Grounds Keeper Dakota State University has a full-time position for a Grounds Keeper. This position is responsible for helping maintain the grounds at the University. As a Grounds Keeper, the position will be responsible for mowing, planting and cultivating plants, lawns, shrubs, flowers and trees.

Other duties will include painting parking lot stripes, help maintain the athletic fields, assisting with washing and fueling of fleet vehicles and assisting with parking lot snow removal. The candidate must be able to use lawn mowers, power sweepers, and various hand tools as well as perform some minor maintenance of facility care equipment, i.e. lawnmowers, land scape equipment, weed whackers.

The successful candidate will have the ability to follow oral and written directions; operate required equipment; perform heavy lifting and physical labor; operate a variety of motorized vehicles; use a variety of hand and power tools; work from ladders and scaffolding; deal courteously with the public; and work outdoors in all weather conditions. Candidates must be able to lift 50 pounds on a regular basis and have valid Driver’s License.

Attention Letter to the Moody County Taxpayers Ad Placed and Paid for by Dave Larson th

On the 13 of October, I was fixing fence when Moody County Commissioner Doyle drove up and walked over to me. He started a conversation about the construction of the bridge on the Ward road. He says, “I didn’t think they were going to finish the bridge.” I said, “ If you commissioners would be doing your job, you would have known what was going on in the county.”

I asked him why the taxpayers money was paying for a part time employee, as in the commissioners free ride for health care. He became upset and had no answer.

The next question I asked was, “Who oversees the whole Moody County maintenance crew?” His answer was Mark Blum. I told him he didn’t answer my question of who oversees the whole Moody County road crews. His response was that no one does. Then I asked, “Why did the removal of the bridge on the Riverview Township road East of Ron th

Teal’s address on 475 Ave in Aurora, SD take place on the 17 of September 2018?” The answer I received was that he didn’t know. The culvert has not been finished. The crew left and did not have this work done as of October 15, 2018. As a taxpayer, we could be served much better by leaving the bridge on this road alone until the river bridge on the Ward road was completed. Having both bridges out is an inconvenience for many. The river bridge is the shortest way for people who use it every day to get around for work and also for the safety for the community. If there is road construction that is needed to be done, we should be hiring a company that has the knowledge of road construction as well as one that will start and finish the work in a timely matter.

I also asked, “Why did the county create a new commissioner assistant position to do the job that the commissioners were elected to do? This person has to do the dirty work taking concerns and complaints from the community that the commissioners will not do.” Again no answer was given. Our taxes are being wasted with this commissioner not being connected to what is going on.

Another concern I have is that Commissioner Doyle is not connected to the care of the community but instead only to what is beneficial to him. The job of a commissioner is to serve the people of the community, not to serve yourself. Doyle was upset with all the questions I asked. I told him someone should be released of their job and I hoped he would be defeated in the election. He became enraged with me and said (and I quote), “You can kiss my ***.” I don’t believe this is a person you would want running your community affairs. I believe there is an ethics violation which is a mandatory termination of his position on the commission.

The commissioner did return later that afternoon to apologize for his outburst and to “kiss my ***.”

The Council President briefly discussed the increase in political signs throughout the City and stated that sign placement and size needs to follow City Ordinance.

City Administrator Pederson informed Council of a Code Enforcement session he attended at the recent SDML conference and indicated several small communities utilize the services of an independent consultant for code enforcement. He briefly discussed the advantages of utilizing an independent consultant and indicated the necessary financial commitment is a large factor to consider. Code violations, abatement, and nuisances are currently being addressed but the issue will need to be addressed at a future date to determine objectives and how best to proceed. The City Administrator indicated rural electric companies are working to freeze territorial districts within the state which would prevent municipalities from growing through the provision of electric to newly annexed properties. Municipal electrics will be opposing the change with possible assistance from SDML. Pederson requested Council view the area he will be staking at Hardin Park for the second community safe room. He indicated it will be a significant change at the park as the building will be close to the playground equipment located there and may also affect the sight line since it is a corner lot. A grant program is now available through LWCF with 50% matching funds required from the City; if approved, the grant funds could be used to replace the playground equipment located in the triangular area bordered by Cedar Drive, Ash Avenue, and Birch Street in the Broad Avenue Mobile Home Park north of the Casino. The application deadline is October 31st. After brief discussion, with Council indicating interest in proceeding, a special meeting will be held next week to formally approve the resolution needed as part of the application.

Motion by Pesall and seconded by Whitman to approve the Administrative Reports. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Old Business: Shane Waterman, Clark Engineering, provided a status report on the water and wastewater project.

Mr. Waterman indicated utility work is complete, the concrete contractor is working consistently, and several areas are ready for asphalt. Tentative completion date is the end of October.

New Business: Shane Waterman, Clark Engineering, discussed with Council the proposed Change Order #7 for the Water & Wastewater Project indicating the proposed change is for additional sewer main fittings and water main fittings for the Bid Alternate 2 portion of the project.

Motion made by Unger and seconded by Bjerke to approve Change Order #7, from H&W Contracting, LLC for the Water & Wastewater Project, increasing the cost of the project $5,310.00, which will be funded from the project contingency account. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Motion by Whitman and seconded by Unger to approve an incentive pay increase for Ryan Sherman, Apprentice Lineman, to $20.13 per hour effective October 6th, 2018. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Summary: The Project Coordinator will implement the Flandreau Santee Sioux Tribe’s three (3) year Education Demonstration Grant and satisfy the objectives identified in the Memorandum of Understanding (MOU) between the “Tribe” and the Flandreau Public School District. The Project Coordinator will collaborate with the FSST’s Education Department and Dakota Language/Cultural program, school administration, and parent committees to implement the Grant. In addition, the Project Coordinator will oversee the Johnson O’ Malley 638 BIA Contract program; supervise the Dakota Language Director, School Liaisons and the Project Assistant.

Minimum Qualifications: • Must have graduated with a 4 year college degree in Education or closely related filed. A combination of education and five (5) years’ experience in the specific field may be considered.
