The Board of Trustees of the City of Egan, South Dakota met in regular session on July 15, 2020 at 6:00pm at the Egan City Hall, 110 W 3rd Street, Egan, SD. Present: Board of Trustee members John Steinhauer, Cody Chamblin, Brad Judstra, Nancy Hansen, and Jerome Olson. Also present: Brenda Duncan-Finance Officer, and Egan City residents Mike Larson, Carol Larson, and Jane DeLay. Rich Maher attended via phone. The meeting was called to order by Steinhauer at 6:00pm. Motion by Olson, second by Chamblin, to approve the agenda. All present voted “aye.” Motion by Chamblin, second by Olson, to approve the minutes from June 17, 2020. All present voted “aye”. Public Comment: Jane DeLay asked that an arborist be hired for Veteran’s Park and discussed Veterans funds. New Business: Motion by Olson, second by Chamblin, to accept the Waste Water and Water Facilities Administration Agreement as presented by Big Sioux Rural Water System. All present voted “aye”. Acknowledged receipt of the Drinking Water Certificate of Achievement Award from the Department of Environment and Natural Resources. Motion by Hansen, second by Judstra, to adopt Resolution 2020-08. A Resolution Adopting the Moody County Pre-Disaster Mitigation Plan for 2020-2025. All present voted “aye”. Motion by Judstra, second by Hansen, to adopt Resolution 2020-09. All present voted “aye”. Mike Larson filed a written complain on Egan City parks, specifically downed trees, tree trimming, and mowing of parks. Complaint additionally addressed the best interests of council and City brush pile. Larson verbally questioned the actions of a City Trustee. Council advised they are working on making the parks look nice. Carol Larson asked to work with Trustee Judstra to coordinate a city wide park clean-up. CFAP---Our office is also handling the CFAP (Coronavirus Food Assistance Program) for producers that have livestock and 2019 grain on hand as of January 15th 2020. Give us a call for further details. WHIP +----We administer the WHIP + program (Wildfires-Hurricanes-Excessive Moisture indemnity program) for low yields in the 2019 crop year.
