

Fast forward to 2016 and this prize-winning fruity delight being brought to the attention of Dakota State University Chemistry Professor, Dr. Michael Gaylor, who saw it as a unique opportunity to involve his students in an only-of-its-kind scientific study of the aroma and flavor chemicals within this rare historical food. Before opening this extremely rare sample, however, Gaylor’s team had to first develop reliable and reproducible analysis methods using modern storebought preserves.

Fast forward once again to 2017 when Moody County resident and enthusiastic Museum volunteer, Berdyene Bowen, donated several dozen preserves prepared by her family in the early 1950s. Her generous donation permitted Gaylor’s student team to apply their newly developed chemical methods to the study of aroma and flavor chemicals in rare preserves that are much more similar to Mrs. Youel’s prize winning preserve than modern store-bought preserves.

Dr. Gaylor will discuss his team’s efforts to develop and bring cutting edge scientific technologies and techniques to bear on probing the chemistry of rare Moody County foods. He will also discuss how their studies of the 1950s preserves are preparing them to confidently open and study Mrs. Youel’s 1920 preserve – likely the only food sample of its kind in existence.

EGAN CITY MINUTES SPECIAL MEETING November 4, 2019 The Board of Trustees of the City of Egan, South Dakota met in special session on November 4, 2019 at 6:00pm at the Egan City Hall, 110 W 3rd Street, Egan, SD. PUBLIC NOTICE SUMMARY OF FLANDREAU, SOUTH DAKOTA CITY ORDINANCE, TITLE 13, TRAFFIC CODE; CHAPTER 13.7 SNOWMOBILE OPERATIONS No snowmobile shall be operated with the City unless it is registered and identification numbers are displayed as required.

No person may operate a snowmobile on a city street: At a rate of speed greater than is reasonable having due regard for conditions and in no event in excess of 20 mph While under the influence of liquor or drugs Except while proceeding to and returning from the city limits by the most direct route from his home or place where said snowmobile is garaged In any cemetery On private property without the consent of the property owner or his agent With more than one (1) passenger on a snowmobile Any person operating a snowmobile on a city street must: Come to a complete stop at all traffic controlled intersections Travel as close to the right edge of the plowed area of the street as practical Obey all traffic signals, signs and devices Yield the right-of-way to all-vehicular traffic and pedestrians No snowmobile shall be operated to cross any street except at a street intersection of a street.

No person shall operate a snowmobile in the City of Flandreau in a careless or negligent manner likely to endanger any person or property.

No person shall operate a snowmobile upon any public sidewalk.

No person operating a snowmobile shall tow any person or object behind except when such person or object is situated upon a conveyance that is attached by means of rigid hitch or tow bar.

No snowmobile shall be operated in the City unless it has at least one (1) headlight and one (1) taillight turned on at all times during operation; adequate brakes; and is equipped with a muffler in good working order in constant operation to prevent excessive or unusual noise.

The operator of a snowmobile involved in an accident resulting in injuries to or death of any person or property damage in an estimated amount of $100.00 or more must report the accident to Law Enforcement Personnel.

It is presumed that any snowmobile operated within the City is operated with the consent of the owner.

The owner of the snowmobile will be held jointly and severally liable with the driver thereof for damages arising out of the negligent or improper operation of his snowmobile.

The owner of a snowmobile may be held jointly and severally liable to a property owner for three (3) times the amount of damages to trees, shrubs, landscaping, or personal property occurring on private property and caused by said snowmobile where the snowmobile is operated without the consent of the property owner or agent.

Law Enforcement Personnel may confiscate any machine, which is operated contrary to or in violation of any provisions of this ordinance.

Any person who violates the provisions of this ordinance is guilty of a misdemeanor and is punishable according to the general provision of this ordinance.

Moody County 4-H Robotics Team G.O.A.T. (Greatest of All Time), is part of an organization called First Lego League. At tonight’s meeting, the team provided information and a demonstration of their “Ice No More 100” robotic design that may be used to spray liquid anti-icing product on sidewalks to prevent the accumulation of ice. The team will be participating in a regional competition on November 23rd. where they will be judged on robotic design, core values, and innovative solution.

The team’s goal is to earn a “golden ticket”, enabling them to proceed to the competition at the state level.

Brad Lingen, Missouri River Energy Services, shared a power point presentation with Council regarding programs available to assist the City with Advanced Metering Infrastructure (AMI), and Coordinated Demand Response (CDR). Mr. Lingen provided an overview of the program benefits such as IT support, cost savings on software, hardware, and equipment, data security, and internet access. Information presented was helpful as the City has budgeted for the installation of AMI meters over the next two years.

A public hearing was held regarding the Preliminary Plat for Pulscher Farms Addition. There was no public comment.

The Mayor had no report.

The City Administrator shared that correspondence received from the Department of Transportation indicates that state aid for airport projects will be decreased from 5% to 3.5%. Council was updated on recent Golf Course Task Force meetings and conversation with two consultants that shared their opinions after viewing the course and damage sustained during the flooding events last spring and this fall. The Corp of Engineers will be contacted regarding measures that may be taken to mitigate events associated with the river during flood and normal years. Council will be kept informed.

Motion by Pesall and seconded by Tufty to approve the Administrative Reports. The following members voted aye: Bjerke, Pesall, Tufty, and Whitman. Nays: None.

Moody County Farm Service Agency News Updates ARC/PLC Signup ARC/PLC Signup for 2019 and 2020 are both open. The deadline to signup for 2019 is March 15, 2020 and the deadline to signup for 2020 is June 30, 2020. The Election you choose for 2019 will also be locked in as your choice for 2020. Starting in 2021 you will be able to choose your election each year and the deadline will be March 15th of each year. For 2020 you have a one time option to update your PLC yields on your farms. This isn’t required but is available and the deadline to update yields is September 30, 2020. We will publish more information at a later date. We will be having producer meetings going over these programs in the near future.

ELAP The 2019 growing season was very wet. This caused losses with the crops due to prevent plant and low yields due to excessive moisture. The wet conditions also caused losses in pastures and hay land due to flooding. The ELAP program provides compensation to producers who experienced losses in grazing, and lost harvested feed due to flooding. To be eligible- you must file a notice of loss with FSA within 30 days of when the loss was apparent. The notice of loss may be filed by calling the office and providing information on location of the pasture or hay land.

Fall Acreage Certifications If you plant a fall seeded crop such as Rye or Winter Wheat, please certify those crops prior to November 15, 2019. If you wait until next spring/summer to certify these crops, there will be a $46 late fee assessed for each farm.

The reconstitution — or recon — is the process of combining or dividing farms or tracts of land based on the farming operation.

To be effective for the current Fiscal Year (FY), farm combinations and farm divisions must be requested by August 1 of the FY for farms subject to the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) program. A reconstitution is considered to be requested when all: of the required signatures are on FSA-155 other applicable documentation, such as proof of ownership, is submitted.

Total Conservation Reserve Program (CRP) and non-ARC/ PLC farms may be reconstituted at any time.

The following are the different methods used when doing a farm recon:

Estate Method — the division of bases, allotments and quotas for a parent farm among heirs in settling an estate; Designation of Landowner Method — may be used when (1) part of a farm is sold or ownership is transferred; (2) an entire farm is sold to two or more persons; (3) farm ownership is transferred to two or more persons; (4) part of a tract is sold or ownership is transferred; (5) a tract is sold to two or more persons; or (6) tract ownership is transferred to two or more persons. In order to use this method the land sold must have been owned for at least three years, or a waiver granted, and the buyer and seller must sign a Memorandum of Understanding; DCP Cropland Method — the division of bases in the same proportion that the DCP cropland for each resulting tract relates to the DCP cropland on the parent tract; Default Method — the division of bases for a parent farm with each tract maintaining the bases attributed to the tract level when the reconstitution is initiated in the system.

AND 5.4.2.2., SNOW AND ICE REMOVAL The City shall notify all owners or persons in possession of property abutting on sidewalks to keep such sidewalks free from snow and ice and to remove the same within 72 hours after every fall or accumulation of snow or ice. The City may cause said snow and ice to be cleared from those sidewalks in violation of said Ordinance and will bill those costs to the property owner.

Mayor Bonrud commented that the Phase 4 Electric Project is currently working on Crescent Street and that Safe Room 2 is nearing completion.

The City Administrator updated council that substantial completion for the Safe Room 2 on Prospect Ave is scheduled for Thursday and the Golf Course Task Group is meeting Thursday with consultants who toured the facility. He also mentioned that several small-scale solar project applications from FSST were under review by the City’s electrical consultant.

City Administrator addressed council with regards to wonderments from residents on Bridge Ave regarding discontinuation of the old lift station and the role that such played in sewer backups during the recent rain/flood event. Pederson asked Shane Waterman from Clark Engineering to address the matter. Waterman explained that discontinuing the lift station and construction of the Ahlers lift station actually resulted in less sewage flow being directed to the area of Bridge and West Streets.

Motion by Pesall and seconded by Tufty to approve the Administrative Reports. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Old Business: Second reading of Ordinance 591, An Ordinance that Amends Title 12 Zoning to Add a New Chapter Regarding Small Cell Wireless Communication Facilities, was conducted. Motion by Bjerke and seconded by Sutton to adopt Ordinance 591. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

New Business: Motion by Whitman and seconded by Unger to adopt Resolution No. 2019-14, To Assess the Costs of Mowing Properties. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Motion by Unger and seconded by Sutton to approve Pay Request Three (3) from Dakota Directional, LLC in the amount of $216,604.52 for the Phase 4 Electric Improvements Project. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Public Comments: Jim Amdahl, Cody Amdahl, Michael Miller, Sarah Oswald, Brenda Oswald, Ryan Oswald, Kimberly Schmidt and Amanda Taylor, expressed concerns for insurance coverage for the damages done to properties on Veterans and Bridge Ave, also requesting a time frame for City improvements on Bridge Ave. All were encouraged to contact 211 to be added to the list of damaged properties that may result in assistance with their losses. In addition, City Council and the City Administrator will research possible solutions. Jeff Weigel and Curt Weigel spoke in regards to 8-Plex on Broad Ave. Council President Sutton & Alderman Unger left the meeting at 7:35 p.m.

Idea Adviser helps SDSU community advance business ideas • New program implemented on campus this fall Brookings, S.D. November 14, 2019 A new program created by Brookings Economic Development Corporation (BEDC) seeks to promote and encourage entrepreneurship in the Brookings region by providing 1:1 free, customized coaching for South Dakota State University (SDSU) students, faculty and staff pursuing potential business concepts.

The Idea Adviser program invites anyone with a business idea to stop in and meet with Jennifer Quail, BEDC’s Director of Entrepreneur Support and certified entrepreneur coach. In addition to helping innovators and entrepreneurs explore and evaluate the viability of their ideas, Quail connects them to the start-up resources available in the Brookings region that will move those ideas forward into business opportunities.

An integral component of the program includes dedicated office hours for Quail on campus, made possible through a unique collaboration between the university and BEDC. “SDSU leaders understand and appreciate the importance of helping innovators and entrepreneurs discover, define and pursue their business ideas,” said Quail. “BEDC is so thankful to have the opportunity to bring the Idea Adviser program directly to the campus community.”

While students and staff are encouraged to stop in any Tuesday to Quail’s office, located in room 259 in the Student Union, entrepreneurs from SDSU and the community can reach out to Quail any day of the week to learn more about the Idea Adviser program or schedule a free consultation.
