Minimum Qualifications: A. The ideal candidate will have a four-year degree in accounting or finance, CPA plus, 5+ years of progressively responsible experience in an accounting environment with direct experience or exposure to governmental (enterprise) accounting and familiarity with Governmental Accounting and Auditing Standards, 3+ years of experience with personnel management, ability to communicate effectively, both written and verbal. Additionally, qualified candidates must have strong computer skills including a preferred accounting software program(s), be a self-starter and work autonomously. Event to Impact Local Blood Supply This Fall Flandreau, SD- Flandreau High School and Flandreau’s Community Blood Bank are joining forces to help ward off fall blood shortages by hosting a blood drive event. The blood drive will be held on Wednesday, November 14 at Flandreau High School from 7:30 am to 11:00 am and 12:30 pm to 3:30 pm. All blood donations will stay local for local use.

Every three seconds someone needs blood, and the only way to ensure that those needs are met is to rely on volunteer donors to donate blood. The need for local blood donors is immense. The Community Blood Bank supplies over 550 units of blood each week to people in the region.

Among those who benefit from donated blood are trauma and burn victims, cancer patients and persons undergoing surgery.

“The fall can be a difficult time to maintain an adequate blood supply for the community,” states Ken Versteeg, Executive Director, Community Blood Bank. “With people addressing elective surgeries before the end of the year and an increase in travel accidents creates a high need for blood products, data shows a steady increase in usage as we go through the fall season.”

Donors must be at least 17 years old (16 years old with a signed parent consent form), weigh 110 lbs or more and be in good general health. It is recommended that a person eat and drink plenty of fluids prior to donating blood. Please bring an ID with you at the time of donation. Oversees the implementation and supervision of grant programs awarded to FSST Education under the authority of the Flandreau Santee Sioux Tribe. Targets FSST enrolled youth and FSST members to recruit into higher education programs and universities, adult education programs, or other related assistance.

Minimum Qualifications: 1. Bachelor’s Degree required with Education focus preferred, 2-3 years of experience with higher education programs, grant writing, scholarships or other similar related duties strongly preferred.

3. Ability to handle multiple tasks and/or projects and occasionally work odd hours.

PUBLIC NOTICE SUMMARY OF FLANDREAU, SOUTH DAKOTA CITY ORDINANCE, TITLE 13, TRAFFIC CODE; CHAPTER 13.7 SNOWMOBILE OPERATIONS No snowmobile shall be operated with the City unless it is registered and identification numbers are displayed as required.

No person may operate a snowmobile on a city street: • At a rate of speed greater than is reasonable having due regard for conditions and in no event in excess of 20 mph • While under the influence of liquor or drugs • Except while proceeding to and returning from the city limits by the most direct route from his home or place where said snowmobile is garaged • In any cemetery • On private property without the consent of the property owner or his agent • With more than one (1) passenger on a snowmobile Any person operating a snowmobile on a city street must: • • • •

Come to a complete stop at all traffic controlled intersections Travel as close to the right edge of the plowed area of the street as practical Obey all traffic signals, signs and devices Yield the right-of-way to all-vehicular traffic and pedestrians

No snowmobile shall be operated to cross any street except at a street intersection of a street.

No person shall operate a snowmobile in the City of Flandreau in a careless or negligent manner likely to endanger any person or property.

No person shall operate a snowmobile upon any public sidewalk.

No person operating a snowmobile shall tow any person or object behind except when such person or object is situated upon a conveyance that is attached by means of rigid hitch or tow bar.

No snowmobile shall be operated in the City unless it has at least one (1) headlight and one (1) taillight turned on at all times during operation; adequate brakes; and is equipped with a muffler in good working order in constant operation to prevent excessive or unusual noise.

The operator of a snowmobile involved in an accident resulting in injuries to or death of any person or property damage in an estimated amount of $100.00 or more must report the accident to Law Enforcement Personnel.

It is presumed that any snowmobile operated within the City is operated with the consent of the owner. The owner of the snowmobile will be held jointly and severally liable with the driver thereof for damages arising out of the negligent or improper operation of his snowmobile.

The owner of a snowmobile may be held jointly and severally liable to a property owner for three (3) times the amount of damages to trees, shrubs, landscaping, or personal property occurring on private property and caused by said snowmobile where the snowmobile is operated without the consent of the property owner or agent.

Law Enforcement Personnel may confiscate any machine, which is operated contrary to or in violation of any provisions of this ordinance.

Any person who violates the provisions of this ordinance is guilty of a misdemeanor and is punishable according to the general provision of this ordinance.

The above information is a summary of the Title 13, Chapter 13.7 SNOWMOBILE OPERATION. A copy of the entire Snowmobile Ordinance may be obtained at the Flandreau City Office during normal business hours or by going to www.cityofflandreau.com.

PUBLIC NOTICE SUMMARY OF FLANDREAU CITY ORDINANCE TITLE 5, ARTICLES 5.3.1.p. AND 5.4.2.2., SNOW AND ICE REMOVAL The City shall notify all owners or persons in possession of property abutting on sidewalks to keep such sidewalks free from snow and ice and to remove the same within 72 hours after every fall or accumulation of snow or ice. The notice need not be given personally but may be given

generally through the official newspaper annually.

The owner or person in possession of any property abutting on any sidewalk shall keep such sidewalk free from snow and ice and shall remove any snow and ice from the sidewalks within seventy-two (72) hours after the termination of any snow fall, snow or ice accumulation.

The owner or person in possession of any property abutting upon any sidewalk that ends at an intersection or crosswalk shall maintain the sidewalk free from snow and ice to the edge of the street and will also clear any snow and ice deposited on the sidewalk during the street removal process.

Those sidewalks not cleared of said snow and ice within seventy-two (72) hours will be considered a public nuisance. The City may cause said snow and ice to be cleared from those sidewalks in violation of said Ordinance and will bill those costs to the property owner.

The Flandreau Santee Sioux Tribe is pleased to announce that it has commissioned Keith BraveHeart, a nationally recognized Native American Artist and member of the Oglala Sioux Tribe, to create a body of artwork to place in the Royal River Casino and Hotel. Elm Avenue, Flandreau, SD. Present: Mayor Mark Bonrud. Aldermen: Brad Bjerke, Bob Pesall, Dan Sutton, Karen Tufty, Jason Unger, and Donald Whitman. Absent: None. The proposed agenda was reviewed. Motion by Sutton and seconded by Pesall to adopt the proposed agenda. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

A public hearing was held in regard to assessing three properties for mowing costs. There was no public input.

Motion by Unger and seconded by Pesall to approve the minutes of October 15th, 2018. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman.

The Mayor had no report.

City Administrator Pederson informed Council the grant application for the Broad Avenue Mobile Home Court playground equipment was submitted by the deadline date and the City has received notification of receipt. A site visit will take place at a later date. A purchase agreement for property for the second community safe room will take place soon; necessary notification to the State regarding the site change will be completed as well. A pre-application for airport runway and land acquisition is forthcoming.

Motion by Bjerke and seconded by Tufty to approve the Administrative Report. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Old Business: Shane Waterman, Clark Engineering, provided a status report on the water and wastewater project. Mr. Waterman indicated utility work and asphalt are complete; concrete work continues. Finish work and seeding are in progress. Discussion was held regarding warranties, substantial completion date and project inspection.

New Business: First reading of Ordinance No. 588, An Ordinance Establishing a Discretionary Formula for the Assessment of Property Taxes on New Structures and Additions, was held.

Motion by Sutton and seconded by Unger to adopt Resolution No. 2018-07, To Assess the Costs of Mowing Properties.

The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None.

Motion carried.

Motion by Unger and seconded by Pesall to approve Pay Request Thirteen (13) from H & W Contracting in the amount of $520,190.29 for the Water and Wastewater Improvements Project. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Motion by Bjerke and seconded by Unger to approve renewing the employee dental insurance, with Delta Dental beginning January 1st, 2019. The following members voted aye: Bjerke, Pesall, Tufty, Unger, and Whitman. Abstain: Sutton.

Nays: None. Absent: None. Motion carried.

Motion by Whitman and seconded by Tufty to approve contacts with Maguire Iron for cleaning and inspection of the two elevated water towers. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

There were no Council Comments.

Motion by Sutton and seconded by Unger to go into executive session for a legal matter at 7:16 p.m. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Motion by Sutton and seconded by Tufty to come out of executive session at 7:50 p.m. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Motion by Unger and seconded by Pesall to authorize City Attorney Lewis to commence legal actions to pursue ordinance violations. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None.
