Visitors to be Heard: None Mayor Sutton shared that he and City Administrator Pederson had toured the Aquatic Center to determine items that may require maintenance or need improvement or freshening up. City Administrator Pederson informed Council that the new Code Enforcement Officer was in Flandreau last week to survey properties for abandoned or inoperable vehicles, trash and debris. Notices will be mailed soon to those properties in violation. A survey of buildings that have structural issues and need repair will be done next following the Ordinance revision. Pederson has been in contact with Midwest Door regarding a timeframe for installing the new handicap accessible doors at the Community Center. It has been determined that less cabinetry will be needed in the kitchen at the Community Center as less storage is required after selling the dishes that were previously stored there. The updated shower room at the Armory should be or is nearly complete as the only item left was the installation of shower partitions. The Energy Conservation Program through Missouri River Energy Services will reimburse the City for recently purchased LED bulbs that will be given to residents in an effort to conserve electricity and inspire them to install more LED bulbs in their homes. New sidewalk has been installed at Duncan Park and at 317 E. Third Avenue; additional projects such as curb and gutter will be complete by year end. City Administrator Pederson has conducted research regarding a new pickle ball court to potentially be located at Stimson Park. Preliminary cost estimate is approximately $35,000.00. Drawings of the 99% complete design for the new Fire Station have been received; feedback will be sought by those involved with the project design. Motion carried. Old Business: None New Business: First reading of Ordinance 603, An Ordinance that Amends Existing Title 5 Public and Private Nuisances, was held. City Administrator Pederson explained that acceptance of the Grant from US Fish and Wildlife Service in the amount of $94,545.00 for completion of Design, Permitting, and Bid Documents for Flandreau Dam Alternate 1B will make the project shovel-ready but is not a commitment to actually complete the project as that is a decision for Council. Discussion was held regarding the pros and cons of acceptance of the grant with concern expressed that it is irresponsible to spend that amount of money unless the City is 100% committed to remove the dam. Another concern stated was regarding the negative impact of alterations to land and its natural state. Flandreau resident Scott Ramsdell was teleconferenced into the meeting as he had made a request to make a statement regarding grant acceptance. Mr. Ramsdell stated he feels most residents do not wish to have the dam removed; he is concerned that the main focus of the dam study has pertained to removal of the dam as opposed to seeking other options. Mr. Ramsdell had visited with a representative from Game, Fish and Parks, who stated that they are taking direction from the City for removal but there are other options and potential funding to make the existing dam more safe as well as beautify the area. He also expressed concern that nothing has been done in the past several years to improve the area or try to make the dam safer. Following discussion, a motion was made by Bjerke and seconded by Pesall to decline the acceptance of the Grant from US Fish and Wildlife Service in the amount of $94,545.00 for completion of Design, Permitting, and Bid Documents for Flandreau Dam Alternate 1B. The following members voted aye: Bjerke, Ekern, Pesall, Tufty, and Unger. Nays: Fargen. Absent: None. Motion carried. Mayor Sutton stated a committee will be appointed to move forward with other options concerning dam safety and beautification of the area. Motion by Bjerke and seconded by Tufty to approve the Cultural Survey Agreement with Quality Services, Inc. in the amount of $25,436.00 for the Flandreau Airport Project.
