Summary: Job Summary: The Customer Service Representative is responsible for providing outstanding customer service for all FSSTMS Customers. The Chief Financial Officer is responsible for all aspects of accounting and financial investments and management; the annual audit process, cash flow management, budgeting and forecasting, banking and long term debt management and supervision of accounting and finance staff. Candidates should have an understanding of the GASB 34 requirements. This position will also provide oversight of financing activities including banking relationships, loan management, future bond financing, budgeting, projections and pension plan management. Minimum Qualifications: A. The ideal candidate will have a four-year degree in accounting or finance, CPA plus, 5+ years of progressively responsible experience in an accounting environment with direct experience or exposure to governmental (enterprise) accounting and familiarity with Governmental Accounting and Auditing Standards, 3+ years of experience with personnel management, ability to communicate effectively, both written and verbal. Additionally, qualified candidates must have strong computer skills including a preferred accounting software program(s), be a self-starter and work autonomously. A history of working with Tribal governments or non-profit entities in this capacity is a requirement. B. Additional experience as outlined above may be substituted for the education on a year for year basis to a maximum of three years. 1 Full Time Grant Writer Job Summary: The Call Center Operations Manager is responsible for all aspects of managing the FSST Management Services LLC, Operations Department to ensure the achievement of key performance indicators of our client’s loan portfolios. This position oversees facility management, participates in vendor management, and ensures business continuity. The Call Center Manager creates a productive work environment by monitoring and providing feedback on team member productivity and performance, and ensuring compliance with departmental policies, procedures, and guidelines. Knowledge, Skills, and Abilities: Must demonstrate the ability to lead and manage team members and get results through others using positive motivation whenever possible. Demonstrates skills in team orientation, problem-solving, decision-making, conflict resolution, and ability to work well with people. Working knowledge of sales and customer services techniques and strategies; the ability to coach and mentor subordinate management staff. Ability to manage multiple tasks, effectively manages time, and prioritizes work responsibilities appropriately while maintaining attention to detail. Able to work in a fast paced and changing work environment. Must have excellent verbal and written communication skills; demonstrates the ability to communicate with individuals at all levels of the organization. Demonstrates the ability to gather and analyze information; exhibits sound and accurate judgment when initiating action and making timely decisions. Proficient in Microsoft Office Applications (Word, Outlook, Excel) and Internet Explorer. Education and Experience: High School Diploma or equivalent required. Associate or Bachelor Degree in related field preferred. Minimum of 2 years of experience in a management position preferred, call center environment preferred.

Education and Experience: A Bachelor of Arts degree in business or pubic administration, community planning, or communications or combination of both education, training, and experience in tribal government, contract and grant writing, and community development proposals totaling three to five (3-5) years. The City Council of the City of Flandreau, South Dakota, met in special session on Monday, October 22nd, 2018 at 5:00 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Mark Bonrud. Aldermen: Bob Pesall, Dan Sutton, Karen Tufty (via phone conference), and Donald Whitman. Absent: Brad Bjerke and Jason Unger. Also present were Jeff Pederson and Karen Gundvaldson, City of Flandreau; and Brenda Wade Schmidt, Moody County Enterprise. The proposed agenda was reviewed. Motion by Pesall and seconded by Sutton to adopt the proposed agenda. The following members voted aye: Pesall, Sutton, Tufty, and Whitman. Nays: None. Absent: Bjerke and Unger. Motion carried. There were no Public Comments. Motion by Whitman and seconded by Tufty to adopt Resolution 2018-08: A Resolution of the Governing Body, authorizing the Mayor to execute and file an application for an LWCF grant to aid in financing new playground equipment at the Broad Avenue Mobile Home Park. The following members voted aye: Pesall, Sutton, Tufty, and Whitman. Nays: None. Absent: Bjerke and Unger. Motion carried. Motion by Sutton and seconded by Whitman to authorize the Mayor and the City Administrator to execute all such documents necessary for the purchase of property immediately attendant to the issuance of a grant funding the construction of an emergency inclement weather shelter, with the purchase of said property not to exceed $3,000.00. Summary: Under the supervision of the Project Coordinator, incumbent will assist with the development and coordination of all aspects of the three year Education Demonstration Grant. The Project Assistant will provide day to day operations of the office for all Project staff which include: coordinating meetings/travel, processing and filing various forms of paperwork, maintain and archive Dakota Language curriculum, media and other materials, track activities for monthly reporting, assist with any community or educational events the programs may be having. Minimum Qualifications: 1. Must have a high school diploma or GED, would prefer someone with experience working with language and/or cultural programs. 2. Must be willing to attend program meetings, classes, and activities. 3. Must be willing to assist with written reports and making presentations to various audiences. 4. Must have the ability to operate a computer and demonstrate proficiency with Microsoft Suite. 5. Must have experience in maintaining computer records and data.

FLSA Status: Salary:

Full Time - Exempt $55,000

Summary: The Project Coordinator will implement the Flandreau Santee Sioux Tribe’s three (3) year Education Demonstration Grant and satisfy the objectives identified in the Memorandum of Understanding (MOU) between the “Tribe” and the Flandreau Public School District. The Project Coordinator will collaborate with the FSST’s Education Department and Dakota Language/Cultural program, school administration, and parent committees to implement the Grant. In addition, the Project Coordinator will oversee the Johnson O’ Malley 638 BIA Contract program; supervise the Dakota Language Director, School Liaisons and the Project Assistant.

Minimum Qualifications: • Must have graduated with a 4 year college degree in Education or closely related filed. A combination of education and five (5) years’ experience in the specific field may be considered. • Must have demonstrated an interest and commitment to language revitalization by participation in community language classes or other Language/Culture Program activities. • Should possess strong communication skills and eagerness to teach.

Under the general supervision of the Project Coordinator, the school liaison will develop and coordinate all aspects of the Education Demonstration grant and the 93-638 Johnson O’Malley program for the Flandreau Santee Sioux Tribe. The School Liaison will develop and coordinate cultural, educational, and recreational activities for Native students and professional development opportunities for students, parent committees, school board and administration. The school liaison will serve as a mentor advising students in college/career preparation, academic support and holistic wellness. Minimum Qualifications: • Must be a high school graduate. Must have completed a minimum of two (2) years of college in Education, Social Work, Family Studies, Child Development or closely related field highly preferred. A combination of education and experience may be considered. • Must have administrative experience with coordinating, planning, organizing and implementing meetings and programs for a diverse audience. • Must have proficient computer skills with the ability to maintain computer records and data. • Must have experience in preparing written reports. • Must be able to work occasional evening and weekends. Performs the following tasks in compliance with the 638 BIA Contract Program- BIA/AVT Higher Education. Oversees the implementation and supervision of grant programs awarded to FSST Education under the authority of the Flandreau Santee Sioux Tribe. Provides assistance in the development, planning, evaluation and coordination of activities related to community education and program development. Targets FSST enrolled youth and FSST members to recruit into higher education programs and universities, adult education programs, or other related assistance. Minimum Qualifications: 1. Bachelor’s Degree required with Education focus preferred, 2-3 years of experience with higher education programs, grant writing, scholarships or other similar related duties strongly preferred. 2. Possession of a valid SD Driver’s license and insurable by the FSST. Willingness to use personal vehicle in the course of employment. Must submit to a pre-employment drug and alcohol screening and P.L. 101-630 background check. 3. Ability to handle multiple tasks and/or projects and occasionally work odd hours. 4. Must be able to communicate effectively both verbally and in writing to interface with a wide range of stakeholders, internal staff, advisory/school boards/parent boards, committee members and community members as well as young people and parents. 5. Direct experience with native youth and cultural sensitivity and knowledge education program planning, development, implementation and evaluation strongly preferred. Must submit to a background check and pre-employment drug and alcohol screening.
