Speakers will address K-12 school aged children in a school assembly format.

Description of Work: Consultants will present to students who attend the Flandreau Public School system in Flandreau, South Dakota.

The Consultant will provide a cultural/historical/ motivational/educational presentation on a contracted basis usually for one day.

• The Consultant should present a message that promotes positive social skills, self-discipline, and a positive self-image.

• The Consultant should have demonstrated experience with motivating children of all ages.

Composting is a simple way to recycle organic material. Anyone with a flower garden or a vegetable garden can easily and inexpensively enhance the soil quality through the use of compost.

The more material that we use in composts the less we need to send to landfills.

Making compost is not a complicated process. It can be as simple as making a pile of organic materials in the corner of your garden, or as technical as building boxes to contain the materials in various stages of decomposition. Compost piles will not have strong odors if managed properly.

One can easily make compost in what is called a “cold” pile. To start the pile, use energy materials such as dairy, chicken, rabbit or horse manure, grass clippings, fruit and vegetable waste, and garden trimmings. You will also need to add bulking agents such as wood chips, hay, straw or chopped corn stalks. Ideally, pieces of material decay faster if they are chopped into smaller pieces. (from Sustaining Horticulture for Wyoming, Master Gardener, Page 325) After you have started a pile, ideally about one cubic yard of material, there are two other important ingredients: moisture and aeration. If the pile is too dry the decay processes and microorganisms will not work. The contents of the pile need to be moist like a sponge but not dripping wet. Aeration or stirring, mixing, turning, whatever you chose to call it, mixes air/oxygen into the pile, thus speeding the decay process. This can be done once a week.

New materials can be added to the pile; however, they should be dug into the center of the pile and covered if possible, to avoid rodent and animal issues in the pile. Depending on the size of gardens and availability of composting materials, one may want to start a second or third compost pile in order to maintain different stages of decomposition.

A “hot” compost pile is similar to the cold pile but requires more attention. The advantage to creating a hot pile is the killing of weed seeds and the speed of the process. A hot pile will create good compost in a few months whereas a cold pile may take a year or more. You know your compost pile is working when it shrinks in size. It is not unusual for a pile to lose half its original volume.

The best part about compost is the benefit it provides a garden. Mix compost with soil to add organic matter or use it as mulch. Well decomposed composts are good soil amendments. They make soil easier to work and create a better medium for plant growth. Mixing one to two inches of compost into the soil of a vegetable or flower garden can be extremely beneficial. One can also mulch between rows with compost which helps control weeds and conserve water.

In conclusion, composting is the ultimate in recycling. It is important that we give back to the earth which sustains us and gives us beauty. Recycle your vegetable matter, improve your soil, and reap the benefits! (For more detailed information feel free to contact your local Master Gardener.)

Local Blood Supplies in Critical Need, All Blood Types Requested Flandreau, SD- Avera Flandreau Hospital and Community Blood Bank will partner up to save lives at a special summer community blood drive event held on Thursday, August 22 from 7:30 am to 11:00 am and 12:30 pm to 3:00 pm at Avera Flandreau Hospital. The public will have an opportunity to donate blood to help local patients in the hospital during the month of August. All blood donations will go directly to saving patients’ lives in Flandreau. All who donate will receive a special All American blood drive t-shirt and a FREE meal.

“This summer has been one of the most difficult times to keep up with the demand for blood in recent years,” states Ken Versteeg, Executive Director, Community Blood Bank. “We have seen such a significant increase in usage through the treatment of surgery and cancer patients.

Currently, there is an outpacing of usage over collections. We are looking for all blood types, with hopes to see a strong showing of support for the blood drive at the Avera Flandreau’s blood drive event to improve the overall condition of the blood supply.”

Community Blood Bank supplies over 550 units of blood each week to people in the region.

Among those who benefit from donated blood are trauma and burn victims, cancer patients and persons undergoing surgery. Donating blood is a simple way to save patients’ lives in the community. Without volunteer blood donors donating blood throughout the summer, it becomes increasingly difficult to maintain an adequate supply of blood for our community hospitals.

Because of the support we received we will be awarding two scholarships to Moody County High School graduates that are pursuing health care related studies & are half-way through their medical acadmenic program. Public Comments: Kathi Wede addressed Council regarding the proposed dedicated bicycle lane and road share on 1st Avenue. She owns three rentals on the north side of 1st Avenue and indicated the eliminated parking on the north side will greatly affect her tenants as their driveways only hold one vehicle; she feels the road share would be best on the north side with the dedicated bicycle lane on the south side of 1st Avenue. Dorothy DeChiro and Daryl Whaley, residents on 1st Avenue, addressed Council and expressed their concern regarding closing the north side of the street for parking. More discussion will be held when the agenda item concerning the proposed dedicated bicycle lane and road share is addressed.

Mayor Bonrud shared that glider training is taking place at the airport.

City Administrator Pederson indicated that progress in taking place regarding the budget; he anticipates a special Council meeting will be held at the end of August to share the proposed budget, with the first and second readings and approval of the appropriation ordinance at the two meetings in September. The Community Appearance Codes Task Force continues to meet; yard debris and lawn ordinances will be reviewed at the next meeting. The second pump at the lift station on west 1st Avenue has failed; it will be rebuilt at a cost of approximately $5,000.

Motion by Bjerke and seconded by Tufty to approve the Administrative Reports. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None.

Old Business: Dave Obenauer provided an update on progress for the repair of the Zandt Building.

Block repair on the north side of the building is complete; setting stone and tying in to the existing structure has begun on the west and south side. He indicated he has not encountered any issues and is sure he will be able to meet the deadline for complete repairs. Additionally, he thanked Council for the opportunity to repair versus demolish the structure.

The proposal to add a dedicated bicycle lane and road share on First Avenue was discussed with Healthy Hometown Committee members responding to items brought forth during Public Comments. The committee shared their goal regarding quality of life and the future for Flandreau.

The dedicated bicycle lane is the first step of what they hope is many steps, in encouraging people to move more, eat healthier, and choose to reside in Flandreau because of the amenities available.

Pros and cons were discussed regarding which side of 1st Avenue would be best for the dedicated bicycle lane, or whether it could be elsewhere in the city. Motion by Whitman and seconded by Bjerke to table the decision to approve a dedicated bicycle lane and road share on 1st Avenue until the August 19th Council meeting to allow research and review of the south side versus the north side for the dedicated bicycle lane or road share both ways on 1st Avenue. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

New Business: Motion by Sutton and seconded by Whitman to adopt Resolution No. 2019-03, A Resolution to Approve an Integrated Resource Plan Summary Report. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Motion by Sutton and seconded by Bjerke to approve Pay Request Number Three (3) from F.R.S. Inc., dba Solbros Construction, in the amount of $29,494.32 for construction of Community Safe Room #2. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman.

Nays: None. Absent: None. Motion carried.

Motion by Whitman and seconded by Tufty to approve a pay step increase for Police Officer Taylor White to $19.38 per hour effective September 7th, 2019. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Motion by Bjerke and seconded by Unger to approve a wage correction for Aquatic Center seasonal hire Rita Parsley in the amount of $10.00 per hour for those occasions when she fills is as assistant manager. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman.

Nays: None. Absent: None. Motion carried.

Council Comments: Alderman Bjerke expressed appreciation for the great job that City staff has been doing in regard to mosquito spraying in the City. He also indicated he is not adverse to the dedicated bicycle lane on 1st Avenue but wishes to be sold on the idea more. City Administrator Pederson stated a dedicated lane will add safety for bicyclists that a share the road option will not.

Alderman Tufty shared that she had attended many of the Healthy Hometown Committee meetings and it had already been determined that the north side of 1st Avenue is the best option for the dedicated bicycle lane and feels it is a step in the right direction for the future of Flandreau.

Motion by Whitman and seconded by Sutton to go into executive session for a personnel matter at 7:50 p.m. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman.

Nays: None. Absent: None. Motion carried.

Motion by Sutton and seconded by Unger to come out of executive session at 8:10 p.m. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

The Mayor declared the meeting adjourned at 8:10 p.m.
