News Release from Moody County Historical Society

The Moody County Historical Society (MCHS) has announced in the 2020 summer newsletter that it received a gift of $5000 in April from Flandreau native Dr. Bruce Ramsdell to be invested in the Society’s permanent endowment fund. In addition, Dr. Ramsdell had pledged another $10,000 for the fund on a matching basis. In making this announcement, Roxee Johnson, President of the MCHS Board of Trustees, said, “This was a great opportunity for the museum to more than double the value of its endowment fund. We really appreciate Bruce’s donation and pledge, and all of his prior support.” The MCHS Board decided in 2016 to start a permanent fund with an initial deposit of $10,000. The Fund is managed by the South Dakota Community Foundation and makes available from earnings annual distributions to MCHS in an amount up to 4.5% of the value of the fund. These dollars give MCHS opportunity to expand its programs and services. The Fund’s earnings have exceeded the amount distributed thereby enabling the fund to continue to grow. Roxee went on to say, “This growth, along with additional donations, will provide financial support for the museum and its programs indefinitely into the future.” Joshua Kellogg, Director of the Museum, included an announcement of Dr. Ramsdell’s pledge in the MCHS 2020 summer issue of its newsletter and invited members to make donations to match his pledge. Others who have previously supported the museum were contacted by mail. “The response has been great and we reached our goal within four months!” Kellogg went on to say, “In addition to local people, and others throughout South Dakota, donations have come in from Arizona, California, Florida, Idaho, Iowa, Minnesota, Oregon, Nevada and Nebraska. All have some connection to Moody County and we appreciate their interest in helping preserve the local history.” He added that Dr. Ramsdell in recent years has taken advantage of resources the museum has on file to research his family history and other matters. Dr. Ramsdell co-authored an article on the abandoned Moody County town of Roscoe which was included in this year’s summer issue of the MCHS newsletter. “He was born and raised here, still has relatives living here, and his ancestors homesteaded in Moody County so he is rooted in our local history” Kellogg said. Mr. Kellogg added, “Anyone wishing to make a contribution to the MCHS’s Endowment Fund may do so by mailing it to the MCHS at 706 E. Pipestone Avenue, Flandreau, SD 57028.”

The City Council of the City of Flandreau, South Dakota, met in special session on Monday, October 19th, 2020 at 5:00 p.m. via Zoom. Present: Mayor Dan Sutton. Aldermen: Brad Bjerke, Mark Ekern, Mike Fargen, Bob Pesall, and Karen Tufty. Absent: Jason Unger. Also present were City Administrator Jeff Pederson; Finance Officer Karen Gundvaldson; Ron Koth, Matt Peterson, and Tom MacDonald, Barr Engineering; and Brenda Wade Schmidt, Moody County Enterprise. The proposed agenda was reviewed. Motion by Tufty and seconded by Fargen to adopt the proposed agenda. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Tufty. Nays: None. Absent: Unger. Motion carried. A presentation of the Dam Alternative Analysis was made by Ron Koth, Matt Peterson, and Tom MacDonald of Barr Engineering Co. Four alternatives were presented to remove or modify the existing low-head dam, while still meeting the following criteria: mitigate the drowning hazard associated with the hydraulic roller caused by the dam, be compatible with the upstream Highway 13 bridge, and maximize the ability to secure public funding to design and construct the modification. All four alternatives meet the primary objectives and also provide ancillary benefits with respect to upstream pool elevations, construction costs, maintenance, aesthetics, and erosion control. Potentially impacted features were identified, cost estimates were provided based on the ten percent design phase, and pros and cons of each alternative were discussed. Moving forward, the City will identify the preferred option and use the 10 percent design cost estimate for budget planning and early applications for cost-share funding requests from potential cost-share partners. Cost estimates for the preferred alternative developed at the 30 percent design level will refine the early 10 percent cost estimates. Representatives from Barr Engineering Co. answered questions asked by Council and interested parties. Motion by Pesall and seconded by Ekern to recess the City Council Meeting at 6:20 p.m. and reconvene for regular session at 6:30 p.m. at the William J. Janklow Community Center. Visitors to be Heard: Stuart Zephier commended Council for taking the necessary steps toward mitigating the drowning hazard at the Flandreau dam and also shared his view that complete removal of the dam reduces upstream flooding for certain flow conditions which would benefit the River’s Bend Golf Course. Jeff Weigel addressed Council and stated there are approximately 20 other businesses in Flandreau that are using the right-of-way and are in violation of City Ordinance. Mayor Sutton informed Mr. Weigel that his complaint is administrative in nature and he needs to work with the City Administrator as had been stated at the last Council meeting held on October 5th. Mr. Weigel indicated he wants to address Council and not the City Administrator or City Attorney; he was once again informed that his issue is administrative and he needs to contact the City Office. Mayor Sutton indicated his willingness to attend the meeting along with any interested Councilmembers short of what would constitute a quorum. Mayor Sutton shared that he read a Proclamation at the Boys and Girls Club earlier today for “Lights on After School”. Macy Williams requested that the Mayor and City Administrator review two grant applications she had prepared as she is seeking funding to assist with costs associated with a handicap accessible door at the William J. Janklow Community Center. The Mayor will be participating in a Zoom meeting with other SD Mayors on Friday, October 23rd to discuss a sales tax proposal; he will bring information to Council at a later date. SS Simon & Jude church will be holding a peaceful prayer march on November 1st. City Administrator Pederson informed Council that the City will be receiving a payment of $87,889.99 from Missouri River Energy Services as a rebate for energy purchases by the City for the past 12 months. He suggested that the funds be maintained in reserve to replenish reserves that have been allocated to the AMI project. Pederson felt the Zoom meeting held earlier tonight for the Dam Alternative Analysis presentation made by Barr Engineering went well and it was beneficial that partner agencies were able to participate. He indicated Council needs to consider how best to proceed with identifying and selecting the best alternative from those presented in the analysis and perhaps set a time table for the 30 percent design level. The item will be placed on the November 2nd meeting agenda for discussion. Motion by Bjerke and seconded by Tufty to approve the Administrative Reports.
