This plan identifies potential natural disasters, their impact, and possible projects to mitigate the impact of said disasters. He commended City Administrator Pederson for the financial information he shared, JLG Architects for their thorough presentation of the design, and Fire Chief Peters for his discussion regarding the need for the new facility. Also of concern is the increase in COVID cases, specifically the Delta variant, throughout the country. While it has not yet impacted the Flandreau area, it will need to be closely watched and monitored. City Administrator Pederson reiterated the Mayor’s comments regarding COVID, indicating signs are still posted and procedures in public buildings for sanitization are still in place. Motion by Pesall and seconded by Fargen to approve the Administrative Reports. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Tufty. Nays: None. Absent: Unger. Motion carried. Old Business: None New Business: Motion by Fargen and seconded by Bjerke to approve the Amendment to Joint Powers Agreement for increased funding from the City and GFP for the completed Flandreau Dam Evaluation. The City Administrator outlined the process to apply for long-term funding from Rural Development to assist with financing the cost of the new Fire Station. Motion by Pesall and seconded by Tufty to authorize the submission of application materials for a Rural Development Loan for the new Fire Station. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, Tufty, and Unger. Nays: None. Absent: None. Motion carried. Motion by Ekern and seconded by Bjerke to approve the Settlement Agreement with Eng Services for a breech of the Solid Waste Agreement between Eng and the City. Finance Officer Karen Gundvaldson shared property and sales tax revenue history as well as projected revenue for 2022. City Administrator Pederson discussed the need to contract with a codifier to update all City Ordinances. He feels the aging Aquatic Center may need some maintenance in the upcoming budget year and the golf course will once again need an appropriation for maintenance/improvements. Numerous items were shared by the Mayor and Aldermen for discussion and/or potential additions to the 2022 budget year: an employee wage review, Police Department review, new pickleball court, updated grave location board at the cemetery, dam beautification, bike path asphalt repair, community branding, radar speed signs, and employee uniforms. The Proposed Budget will be reviewed by the Council at a Special Meeting the last week in August, followed by further review and passage in September. Council Comments: None Motion by Unger and seconded by Ekern to go into executive session for a personnel matter at 7:39 p.m. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, Tufty, and Unger.
