The City Council of the City of Flandreau, South Dakota, met in regular session on Monday, August 19th, 2019 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Aldermen: Brad Bjerke, Bob Pesall, Dan Sutton, Karen Tufty, Jason Unger, and Donald Whitman. Absent: Mayor Mark Bonrud. Also present were City Administrator Jeff Pederson; Finance Officer Karen Gundvaldson; and Brenda Wade-Schmidt, Moody County Enterprise.

Tara Mills, Bekah Bambas, and Lindsie Bell, were present to represent the Boys & Girls Club of Moody County. Ms. Mills shared the Club’s mission and vision as well as thanking the City for their past support. She indicated that the Club is short on grant funding for the remainder of this year and their 2020 budget, and is hopeful that the City would consider increasing their support of the Club through the annual subsidy. While community members have increased their support, the Club may have to cut programs should funding not be available. Ms. Bambas, Unit Director for the local club, shared information regarding the growing membership, programs offered, mentoring, and the safety and positive influences the Club provides to local children. Scott Ramsdell and Linnea Janssen both spoke on behalf of the Club, indicating the need to support the facility and provide a safe place for children after school and during the summer when parents are working. Also mentioned was an upcoming pancake feed at the Club on October 27th where tours of the facility will be available.

The City Administrator informed Council of a special meeting scheduled for Wednesday, August 28th at 5:00 to present the proposed 2020 budget; information will be provided to Council at the end of this week for their review prior to the meeting. A committee meeting regarding the Golf Course will take place this Wednesday. The Community Appearance Codes Task Force will be meeting again next week. The second meeting regarding electric service territories will be held on August 28th in Pierre. Repairs continue on the Zandt building. Mr. Zandt has been billed for hotel stays for displaced tenants and fence rental. The nuisance declaration remains on the property as well as the nuisance declared for sidewalk replacement.

Old Business: The proposal to add a dedicated bicycle lane and road share on 1st Avenue had been tabled at the last Council meeting to enable the Healthy Hometown Committee to research and review concerns brought forth at the meeting, specifically, whether to have a dedicated bicycle lane on the south side versus the north side or road share on both sides of 1st Avenue. After meeting, the committee still feels the north side for a dedicated bicycle lane and road share on the south side (eastbound) lane is the best solution for all, and more importantly, the safety of children that bike to school. Also noted was the desire of the committee to work toward a compromise that satisfies all and stated there are other long term implications that would be beneficial should follow up phases for biking within the City be implemented. Concerned citizens in attendance were given an opportunity to speak, with comments in opposition of a dedicated bicycle lane being predominant due to the removal of parking along the street. Pros and cons were discussed: suggestions were made regarding the installation of flashing lights at crosswalks to improve safety for children walking or biking to school, the possibility of lowering the speed limit on 1st Avenue (could only take place by ordinance), and eliminating both the dedicated bicycle lane and shared road and putting effort toward a community garden instead. Council members also spoke regarding their opinion on the matter. Motion by Bjerke and seconded by Whitman to create shared lanes on both sides of 1st Avenue with “sharrows” signs placed as needed for the distance that was proposed. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, and Whitman. Nays: Unger.

City Administrator Pederson shared with Council information regarding the need to spend or reallocate capital funds that had been earmarked for use in Resolutions passed in both 2015 and 2016 that have a combined total of approximately $520,000. Ideas for use of the capital funds had been discussed earlier at the May 6th Council meeting. Those ideas were once again discussed as well as additional ideas brought forth as a result of the 2020 budget process.

Several prospective projects were discussed briefly. A workshop will be held this fall to prioritize use of the funds.

Mayor Bonrud arrived at 8:05 p.m., shortly after the capital funds discussion started and took over chairing the meeting once the agenda item was complete.

SEDUM Sedum varieties come in many colors and sizes and are a good choice for busy or beginning gardeners due to their hardiness. Often called stonecrop, this plant is drought and heat tolerant and suitable for all types of garden designs. Blooming colors of white, yellow and pink, or darker purple and red, grow on stems that range from plain green and chartreuse to burgundy and nearly black. The large clusters of flowers attract birds and are an excellent choice for butterfly gardens.

Taller varieties grow up to 24” tall and can be used for back borders in flower beds and smaller 2” versions of this plant may be used as ground cover in difficult locations such as rock gardens.

Established plants require little care, are deer resistant and most critters leave sedum alone.

When planting low-maintenance sedum, choose a sunny location with loam yet sandy well-drained soil. The preferred time to plant is in early spring but this hardy choice can also be planted in the summer or fall, just water the new plant more than normal. The distance between plants should be 3’ apart for taller varieties and 6” apart for shorter varieties to allow for seasonal growth. They tolerate partial shade but do best in full sun and only need to be watered as needed. Too much rain or soil that is not well drained can be a problem for sedum as this situation may cause root rot.

In larger varieties such as the popular “Autumn Joy” clusters of small star-shaped flowers bloom on the ends of fleshy stems with large, thick succulent leaves. To avoid the situation of “floppy” stem clusters, a gardener may choose to stake tall stems or, before the plants bloom, 6-8” stems can be pinched back to a height of 4” to encourage sturdy growth.

Sedum will bloom in mid to late summer for several weeks until a hard freeze at which time the stems and leaves turn brown. The flower heads can be left intact over the winter months to add viewing interest to a garden but should be cut back in late winter or early spring to about 3” before the new plants emerge.

Sedum is not difficult to transplant or divide. Smaller creeping varieties of sedum can be moved nearly any time as they are more forgiving, but the ideal time to move and/or divide this plant is in the spring when the new shoots are up a few inches. If a plant needs to be moved in the fall, cut the plant down to approximately 6” and water it well for a few days prior to moving or dividing.

Gently dig down around the plant and loosen the soil around the roots. Lift the whole clump and replant immediately, taking as many roots as possible and replanting at the same depth as it originally grew, or divide the plant into smaller sections and replant them immediately. Water all transplants well for the first few weeks until the plant is reestablished. If stems are broken off in the move, they can be stuck in the soil and if kept moist, will root and form new plants, or the broken stems with the lower half of the leaves removed from the stem can be placed in a glass of water in a sunny spot to form new roots and later planted in a pot with soil. Divisions and cuttings root readily throughout the summer.

Market Facilitation Program (MFP) Enrollment Now Open through Dec. 6 Please call for an appointment

Signup is open for the Market Facilitation Program (MFP), a U.S. Department of Agriculture (USDA) program to assist farmers who continue to suffer from damages because of unjustified trade retaliation from foreign nations. Through MFP, USDA will provide up to $14.5 billion in direct payments to impacted producers, part of a broader trade relief package announced in late July. The sign-up period runs through Dec. 6. MFP payments will be made to producers of certain non-specialty and specialty crops as well as dairy and hog producers.

Non-Specialty Crops MFP payments will be made to producers of alfalfa hay, barley, canola, corn, crambe, dried beans, dry peas, extra-long staple cotton, flaxseed, lentils, long grain and medium grain rice, millet, mustard seed, oats, peanuts, rapeseed, rye, safflower, sesame seed, small and large chickpeas, sorghum, soybeans, sunflower seed, temperate japonica rice, triticale, upland cotton, and wheat.

MFP assistance for 2019 crops is based on a single county payment rate multiplied by a farm’s total plantings to the MFP-eligible crops in aggregate in 2019.

Those per acre payments are not dependent on which of those crops are planted in 2019. A producer’s total payment-eligible plantings cannot exceed total 2018 plantings. View payment rates by county.

Dairy and Hogs Dairy producers who were in business as of June 1, 2019, will receive a per hundredweight payment on production history, and hog producers will receive a payment based on the number of live hogs owned on a day selected by the producer between April 1 and May 15, 2019.

Specialty Crops MFP payments will also be made to producers of almonds, cranberries, cultivated ginseng, fresh grapes, fresh sweet cherries, hazelnuts, macadamia nuts, pecans, pistachios, and walnuts. Each specialty crop will receive a payment based on 2019 acres of fruit or nut bearing plants, or in the case of ginseng, based on harvested acres in 2019.

More Information Payments will be made in up to three tranches, with the second and third tranches evaluated as market conditions and trade opportunities dictate. If conditions warrant, the second and third tranches will be made in November and early January.

MFP payments are limited to a combined $250,000 for non-specialty crops per person or legal entity. MFP payments are also limited to a combined $250,000 for dairy and hog producers and a combined $250,000 for specialty crop producers. However, no applicant can receive more than $500,000. Eligible applicants must also have an average adjusted gross income (AGI) for tax years 2015, 2016, and 2017 of less than $900,000, or 75 percent of the person’s or legal entity’s average AGI for those tax years must have been derived from farming and ranching. Applicants must also comply with the provisions of the Highly Erodible Land and Wetland Conservation regulations.

USDA Now Making Payments for New Dairy Margin Coverage Program The U.S. Department of Agriculture’s Farm Service Agency (FSA) opened enrollment for the Dairy Margin Coverage (DMC) program on June 17 and has started issuing payments to producers who purchased coverage. Producers can enroll through Sept. 20, 2019.

Authorized by the 2018 Farm Bill, DMC replaces the Margin Protection Program for Dairy (MPP-Dairy). The program offers protection to dairy producers when the difference between the all-milk price and the average feed cost (the margin) falls below a certain dollar amount selected by the producer. To date, nearly 10,000 operations have signed up for the new program, and FSA has begun paying approximately $100 million to producers for January through May. Coverage Levels and MPP Reimbursements Dairy producers can choose coverage levels from $4 up to $9.50 at the time of signup. More than 98 percent of the producers currently enrolled have elected $9.50 coverage on up to 95 percent of their production history.

USDA Commodity Loans Available to Producers

U.S. Department of Agriculture (USDA) Farm Service Agency reminds producers that Marketing Assistance Loans (MALs) and Loan Deficiency Payments (LDPs) are available to help producers through periods of low market prices.

The 2018 Farm Bill authorized MALs and LDPs for the 2019 to 2023 crop years.

MALs provide interim financing and allow producers to delay the sale of the commodity at harvest-time lows and wait until more favorable market conditions emerge. A producer who is eligible to obtain a loan, but agrees to forgo the loan, may obtain an LDP if such a payment is available.

MALs and LDPs provide financing and marketing assistance for wheat, feed grains, soybeans and other oilseeds, pulse crops, rice, peanuts, cotton, wool and honey. Your County office are accepting requests for 2018 MALs and LDPs for all eligible commodities after harvest.

Maturing Loans

Producers are reminded that 2018 crop grain loans are coming due and will need to be repaid in full by their maturity date. If not paid, your grain will be inspected and delivery notice will be issued so CCC can take possession of the crop. In limited circumstances, an additional 30 days beyond the loan maturity date can be granted to haul the crop for sale.

Farm Storage Facility Loans

Farm Storage Facility Loans (FSFLs) provide low-interest financing for producers to store, handle and/or transport eligible commodities they produce.

A producer may borrow up to $500,000 per loan, with a minimum down payment of 15 percent. Loan terms are up to 12 years, depending on the amount of the loan. Producers must demonstrate storage needs based on three years of production history. FSA also provides a microloan option that, while available to all eligible farmers and ranchers, also should be of particular interest to new or small producers where there is a need for financing options for loans up to $50,000 at a lower down payment with reduced documentation.

Applicants for all loans will be charged a nonrefundable $100 application fee.

MICROLOANS

Producers who select the microloan option can borrow up to $50,000, with the minimum down payment reduced to 5 percent and shorter loan terms. Producers can self-certify the storage needs of the eligible commodity and are not required to demonstrate storage needs based on production history.

Update Your Records:

Producers participating in FSA and NRCS programs are required to timely report changes in their farming operation to the County Committee in writing and update their CCC-902 Farm Operating Plan. If you have a piece of ground that you are going to farm this year and did not have last year WE NEED TO KNOW! Please call your local FSA office to update your records (605-997-2949 ext. 2).

Farm Reconstitutions:

When changes in farm ownership or operation take place, a farm reconstitution maybe necessary. The reconstitution — or recon — is the process of combining or dividing farms or tracts of land based on the farming operation. To be effective for the current Fiscal Year (FY), farm combinations and farm divisions must be requested by August 1 of the FY for farms subject to the Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) program.

Direct Deposit:

The Debt Collection Act of 1996 requires that all Federal payments made after January 2, 1999, shall be made by Electronic Funds Transfer (Direct Deposit) rather than issuing a check to the producer. Therefore please ensure that all banking information is updated with your FSA Recording County.

Preliminary engineering reports indicated the south wall should be removed and rebuilt.

Pederson will address the issue with Zandt. A Planning and Zoning meeting will take place tomorrow night for review of a conditional use application. The City Administrator will be meeting tomorrow with Golf Course Board members and individuals from Vermillion that are knowledgeable regarding golf courses to review and assist in determining options and strategies to move forward.

Maintaining the soil is the responsibility of every farmer and gardener. In recent years farmers have become much better at returning organic matter to the soil. Gardeners also need to work at returning organic matter to their gardens.

Composting is a simple way to recycle organic material. Anyone with a flower garden or a vegetable garden can easily and inexpensively enhance the soil quality through the use of compost.

The more material that we use in composts the less we need to send to landfills.

Making compost is not a complicated process. It can be as simple as making a pile of organic materials in the corner of your garden, or as technical as building boxes to contain the materials in various stages of decomposition. Compost piles will not have strong odors if managed properly.

One can easily make compost in what is called a “cold” pile. To start the pile, use energy materials such as dairy, chicken, rabbit or horse manure, grass clippings, fruit and vegetable waste, and garden trimmings. You will also need to add bulking agents such as wood chips, hay, straw or chopped corn stalks. Ideally, pieces of material decay faster if they are chopped into smaller pieces. (from Sustaining Horticulture for Wyoming, Master Gardener, Page 325) After you have started a pile, ideally about one cubic yard of material, there are two other important ingredients: moisture and aeration. If the pile is too dry the decay processes and microorganisms will not work. The contents of the pile need to be moist like a sponge but not dripping wet. Aeration or stirring, mixing, turning, whatever you chose to call it, mixes air/oxygen into the pile, thus speeding the decay process. This can be done once a week.

New materials can be added to the pile; however, they should be dug into the center of the pile and covered if possible, to avoid rodent and animal issues in the pile. Depending on the size of gardens and availability of composting materials, one may want to start a second or third compost pile in order to maintain different stages of decomposition.

A “hot” compost pile is similar to the cold pile but requires more attention. The advantage to creating a hot pile is the killing of weed seeds and the speed of the process. A hot pile will create good compost in a few months whereas a cold pile may take a year or more. You know your compost pile is working when it shrinks in size. It is not unusual for a pile to lose half its original volume.

The best part about compost is the benefit it provides a garden. Mix compost with soil to add organic matter or use it as mulch. Well decomposed composts are good soil amendments. They make soil easier to work and create a better medium for plant growth. Mixing one to two inches of compost into the soil of a vegetable or flower garden can be extremely beneficial. One can also mulch between rows with compost which helps control weeds and conserve water.

In conclusion, composting is the ultimate in recycling. It is important that we give back to the earth which sustains us and gives us beauty. Recycle your vegetable matter, improve your soil, and reap the benefits! (For more detailed information feel free to contact your local Master Gardener.)

Elm Avenue Flandreau, SD 57028-1404 COUNCIL PROCEEDINGS August 28th, 2019 The City Council of the City of Flandreau, South Dakota, met in special session on Wednesday, August 28th, 2019 at 5:22 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Mark Bonrud. Aldermen: Brad Bjerke, Bob Pesall, Dan Sutton, Karen Tufty, Jason Unger, and Donald Whitman. Absent: None. Also present were City Administrator Jeff Pederson; Finance Officer Karen Gundvaldson; Police Chief Zach Weber, David Schliinz, Randy Wilts, and Akamu Barboza, City of Flandreau; and Brenda Wade Schmidt, Moody County Enterprise.

The proposed agenda was reviewed. Motion by Sutton and seconded by Pesall to adopt the proposed agenda. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

A proposed 2020 budget for the City was presented by City Administrator Jeff Pederson. During the narrative portion of the presentation, questions and comments were addressed. The Finance Officer answered questions regarding specific line items in the financial portion of the proposed budget.

A modification in the amount of $50,000 was made to increase the airport budget based on information received today from Helms Associates regarding the capital improvement plan.

The amount expensed is offset by anticipated grant reimbursement of $47,500; City share will be $2,500.

The first reading of the 2020 Appropriation Ordinance will be presented at the September 3rd Council meeting, with the second reading at the September 16th meeting.

The Mayor declared the meeting adjourned at 7:24 p.m.
