Mayor Dan Sutton reported that he, along with Administrator Turnquist and Alderman Fargen, had met with representatives from Moody County to discuss the ambulance service. Sutton stated he believes both parties want to work together to find a solution and the group plans to meet again on September 23rd. Sutton read a proclamation declaring October 6-12 as National 4H Week.

City Administrator Cohl Turnquist updated council on the two main chip seal projects coming up. There will be warranty work done on First Avenue beginning September 18th. There is information on Facebook and the City’s Webpage about specific roads and intersections that will be affected. The dates for the Third Ave chip seal project are still unknown at this time. The City Park Campground will be closing for the season on October 15th. There will be a City-wide cleanup day on October 5th. City crews will work with members of the National Guard to pick up metal items and residents may begin placing items on their curbs on October 2nd. There will be a joint public hearing and meeting with the Planning and Zoning Commission and City Council members on October 7th, where the group will be voting on the new proposed zoning ordinance, which can be found on the city’s website. Turnquist reported that the Planning and Zoning Commission had met on Sept 16th and approved a conditional use permit for the proposed Early Childhood Learning Center.

New Business: First Reading of Ordinance No. 622 was held. Ordinance 622 is an ordinance repealing Ordinance No. 476, an ordinance establishing zoning regulations for the City of Flandreau, South Dakota, and providing for the administration, enforcement and amendment thereof, adopted June 19, 2000, and replacing it with Ordinance No. 622, an ordinance establishing comprehensive zoning regulations for the City of Flandreau, South Dakota, and providing for the administration, enforcement and amendment thereof, in accordance with the provisions of Chapters 11-4 and 11-6, 1967 SDCL, and amendments thereof, and for the repeal of all resolutions and ordinances in the conflict herewith. The Second Reading of Ordinance No. 622 will take place on October 7th, 2024.

Evan Leebens, from Missouri River Energy, presented information to council members on the recent water and sewer rate study MRES performed for the City of Flandreau. MRES proposes an increase of 6% to water rates in January 2025, 2026 and 2027, due to rising operating costs and planned capital expenditures. There was no rate increase proposed for sewer rates. No council action was taken at this time.

A discussion was had on the City’s policy for backyard chickens. The current city ordinance doesn’t address chickens. Council members spoke in favor of allowing residents to have chickens. Motion by Yeaton and seconded by Tufty to approve the Engagement Letter with Ketel and Thorstenson to provide audit services to the City of Flandreau. The Flandreau Santee Sioux Tribe (the “Tribe”), located in Flandreau, South Dakota, is seeking applicants for one-full time position of Assistant Attorney General. Motion by Ten Eyck to approve the August 21st Regular Meeting Minutes and Special Meeting Minutes and the September 9th Special Meeting Minutes, second by Hein. All present voted “aye.”

Public Comment: Susan Ahlers, representing the Moody County Historical Society, spoke to the board about a monetary donation request letter sent to the city. Ahlers also asked for any Egan residents or the City of Egan who may have Egan memorabilia to consider donating it to the Museum. Ahlers stated there is currently limited items from Egan and the Egan school. Hansen advised Ahlers the board was still researching if the board can make donations and if so in what limitations.

Norm Koehn presented the board with a request to vacate an alley. The board will review the information and address at the next meeting.

Zoning: Building permit for Travis Anderson was reviewed by the board. The permit met all requirements and had been issued by FO Charles. Old Business: Senior Center updated- new roof was completed. Jones property update- Ten Eyck was unable to contact anyone. Floodplain Ordinance Update- Hansen is still waiting on FEMA. A special meeting might be required if information is received before the next meeting. Maintenance Position- Charles advised the board ad will go live on social media this week. Utility Billing Software- Charles advised the board she has received all her quotes needed for the software and is now working on quotes for the public alert system, as that was part of the old billing software.

New Business: Initiated Measure 28 Resolution- Charles presented the board with possible verbiage for a resolution stating the impact of IM28 on the City of Egan. Charles advised the City of Egan is estimated to lose $12,833 dollars in collected sales tax if IM-28 is passed in November and the South Dakota Municipal League is suggesting all cities adopt a resolution. Ten Eyck made a motion to table the issue until the next meeting to allow for more research, second by Hansen. All present voted “aye.”

Chairman Chamblin proclaimed October 6th-12th, 2024 as National 4-H Week. Motion by Hansen to approve the proclamation, second by Hein. All present voted “aye.”

Compliance/Code Enforcement: Hansen advised no new letters to be issued.

Maintenance/Streets: Chip sealing will be done Monday, September 23; Wednesday, September 25; and Friday, September 27 on First, Second and Third street. The work will be completed in numerical order with each street taking a day to complete. All cars must be removed from the streets. Chamblin will send contacts information to Charles of companies to contact for Gravel Road Bids. Nancy is working on getting cutting edges for snowplow blades.

Parks: Tree Dump is full, companies Charles contacted for chipping said the amount was too small.

This property will be offered in its’ entirety as a +/-150.01 acre parcel of land inclusive of a Valley Center Pivot Irrigation System. **Note** - The Syngenta Facility in the NW Corner of the Property and the Existing Acreage situated in the SW Corner of the Quarter Section – “Are not Included in the property being offered for sale.” This property previously has been under lease to Syngenta Seeds, LLC, and throughout the term of this lease has been utilized as a Research and Test Plot for Seed Production and Development, thus the fertility and operation of this land has been managed in a very husbandry fashion. According to information obtained from the office of the Brookings County Assessor, this property consists of approx. 150.01 acres.
