Facility Worker Day Shift

Dakota State University is seeking applications for multiple full-time facility workers. This position will work either 4:00am – 12:30pm or 5:00am – 1:30pm shift, Monday through Friday with some weekends as needed to help with preparation/clean-up for events on campus.

Primary responsibilities include custodial care for general cleaning and minor maintenance for buildings on the DSU campus. Duties will include floor care consisting of vacuuming, shampooing carpets, scrubbing, mopping, waxing and polishing floors. This position will also clean and sanitize restrooms, dust and wash walls, woodwork and windows, collect and remove trash from buildings, remove snow from steps and sidewalks during winter and perform minor maintenance functions as needed. Additional responsibilities will include some painting, moving furniture and checking equipment as necessary.

The successful applicant must be able to follow written and oral instructions, operate required equipment, work with students, staff, and the public courteously, work independently, lift up to 50 pounds regularly and maintain a valid driver’s license.

Developing Small Patches of Strawberries The purpose of this article is to share some of my experiences of developing and maintaining a small patch of June bearing strawberries. This article will only address June bearing strawberries.

When developing a new patch, choose an area that has a history of being free of grasses and weeds.

Strawberries will grow in most area soils but will strive in sandy soil. I pick varieties from catalogs of northern nurseries that are in or near this hardiness zone. The catalogs will help you identify the variety of strawberry plants you desire: (ie: size, taste, vigor, wintering, and/or resistant to disease). Varieties come in early, mid, and late season production. If possible, plant equal amounts each, that will lengthen your picking season.

The first year, you should not expect a crop. It takes one year to bring your plant population up to production levels. Plant the strawberry crowns with 24 inches spacing, in rows that are 36 inches or more apart. Plant as soon as frost is out of the ground and keep them moist. Consider picking blossoms off the plants the first year, which will force runners to start early. You will not renovate the first year.

You will get your first harvest the second and additional years. The first berries to appear are called “king berries”. They are larger and easy to pick. Berries will get smaller as the season progresses, but the sweetness will be maintained. Frost can be a problem during the early blossom time and eliminate the king berries. A black center in the blossom is a sign of frost damage. The plants blossom over a number of weeks, so not all is lost.

When the berry season is over, you must renovate the patch. Using a weed trimmer, cut down the berries to 1-3 inches high, leaving lower leaves. Do not damage the crowns. Use a tiller to put the plants into desired rows. Fertilize now, using a 10-10-10 or similar fertilizer (not lawn fertilizer) and continue weed control for the rest of the summer. During weeding, train you runners to stay in rows.

Pay close attention to weed control, it is the secret for longevity of your patch. Aggressively remove any grasses. Grasses can quickly dominate and end the patch usefulness. Fertilize again in the fall. Make sure the plants are getting 1 inch of water per week all summer.

Before really cold weather sets in, I cover the patch with a clean mulch. The mulch must be free of mold and weed seeds, that leaves you with few choices. Mulch protects the strawberry crowns from winter kill and gives some control over when you want the plants to come out of dormancy in the spring.

As soon as the berries come out of dormancy, remove some of the mulch. Leave some mulch between the plants to hold back weeds and keep dirt off the berries when picking.

Opens: June 19, 2019 • Closes: July 30, 2019 The Flandreau Santee Sioux Tribal Health Center has an opening for a highly accomplished and skilled Health Clinic Chief Executive Officer (CEO). The primary job obligations of the Health Clinic CEO is the supervision and management of the Health facility and staff. The CEO must be aware of every single activity that takes place in the facility and with staff. The CEO must supervise every area of the facility to ensure tasks are carried out in the most efficient and least hazardous fashion and ensure each member of each department standards are set forth and are being upheld. The CEO will assist in the transition of the Health Clinic to a for-profit status clinic and have other experience with federal assistance programs for tribal health clinics.

DUTIES AND RESPONSIBILITIES: Devising strategies and plan for the Health Clinic according to FSST, state and federal standards for excellent service and growth; assuming responsibility of budgeting and resourcing; planning and overseeing all patient care or administrative operations and programs Job brief; organize and oversee people and programs of our clinical department. You will be responsible supervising and directing everything from employees and budgets to technology and operations.

Must possess excellent proven management and mentoring skills. You must be an outstanding communicator to resolve conflicts and issues. If you have a deep respect for policies and ethics and can inspire that in others, you are ideal for the role. Ensure the smooth running of the Health clinic goal to maximum performance responsibilities; devise strategies and plans for the Health Clinic according to FSST, state and federal standards for excellent service and growth; assume responsibility of budgeting and resourcing.

Take the lead responsibility in the transition of the Health Clinic to a ‘for profit’ status. Direct and oversee planning efforts to create a long-term vision and goals for the department. Ensure that new and sustained activities are consistent with overall Tribal/community needs, values and strategic vision for the Health Services Department. Identify funding sources and develop positive working relationships with individuals, agencies and organizations that may contribute to the accomplishment of department goals. Direct and oversee planning efforts to create long-term vision and goals for the department. Oversee contract and grant writing proposals to procure special project and program funding.

Plan and oversee all patient care or administrative operations and programs; recruit employees to ensure department is staffed with qualified personnel. Assign cases and create schedules for all employees; coordinate and supervise staff providing constructive feedback; provide personnel with clinical training and opportunities to continuous development; evaluate performance and discipline employees when necessary; monitor compliance to legal guidelines, internal policies and quality standards requirements.

MINIMUM QUALIFICATIONS – EDUCATION: M. S. Degree in Public Health, Business Administration, Public Administration or related field with three (3) years’ experience. Medical Administration or BS in Public Health, Business Administration or related field with five (5) years’ experience.

Proven experience as Health Clinic CEO or other managerial experience in clinical supervision and program managements; solid understanding of budgeting, resourcing, and performance evaluation procedures.

Excellent knowledge of standards (e.g. ISO) and regulations for the clinical field; proficient in MS Office and computer systems (e.g. patient management software); excellent communication and people skills and exceptional organizational and leadership skills, and aptitude in resolving issues and conflicts.

Must have valid driver’s license. Must submit to pre-employment drug and alcohol testing and background investigation.

Those in attendance associated with the upcoming street dance were asked for comments in light of the recent falling blocks from the Zandt building and the extension of the fence on the west side of the building that has eliminated through traffic on Wind Street. Discussion was held regarding safety of those attending the street dance and the need to relocate the dance to 2nd Avenue as the area of the building collapse would be too close should it remain on S. Wind Street. Also discussed was whether businesses on Wind Street should close with the opinion being businesses should complete their own risk analysis to determine whether to close or remain open.

Motion by Whitman and seconded by Bjerke to close 2nd Avenue between Wind and Center Streets and move the street dance to the this new location as well as amend temporary on-sale liquor licenses issued to Bar X Bar, Fajita’s Bar and Grill, Fat Boys Bar, and Wind Street Station to allow sale and consumption on 2nd Avenue between Wind and Center Streets as opposed to the previously approved site of Wind Street between 2nd and Pipestone Avenues. Mayor Bonrud requested an update from Jim Zandt regarding his property located at 101 and 103 E. 2nd Avenue. Dave Obenauer of High Rise of Sioux Falls, Inc., on behalf of Mr. Zandt, informed Council that he had been contracted by Mr. Zandt to repair the building by making the necessary repairs and/or modifications to make the building safe as opposed to demolishing the structure as ordered by Council at the May 23rd Special Council Meeting. Discussion was held regarding non-communication and missed deadlines by Mr. Zandt. The 45 days given to Mr. Zandt to abate the nuisance by demolishing the structure expired on July 7th and he is now presenting a contractor to repair the building previously determined by structural engineers to be unsalvageable. Numerous questions were asked of Mr. Obenauer regarding time lines, professional qualifications, references, samples and history of previous work completed of a similar nature. Some in attendance agree that repairing the building is preferable as the City would not incur asbestos removal and demolition costs but are hesitant as the building has suffered years of neglect and they feel it may be too late to attempt to salvage the structure. City Administrator Pederson shared that procedures would have to be in place to ensure the wall is shored up prior to consideration in moving the fence. In addition, a structural engineer should review the intended work and oversight needs to take place to determine if the deterioration will be remedied and the building will be sound. Also discussed was how the building issues have affected nearby business owners and their ability to conduct business due to street closures, etc. due to the deterioration and falling blocks. Concern was also expressed regarding unknown issues that may come to light while repairs were taking place and whether it would affect the timeline permitted to remedy the deteriorating building. Concern was expressed regarding needed repairs to the interior of the building should the outside be repaired and the building is deemed to be sound. City Attorney Bruning informed Council that they may proceed with asbestos removal and demolition immediately as the deadline given to Mr. Zandt to abate the nuisance on his own accord has expired.

Motion by Unger and seconded by Pesall to table awarding the bid for asbestos removal of the Zandt building until the July 15th Council Meeting. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Motion by Unger and seconded by Bjerke to extend Mr. Zandt’s deadline to abate the nuisance of his property at 101 and 103 E. 2nd Avenue on his own accord until Monday, July 15th, 2019 at noon, at which time a detailed plan for repairs of the building that has been reviewed and certified by a structural engineer will be presented to Council, which may or may not be approved; Council will then proceed with awarding a bid for asbestos removal and demolition of the property if the plan presented is not approved. Council Comments: Alderman Sutton shared that the recent Sesquicentennial / All-School Reunion parade was very successful and events scheduled during the celebration were well attended. The committee worked hard to adjust to the ever changing weather conditions. He also thanked City staff that assisted with events and finances regarding the celebration. Alderman Bjerke reported there was a great show of community and aviators at the recent Airport Fly-In; weather conditions were perfect for landing aircraft and 30-35 youth received plane rides from the Young Eagles program. Mayor Bonrud reiterated that recent events held in Flandreau were well received and enjoyed by all.

Public Comments: Bruce Allen addressed Council regarding his donation of equipment for a skateboard park with a possible location at the Aquatic Center or Duncan Park. The equipment takes a space approximately 50’ x 60’ and would need a 5-6” concrete pad underneath. Discussion was held and comments were favorable. The item will be placed on a future agenda once cost estimates are obtained.

Mayor Bonrud extended congratulations to those involved with making the recent Sesquicentennial Celebration such a success. Events were well attended. In addition the recent Airport Fly-In was well received and enjoyed by many.

City Administrator Pederson shared that construction on Safe Room #2 is progressing with side walls up. Phase 4 of the Electric Distribution Improvement Project is under way and progressing well. The City Park closed this past weekend due to flooding; it is unlikely that the campground will be utilized this summer due to the extensive clean-up needed once water recedes. The Community Appearance Codes Task Force continues to meet. Members have been reviewing national code and the appearance of other cities; specific portions of the City code will be reviewed at the next meeting. The committee regarding the Flandreau Golf Course met earlier this evening; possible scenarios for managing the course are ongoing. The FSST Pow Wow has been relocated to an area near the Casino due to flooding. Alderman Unger then indicated Riverside Park Days scheduled for the first weekend in August has been cancelled; the Ministerial Association will still hold church services at the park at a location to be determined when the event is near.

Motion by Pesall and seconded by Tufty to approve the Administrative Reports. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried.

Old Business: City Administrator Pederson requested City Attorney Corey Bruning update those present on recent events and the abatement process of the Zandt building. The motion made at the July 8th meeting was read concerning the action required by Mr. Zandt tonight. When asked, Mr. Zandt indicated he would like Dave Obenauer, High Rise of Sioux Falls, Inc. to update Council on progress made in the past week. Mr. Obenauer introduced Chad Achterberg, who would be working on the project should Council allow it. Both indicated work would be complete in 8-12 weeks with Wind Street open for thru traffic in 7-10 days. Requirements stipulated in the July 8th motion were not met; Mr. Obenauer shared a letter from an engineer that indicates it would be two weeks before he would be able to provide any opinion. Documents provided by Mr. Obenauer showing past projects were circulated for Council review. Concern was expressed regarding Mr. Zandt’s lack of progress in the past four months, maintenance of the building over the past several years, cost of repairs, and future work to repair/update the interior. Comments were heard from nearby business owners, Don Duncan and Kyle Haug.

Mayor Bonrud left the meeting at 7:35 p.m. and Council President Dan Sutton took over chairing the meeting; the Zandt building discussion continued. Discussed was extended delays in abating the nuisance should Council allow repairs to begin and the possibility of work halting due to unforeseen issues. The asbestos removal and demolition would more than likely have to be re-bid which would delay resolving the nuisance. The City Administrator asked Mr. Obenauer if he had made arrangements with Mr. Zandt to place into escrow the amount of money associated with the restoration contract, to which Mr. Obenauer replied that he had not.

Motion by Pesall and seconded by Unger to extend the deadline to mitigate the Zandt building nuisance under the following conditions: (1) Work must be complete within 12 weeks with Wind Street open for two-way traffic within 2 weeks, (2) Zandt assumes the costs incurred by the City for fencing and other expenses incurred by the City as a direct result of the collapse, (3) Zandt provides final approval of the repairs as safe, by a structural engineer, and (4) Funds for the project in the amount of $127,000.00 must be deposited into escrow with Bruning and Lewis Law Firm on July 16th, 2019 to ensure payment to the contractor and City costs. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, and Whitman. Nays: Unger. Absent: None. Motion carried.

New Business: Kelley Ramsdell, representing the Healthy Hometown Committee working on the prospect of bicycle lanes in the city, introduced committee members present. After numerous meetings held throughout the year, an event to test a simulated bicycle lane on Pipestone Avenue, and a survey conducted of community members, the committee is proposing a bicycle lane and road share on 1st Avenue as the first phase of creating a bike friendly community. The committee recommendation is to have a dedicated bicycle lane next to the curb on the north side (westbound lane) of 1st Avenue from Lindsay Street to Veterans Street; the south side (eastbound lane) on 1st Avenue would be designated as a shared road for bicycles and vehicles. Vehicle parking would be removed from the north side of 1st Avenue. Rules of shared lanes were discussed; education for motorist and bicyclists is needed and would be provided by the Flandreau Police Department and the Healthy Hometown Committee. Action on the proposed Bicycle Lane and Road Share on 1st Avenue is deferred until the August 5th Council meeting.
