Ephemeral Gully Erosion This has been the year of extreme weather patterns that continue to endanger our natural resources of soil and water as well as lives and property. In our immediate area of Moody County, we have had abnormally heavy rainfall events that have eroded top soil as well as high winds and hail that have created significant damage to tree shelterbelts, crops and personnel property. We notice the loss of the trees, crops and the personnel property the most but these can be replaced in a relatively short time period compared to the time it takes to replace the top soil that has been washed away. Current farming practices have caused many grassed waterways to be worked up and planted to corn or soybeans. We are following the same practices that happened in the dirty thirties. Crop prices dropped so let’s make up for that by breaking up more land to produce more. More waterways are being broke up and tile installed. The tile helps with subsoil moisture, but it will not help with the heavy rains that we have had. As a result, runoff waters take the path of least resistance and flow on the land’s surface taking with it the soil particles in its way. The result is the loss of top soil that took centuries to develop and leaving deep gullies in the fields while depositing silt and pollutants in our lakes and rivers. With the size of the farm equipment today, gullies that would have been unfarmable fifty years ago are tilled and farmed through with little effort, but the loss of soil remains. With the ever increasing demand for food, feed, fuel and fiber, we cannot afford to lose our top soil at the rate we are losing it today.

ELAP Eligible livestock losses include grazing losses not covered under the Livestock Forage Disaster Program (LFP), loss of purchased feed and/or mechanically harvested feed due to an eligible weather event.

If you are a livestock producer and you lost harvested feed or substantial grazing days during the recent flood event you will want to notify the FSA Office. Producers who suffer eligible livestock, honeybee, or farm-raised fish losses from Oct. 1, 2018 to December 31, 2019 must file: • A notice of loss within 30 calendar days after the loss is apparent. • An application for payment by January 30, 2020 Livestock Inventory Records Producers are reminded to keep updated livestock inventory records. These records are necessary in the event of a natural disaster. When disasters strike, the USDA Farm Service Agency (FSA) can assist producers who suffered excessive livestock death losses and grazing or feed losses due to eligible natural disasters. Participation in livestock disaster assistance requires verifiable documentation of death losses resulting from an eligible adverse weather event. Notice of loss must be submitted within 30 calendar days of when the loss was apparent for both death loss and grazing and feed loss programs.. Producers should maintain documentation and receipts as well as record all pertinent information regarding livestock inventory records including: • Documentation of the number, kind, type, and weight range of livestock • Beginning inventory supported by birth recordings or purchase receipts; Farm Operation changes

The information required by the Secretary should be reported form FSA-153 which is available at the Moody County FSA Office. Any foreign person who holds, acquires, or transfers any interest in agricultural land, who the Secretary of Agriculture determines did not submit FSA153, or who knowingly submitted a report that was incomplete, misleading, or false is subject to civil penalty of not more than 25 percent of the fair market value of the land on the date the penalty is assessed. FSA-153 is analyzed by the United States Department of Agriculture, Farm Service Agency, to develop reports for the Secretary of Agriculture and the agriculture department in each State. Completed FSA-153’s and the analysis shall be available for public inspection at the Department of Agriculture located in Washington, DC. Agriculture Risk Coverage (ARC-County and ARC-Individual Program) and Price Loss Coverage (PLC) We will begin accepting ARC-CO, PLC and ARC-IC enrollment for 2019 and 2020 after October 7th and will continue signup until March 2020. This is a highly involved program, so please educate yourself prior to making a signup appointment. Information is available from your local FSA office and at https://www.fsa.usda.gov/programs-and-services/arcplc_program/index . Dairy Margin Coverage Program (DMC) Dairy Margin Coverage Program (DMC) signup for 2020 begins October 7th, 2019. This program offers protection when the difference between the all milk price and average feed price falls below the dollar amount selected by the producer. Market Facilitation Program (MFP) Producers may continue to apply for the Market Facilitation Program (MFP) until December 6th, 2019. This program pays a per acre rate on select certified non-specialty crops based on the lesser of the total 2019 plantings, or the 2018 total planted and prevented planted acres. Fall-Seeded Crops Fall-Seeded crops such as fall rye and winter wheat need to be reported and certified by November 15th or within 15 days of your plant date. Market Assistance Loans (MAL): 2019 program crops the September commodity loan interest rate is 2.875% and could change the first of every month until January 1st. The rate on January 1st is fixed for the rest of the loan period. The length of the loan period is 9 months after the month the loan is made. The Moody County loan rates for 2019 is as follows: Corn $2.07/bu. Soybeans $6.05/bu. Oats $2.01/bu. $2.89/bu.

AG FOREIGN INVESTMENT DISCLOSURE ACT The Agricultural Foreign Investment Disclosure Act of 1978 became effective on February 2, 1979. It requires any foreign person who: - acquires or transfers any interest other than a security interest in agricultural land to submit a completed FSA-153 to the Secretary of Agriculture not later than 90 calendar days after the date of acquisition or transfer, or - held any interest, other than a security interest, in agricultural land on February 1, 1979, to have submitted a report to the Secretary not later than August 1, 1979.

BOOSTER “We’ve Got You Covered ~ Since 1955” • Wednesday, October 2, 2019 PAGE 9 SEDUM Sedum varieties come in many colors and sizes and are a good choice for busy or beginning gardeners due to their hardiness. Often called stonecrop, this plant is drought and heat tolerant and suitable for all types of garden designs. Blooming colors of white, yellow and pink, or darker purple and red, grow on stems that range from plain green and chartreuse to burgundy and nearly black. The large clusters of flowers attract birds and are an excellent choice for butterfly gardens. Taller varieties grow up to 24” tall and can be used for back borders in flower beds and smaller 2” versions of this plant may be used as ground cover in difficult locations such as rock gardens. Established plants require little care, are deer resistant and most critters leave sedum alone. When planting low-maintenance sedum, choose a sunny location with loam yet sandy well-drained soil. The preferred time to plant is in early spring but this hardy choice can also be planted in the summer or fall, just water the new plant more than normal. The distance between plants should be 3’ apart for taller varieties and 6” apart for shorter varieties to allow for seasonal growth. They tolerate partial shade but do best in full sun and only need to be watered as needed. Too much rain or soil that is not well drained can be a problem for sedum as this situation may cause root rot. In larger varieties such as the popular “Autumn Joy” clusters of small star-shaped flowers bloom on the ends of fleshy stems with large, thick succulent leaves. To avoid the situation of “floppy” stem clusters, a gardener may choose to stake tall stems or, before the plants bloom, 6-8” stems can be pinched back to a height of 4” to encourage sturdy growth. Sedum will bloom in mid to late summer for several weeks until a hard freeze at which time the stems and leaves turn brown. The flower heads can be left intact over the winter months to add viewing interest to a garden but should be cut back in late winter or early spring to about 3” before the new plants emerge.

Sedum is not difficult to transplant or divide. Smaller creeping varieties of sedum can be moved nearly any time as they are more forgiving, but the ideal time to move and/or divide this plant is in the spring when the new shoots are up a few inches. If a plant needs to be moved in the fall, cut the plant down to approximately 6” and water it well for a few days prior to moving or dividing. Gently dig down around the plant and loosen the soil around the roots. Lift the whole clump and replant immediately, taking as many roots as possible and replanting at the same depth as it originally grew, or divide the plant into smaller sections and replant them immediately. Water all transplants well for the first few weeks until the plant is reestablished. If stems are broken off in the move, they can be stuck in the soil and if kept moist, will root and form new plants, or the broken stems with the lower half of the leaves removed from the stem can be placed in a glass of water in a sunny spot to form new roots and later planted in a pot with soil. Attracting and Feeding Hummingbirds By South Dakota Master Gardener Gloria Bauske The most common species of Hummingbirds is the ruby-throated hummingbird. Their feisty, lively nature makes them fun to watch at the feeder as they spar with others for the nectar. Hummingbirds love the color red so it helps to plant red Geraniums or other red flowers under or near the feeder to attract them to the area. Be sure to hang the feeders high so the birds are out of the reach of luring cats waiting to pounce. It is also nice to place a tomato cage below the feeder to serve as a roost for chicks the parents may decide to bring to the feeder. Do not use store bought red nectar because it weakens the eggshells and causes many chicks to be lost. A homemade recipe for Hummingbird Nectar is a 1:4 ratio of water and table sugar. Boil the sugar and water for several minutes to help detour mold from growing in the feeder, then let it cool before using it. Make sure to clean and refill the feeder at least once a week because bacteria can grow. Sometimes bugs or ants get caught in the feeder and that contaminates the nectar and it is best to clean everything out and refill it. Humming Birds eat 5 to 14 meals each hour. They consume half their body weight each day and that is about the weight of half a walnut shell. They use spider silk and plant down for a large portion of their nest interior with lichens, moss and plants covering the outer portion to help hide it from predators. He also indicated the department is working on the water rescue boat to prepare for potential flooding next spring. Mayor Bonrud shared an opinion provided by City Attorney Corey Bruning regarding the building permit issued for the construction of an 8-plex apartment building on W. Broad Avenue. Attorney Bruning’s opinion is that the building permit was issued in accordance with specifications approved in April 2015 by the Planning and Zoning Board as part of a variance application submitted for construction on that property. Mayor Bonrud then called on those present that had signed in for public comments concerning the 8-plex. Marci Bauer expressed concern regarding property maintenance, limited parking, and potential snow plowing and snow removal issues. Jeff Weigel expressed concern that due process was not followed in issuing the building permit. Those present were informed that an appeal would need to be made to the Planning and Zoning Board should they wish to dispute the building permit issued. Mayor Bonrud then indicated that City staff did a great job dealing with issues that arose due to the recent large rainfall. The City Administrator shared that by-pass pumping took place due to flooding and water issues in basements from the recent rainfall. Assessments will be made on City properties once water recedes to determine damages. Emergency Management Director Terry Albers and City staff had a contingency plan in place should residents become displaced due to flooding, but the plan did not have to be implemented. Work is underway for long-term financing of the water and sewer project costs. Review is taking place to determine if rate increases can be phased in over a period of time by using cash on hand to assist with debt payment in years one through three. Speakers will address K-12 school aged children in a school assembly format. Description of Work: Consultants will present to students who attend the Flandreau Public School system in Flandreau, South Dakota. •

ESTABLISH A HOME FIRE SAFETY PLAN

People rely on fire and smoke detectors to help keep them safe in their homes. Though fire and smoke alarms are effective, a firm fire safety plan that will keep everyone calm should a fire occur could make the difference between life and death. The U.S. Fire Administration says that more than 3,500 Americans die each year in fires, while roughly 18,300 more men, women and children are injured each year. Cooking accounts for the greatest percentage of residential fires, followed by arson. Dryer vent fires are also a big concern. FEMA says that smoke, rather than the fire’s flames, is responsible for 75 percent of all deaths by fire. In addition to physical injury and material damage, fires can cause a host of problems. Psychological distress, monetary damages and loss of pets may come with fires. Loss of irreplaceable personal items is also a concern. Although fires can be devastating, they’re also highly preventable, and smoke alarms and a home fire safety plan are two precautionary measures everyone should take. Creating an evacuation plan doesn’t have to be complicated. Such a plan can be established in a few minutes and then reinforced through practice every so often to keep everyone fresh on what to do. • Begin by assessing the layout of the home. Figure out the two best exits from the home. • If your home doesn’t have two doors, invest in a fire ladder so that one of the windows can be a point of exit. • Know how to gain access to the exits, including the best path to take to avoid injury. It’s a good idea to consider a few different scenarios. A kitchen adjacent to the upstairs staircase may become engulfed in flames and make exit by way of staircase impossible. Just because you have doors to the outside doesn’t mean they’ll present the best type of exit. • Sketch out the layout of the home and the escape plan. Smoke can make it difficult to know up from down. Be sure everyone can reach the exits even if vision is obstructed. Try it with your eyes closed. • Check fire alarms routinely, and change batteries at least every year. • Make sure windows can be easily opened if they are an exit point. • Make note of who will be helping children or the elderly out of the home. • Establish a place where the family will meet outdoors. This area should be far enough away from the home so that everyone will be safe from smoke, flames and falling debris. Fires may ignite fuel explosions, so be sure the meeting spot is a good deal away. • Children should be instructed to run to the meeting spot immediately without waiting behind for anyone to catch up. No one should reenter the home after arriving at the meeting spot. • Do a few practice runs so that everyone will be accustomed to getting out quickly. • While in most cases it is better to escape and let the fire department extinguish a fire, in the event of a small fire, occupants may be able to stanch it with a personal fire extinguisher. Follow the acronym PASS to properly put out the fire. • PULL the pin in the extinguisher. • AIM the nozzle or hose at the base of the flames. • SQUEEZE the trigger. • SWEEP the foam across the fire base; do not just aim in one place.
