EGAN CITY MINUTES REGULAR MEETING August 19, 2020
The Board of Trustees of the City of Egan, South Dakota met in regular session on August 19, 2020 at 6:00pm at the Egan City Hall, 110 W 3rd Street, Egan, SD. Present: Board of Trustee members John Steinhauer, Cody Chamblin, Brad Judstra, Nancy Hansen, and Jerome Olson. Also present: Brenda Duncan-Finance Officer, and Jane DeLay. The meeting was called to order by Steinhauer at 6:00pm. Motion by Chamblin, second by Judstra, to approve the agenda. All present voted “aye.” Motion by Judstra, second by Chamblin, to approve the minutes from July 15, 2020. All present voted “aye”. Public Comment: Jane DeLay suggested the American Flag be present in meeting room. Zoning: FO Duncan reported on H. Donley’s concerns of a permit issued. Old Business: Jane DeLay requested that memorial park funds be identified in the general fund. Motion by Judstra, second by Chamblin to create a line item for Veterans Park donations and expenses. All present voted “aye”. New Business: Discussion on volunteers’ liability coverage. Motion by Steinhauer, second by Chamblin, to accept the 2021 Law Enforcement Contract as presented by Moody County. All present voted “aye”. FO Duncan shared email from M. Ten Eyck regarding semis/tractors/commercial vans/ equipment trailer traveling on non-truck route. Motion by Chamblin, second by Steinhauer, to prepay 2,150 gallons of propane with Rivers Edge Cooperative for the 2020-2021 seasons at a rate of $1.109 per gallon. All present voted “aye”. Motion by Chamblin, second by Judstra, to designate 361 Insurance as the agent for South Dakota Public Assurance Alliance policy. All present voted “aye”. Reviewed proposed 2021 budget. Research possible grants that may be available for connecting back-up well. Motion by Steinhauer, second by Hansen to go into executive session per SDCL 1-25-2. Motion by Hansen, second by Chamblin, to resume regular session. Committee Reports: Compliance/Code Enforcement: Two letters of Abatement were sent. Violations to Ordinance #158 – 7 letters will be sent. Maintenance: Repair of roads will begin on August 24th. Parks: Ball is finished for the year. Kelley Ramsdell, on behalf of Flandreau Development Corporation (FDC), presented a request to Council for an additional $20,000 subsidy for budget year 2021. Ms. Ramsdell shared FDC’s budget, balance sheet and vision for Flandreau. Also highlighted were projects for the upcoming year which will require capital funding. It is FDC’s intent to use subsidy funds, if granted, for land purchase and road development. Jason Ramsdell, on behalf of River’s Bend Country Club and Golf Course, presented a request to Council for a $41,000 subsidy for budget year 2021. Mr. Ramsdell indicated membership was down in 2018 and 2019 due to the flooding but has increased significantly this year with the course open and playable again. The subsidy request, if granted, would be used to fund the cost of salary for a Greens Keeper/Course Superintendent, which would free up funds in the Club’s budget for necessary equipment and maintenance items. Mayor Sutton shared that he and City Administrator Pederson met recently with the Fire Hall Site Selection Task Force to provide them with objectives, goals and a time frame for presenting their findings to Council. City Administrator Pederson indicated efforts regarding submission to FEMA for assistance due to the September 2019 have resulted in an award to the City of approximately $97,000 to be used for repairs to the Japanese Gardens Pavilion, Isaac Walton building, ball fields, and the road to the campground area. The award was reduced because flood insurance is not carried on park property. Ball field and road work is complete; repairs to the buildings will need to be completed by May 2021. The Japanese Gardens floor and structural issues will be addressed first. Pederson shared that a new program is available thru FEMA for building infrastructure for cites. He intends to research further to determine if golf course mitigation is an option available in the program. A Planning and Zoning meeting will be held Wednesday night for the Pulscher Farms Addition final plat. Information was received today indicating the City should expect a 6% increase in health insurance. Motion by Bjerke and seconded by Tufty to approve the Administrative Reports.
