Public Comments: Leanne Amdahl and Jessica Hovland shared information regarding their desire to proclaim September 30th, 2019 as “Go Gold for Childhood Cancer Awareness Day”. September is Childhood Cancer Awareness Month and they would like to involve residents, businesses, schools, clinics, hospitals, law enforcement, and elected officials in raising awareness of childhood cancer through advertising and social media. They also ask that participants wear a gold ribbon and/or attire on September 30th; they intend to recognize a local business for greatest “Go Gold” efforts. Mayor Bonrud indicated his intent to proclaim September 30th, 2019 as “Go Gold for Childhood Cancer Awareness Day” with Council members acknowledging their support as well. Chief Krull, Flandreau Volunteer Fire Department, shared that there has not been a lot of fire calls lately. There are currently 28 volunteer firefighters. He also indicated the department is working on the water rescue boat to prepare for potential flooding next spring. Mayor Bonrud shared an opinion provided by City Attorney Corey Bruning regarding the building permit issued for the construction of an 8-plex apartment building on W. Broad Avenue. Attorney Bruning’s opinion is that the building permit was issued in accordance with specifications approved in April 2015 by the Planning and Zoning Board as part of a variance application submitted for construction on that property. Mayor Bonrud then called on those present that had signed in for public comments concerning the 8-plex. Marci Bauer expressed concern regarding property maintenance, limited parking, and potential snow plowing and snow removal issues. Jeff Weigel expressed concern that due process was not followed in issuing the building permit. Those present were informed that an appeal would need to be made to the Planning and Zoning Board should they wish to dispute the building permit issued. Mayor Bonrud then indicated that City staff did a great job dealing with issues that arose due to the recent large rainfall. The City Administrator shared that by-pass pumping took place due to flooding and water issues in basements from the recent rainfall. Assessments will be made on City properties once water recedes to determine damages. Emergency Management Director Terry Albers and City staff had a contingency plan in place should residents become displaced due to flooding, but the plan did not have to be implemented. Work is underway for long-term financing of the water and sewer project costs. Review is taking place to determine if rate increases can be phased in over a period of time by using cash on hand to assist with debt payment in years one through three. All Blood Types Requested at the Dell Rapids Community Blood Drive Dell Rapids, SD- Avera Dells Area Health Center and Community Blood Bank will partner up to save lives at a community blood drive event held on Thursday, October 3 from 7:00 am to 11:00 am and 12:30 pm to 2:30pm. The public will have an opportunity to donate blood to help local patients in the hospital during the fall months. All blood donations will go directly to saving patients’ lives in the Dell Rapids area. “Looking at the first weeks of fall the usage has been very strong for patients within the local area, with usage at 525 units of blood occurring in last week,” states Ken Versteeg, Executive Director, Community Blood Bank. “The hope is to bring about an increase in local blood supplies in order for us to be able to treat trauma, surgery and cancer patients throughout the fall and avoid a shortage in the community. We encourage residents to please consider donating blood when we are at Avera Dells Area Health Center on October 3.” Community Blood Bank supplies over 550 units of blood each week to people in the region. Among those who benefit from donated blood are trauma and burn victims, cancer patients and persons undergoing surgery. Donating blood is a simple way to save patients’ lives in the community. Without volunteer blood donors donating blood throughout the summer, it becomes increasingly difficult to maintain an adequate supply of blood for our community hospitals. Donors must be at least 17 years old (16 years old with a signed parent consent form found at www.cbblifeblood.org), weigh 110 lbs. or more and be in good general health the day of the donation. EGAN CITY MINUTES SPECIAL MEETING September 11, 2019 The Board of Trustees of the City of Egan, South Dakota met in special session on September 11, 2019 at 6:00pm at the Egan City Hall, 110 W 3rd Street, Egan, SD. Present: Board of Trustee members John Steinhauer, Jerome Olson, Nancy Hansen, Cody Chamblin, and Brad Judstra. Also present: Brenda Duncan-Finance Officer. The meeting was called to order by J. Steinhauer at 6:00pm Motion by Olson, seconded by Chamblin, to approve the agenda. All present voted “aye.” Motion by Chamblin, seconded by Olson, to approve the regular council meeting minutes from August 21, 2019. All present voted “aye”. Public Comment: None Old Business: New Business: Motion by Steinhauer, seconded by Chamblin, to hold second reading and adoption of Ordinance 207 – an Amendment to Egan City Zoning Regulations. Will be responsible for various billing/coding responsibilities including guiding the department through collections and auditing practices. Must have an understanding of the revenue cycle flow within the healthcare industry; work flow of patient accounting, claims processing, account receivable and accounts payable. Knowledge of Healthcare terminology.
