The City Council of the City of Flandreau, South Dakota, met in special session on Monday, August 30th, 2021 at 5:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Dan Sutton. Aldermen: Brad Bjerke (6:25), Mark Ekern, Mike Fargen, Bob Pesall, Karen Tufty, and Jason Unger. Absent: None. Also present were City Administrator Jeff Pederson; Finance Officer Karen Gundvaldson; and Kelley Ramsdell, Flandreau Development Corporation. The proposed agenda was reviewed. Motion by Unger and seconded by Pesall to adopt the proposed agenda. The following members voted aye: Ekern, Fargen, Pesall, Tufty, and Unger. Nays: None. Absent: Bjerke. Motion carried. A proposed 2022 budget for the City was presented by City Administrator Jeff Pederson. During the narrative portion of the presentation regarding Government and Financial Administration, Kelley Ramsdall addressed Council regarding the subsidy requested by Flandreau Development Corporation (FDC) in the amount of $20,000.00 and the fact that the subsidy was not funded under the financials for Community Partnerships. Ms. Ramsdell stated the reason for the subsidy request, indicating FDC needs funds for growth and in order to be successful, as other income such as membership dues is limited. A revenue stream is needed when seeking potential funding. Motion by Unger and seconded by Pesall to reduce the Urban Development budget item from $10,000 to $0.00 and use $10,000.00 of projected surplus for a total of $20,000.00 that will be used to fund the Flandreau Development subsidy request. After discussion regarding the need to review all other financial information for the General Fund budget, Unger withdrew the motion. City Administrator Pederson presented the remaining proposed 2022 budget narrative. Questions and comments were addressed. The Finance Officer answered questions regarding specific line items in the financial portion of the proposed budget. Mayor Sutton thanked the City Administrator, Finance Officer and City Staff for efforts in compiling and preparing the 2022 proposed budget. Unger renewed his motion made earlier, seconded by Pesall to reduce the Urban Development budget item from $10,000 to $0.00 and use $10,000.00 of projected surplus for a total of $20,000.00 that will be used to fund the Flandreau Development funding request. The following members voted aye: Ekern, Pesall, and Unger. Nays: Bjerke, Fargen, and Tufty. Absent: None. Mayor Sutton voted “aye” to break the tie. Motion carried. Motion by Bjerke and seconded by Fargen to use $10,000.00 of projected surplus to increase the capital outlay budget for the Aquatic Center from $10,000.00 to $20,000.00. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, Tufty, and Unger. Nays: None. Absent: None. Motion carried. Council Comments: Mayor Sutton reminded everyone that Flandreau will be presented as a highlighted community on South Dakota Public Broadcasting on September 2nd; a public viewing of the show will be held on September 9th at the Crystal Theatre with a question and answer session following. City Administrator Pederson informed Council that an Ordinance regarding medical cannabis will be on the September 7th agenda for a first reading. He asked the Mayor and Council to consider the number of medical cannabis businesses to allow, which zones the cannabis businesses are allowed in, cost of license issuance, and hours of operation. EGAN CITY MINUTES SPECIAL MEETING August 23, 2021 The Board of Trustees of the City of Egan, South Dakota met in special session on August 23, 2021 at the Egan City Hall, 110 W 3rd Street, Egan, SD. Present: Board of Trustee members John Steinhauer, Cody Chamblin, Nancy Hansen, Brad Judstra, and Jerome Olson. Also present: Brenda Duncan-Finance Officer.

NOTICE TO RESIDENTS OF UNION TOWNSHIP
All roadside ditches must be mowed between September 1 and October 1, 2021 or the township will make arrangements and assess landowners for the cost. In addition, the township requests that any trees, brush, rocks, and other debris be removed from township right-of-ways.
UNION TOWNSHIP BOARD OF SUPERVISORS
The meeting was called to order by Steinhauer at 6:00pm. Motion by Olson, second by Chamblin, to approve the agenda. All present voted “aye.” Motion by Chamblin, second by Judstra, to approve the minutes from August 18th, 2021 meeting. All present voted “aye”. New Business: Motion by Olson, second by Chamblin, to adjourn and meet as joint Planning Commission/Board of Trustees. All present voted “aye”. Motion by Chamblin, second by Steinhauer, that Planning Commission recommends approval of the Ordinance #221. All present voted “aye”. Public hearing was held on Ordinance 221 - Ordinance to amend Section 2.08.01 of the Zoning Ordinance . No one was present. Public hearing was closed on a motion by Hansen, and second by Chamblin. All present voted “aye”. Motion by Chamblin, second by Olson, to recommend approval as Planning Commision of Ordinance #221 to the Egan City Board of Trustees. All present voted “aye”. Motion by Chamblin, second by Judstra, to adjourn as joint Planning Commission/Board of Trustees and resume as Board of Trustees for regular business. All present voted “aye”. Motion by Judstra, second by Chamblin, to hold first reading of Ordinance 221 – Ordinance to amend Section 2.08.01 of the Zoning Ordinance and to hold second reading and passage on Wednesday, September 15, 2021. All present voted “aye”. Motion by Hansen, second by Chamblin, to hold second reading and passage of Ordinance 141a5 – amending Ordinance 141 to add Meter Pit Requirements. All present voted “aye”. Motion by Judstra, second by Chamblin, to hold second reading and passage of Ordinance 222 – 2022 Appropriation Ordinance. All present voted “aye”.
