The City Council of the City of Flandreau, South Dakota, met in special session on Monday, August 31st, 2020 at 5:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Dan Sutton. Aldermen: Brad Bjerke, Mark Ekern, Mike Fargen, Bob Pesall, Karen Tufty, and Jason Unger. Absent: None. Also present were City Administrator Jeff Pederson; and Finance Officer Karen Gundvaldson.

The proposed agenda was reviewed. Motion by Pesall and seconded by Tufty to adopt the proposed agenda. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, Tufty, and Unger. Nays: None.

Absent: None. Motion carried.

A proposed 2021 budget for the City was presented by City Administrator Jeff Pederson. During the narrative portion of the presentation, questions and comments were addressed. The Finance Officer answered questions regarding specific line items in the financial portion of the proposed budget.

Motion by Pesall and seconded by Unger to add a one-time subsidy to the 2021 Proposed Budget for the Flandreau Development Corporation in the amount of $20,000. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, Tufty, and Unger. Nays: None. Absent: None. Motion carried.

Motion by Pesall to add a one-time subsidy to the 2021 Proposed Budget for River’s Bend Golf Country Club and Golf Course in the amount of $41,000. Motion died for lack of a second.

Motion by Unger and seconded by Pesall to add a one-time line item to the 2021 Proposed Budget for the Parks Department in the amount of $20,000 to be used for Golf Course Improvements. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, Tufty, and Unger. Nays: None. Absent: None. Motion carried.

Motion by Unger and seconded by Pesall to increase the line item of Urban Redevelopment in the General Government Department to $20,000. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, Tufty, and Unger. Nays: None. Absent: None. Motion carried.

Motion by Bjerke and seconded by Fargen to place all unappropriated CARES Act Funds in Capital Improvement Project Reserve. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Tufty.

Nays: Unger. Absent: None. Motion carried.

Council Comments: Alderman Unger commented that while not budgeted for the upcoming year, combining the Police Department with the County would be an opportunity to save money. Alderman Tufty recommended that anyone interested should take part in a ride along with a City Police Officer in order to see what the responsibilities are for City Police Officers. Alderman Bjerke commented on the presentation of the proposed budget and thanked City staff for a job well done.

Motion by Unger and seconded by Tufty to go into executive session for a personnel matter at 8:00 p.m. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, Tufty, and Unger. Nays: None. Absent: None. Motion carried.

Alderman Unger left executive session at 8:34 p.m.

Motion by Pesall and seconded by Tufty to come out of executive session at 8:43 p.m. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Tufty. Nays: None. Absent: Unger. Motion carried.
