Entries for the Moody County Fair Parade July 25, 2019– 6:00 pm Plans are underway for the 2019 Moody County Fair Parade on Thursday, July 25th in Flandreau. Everyone is invited to get their parade entries turned into the Extension Office as quickly as possible to ensure a good spot in the line-up. Forms are available at the Extension Office. The theme this year is “Rounding Up the Memories”. Entry forms can be faxed or e-mailed to the Extension Office by July 24th. Line-up will be held at 5:30 pm down by the museum with the parade beginning at 6:00 pm. Clubs, organizations, businesses, families, just about anyone can have an entry in the parade by calling the Extension Office at 997-2469, faxing to 997-2460 or by sending an email to moody.county@sdstate.edu

Mayor Bonrud informed Council that the Task Force to review Community Appearance Codes met last week; City Administrator Pederson provided information for committee members to review. He also indicated the Sesquicentennial Committee is meeting every week until the celebration. Alderman Sutton then shared information regarding events and expenses associated with the celebration. The City Administrator shared that video equipment is recording the meeting tonight but is not live for viewers. Discussion has been held about the possibility of budgeting the purchase of recording equipment for future meetings; tonight’s recording is a starting point on research. The second meeting of the Task Force reviewing Community Appearance Codes will be held tomorrow night at 5:30; Pederson shared impressions he had of other South Dakota cities viewed on a recent trip. Pederson indicated Bruce Allen wishes to donate skateboard equipment to the City with the possibility of installing it on the Aquatic Center grounds or at Duncan Park; an inquiry with SDPAA, the City’s insurance carrier, indicated a skateboard park is permissible. The fence on the north and east sides of Duncan Park will be removed; fencing that is still in good shape will be saved with the intent of reusing it should the City decide to create a dog park. Work on the 2020 budget begins this week at the department head meeting scheduled for Wednesday morning. Karen Gundvaldson recently attended Finance Officer School in Pierre and will be attending a Budget Workshop in July. Bid notices have been published and specifications have been created for the demolition of the Zandt building; bids received will be opened this Thursday, June 20th. Information was mailed to potential bidders; Pederson will follow up with those bidders in the next few days. Should Mr. Zandt neglect to demolish the building within the allowed 45 days, which expire on July 7th, the City will take the necessary steps to begin demolition. Asbestos removal has tentatively been scheduled for shortly after the 45 days have passed, with demolition to begin as soon as possible thereafter. Jeremy Duncan, Board Member of the Flandreau Park Golf Club, spoke on the board’s behalf, sharing that the golf course is in dire need of financial assistance. He indicated three possible solutions or scenarios for the future of the golf course and club: 1) request the City hire golf course grounds manager Darren Mulder as a full time employee, who would work at the golf course from mid-April thru mid-October, and work as a City employee the remainder of the year; 2) request of a monetary contribution from the City with the possibility of the contribution taking place annually; or 3) sell land owned by the Flandreau Park Golf Club, use the funds as long as they last, and then close the club and let the golf course grounds revert to the City. Membership and expenses were briefly discussed. On a recommendation from Mayor Bonrud, an informal committee was formed to review the finances of the club, discuss potential solutions and/or ways the City may be able to assist based on findings. The committee will consist of three Council members: Brad Bjerke, Dan Sutton, and Jason Unger, as well as three Flandreau Park Golf Club members: Jeremy Duncan, Jason Ramsdell, and Rick Sorensen. They will meet on Tuesday, June 25th to begin review and discussion. There were no Council Comments. Dakota State University is seeking applications for multiple full-time facility workers. This position will work either 4:00am – 12:30pm or 5:00am – 1:30pm shift, Monday through Friday with some weekends as needed to help with preparation/clean-up for events on campus. Primary responsibilities include custodial care for general cleaning and minor maintenance for buildings on the DSU campus. Duties will include floor care consisting of vacuuming, shampooing carpets, scrubbing, mopping, waxing and polishing floors. This position will also clean and sanitize restrooms, dust and wash walls, woodwork and windows, collect and remove trash from buildings, remove snow from steps and sidewalks during winter and perform minor maintenance functions as needed. Additional responsibilities will include some painting, moving furniture and checking equipment as necessary. The successful applicant must be able to follow written and oral instructions, operate required equipment, work with students, staff, and the public courteously, work independently, lift up to 50 pounds regularly and maintain a valid driver’s license. Those in attendance associated with the upcoming street dance were asked for comments in light of the recent falling blocks from the Zandt building and the extension of the fence on the west side of the building that has eliminated through traffic on Wind Street. Discussion was held regarding safety of those attending the street dance and the need to relocate the dance to 2nd Avenue as the area of the building collapse would be too close should it remain on S. Wind Street. Also discussed was whether businesses on Wind Street should close with the opinion being businesses should complete their own risk analysis to determine whether to close or remain open. Motion by Whitman and seconded by Bjerke to close 2nd Avenue between Wind and Center Streets and move the street dance to the this new location as well as amend temporary on-sale liquor licenses issued to Bar X Bar, Fajita’s Bar and Grill, Fat Boys Bar, and Wind Street Station to allow sale and consumption on 2nd Avenue between Wind and Center Streets as opposed to the previously approved site of Wind Street between 2nd and Pipestone Avenues. Mayor Bonrud requested an update from Jim Zandt regarding his property located at 101 and 103 E. 2nd Avenue. Dave Obenauer of High Rise of Sioux Falls, Inc., on behalf of Mr. Zandt, informed Council that he had been contracted by Mr. Zandt to repair the building by making the necessary repairs and/or modifications to make the building safe as opposed to demolishing the structure as ordered by Council at the May 23rd Special Council Meeting. Discussion was held regarding non-communication and missed deadlines by Mr. Zandt. The 45 days given to Mr. Zandt to abate the nuisance by demolishing the structure expired on July 7th and he is now presenting a contractor to repair the building previously determined by structural engineers to be unsalvageable. Numerous questions were asked of Mr. Obenauer regarding time lines, professional qualifications, references, samples and history of previous work completed of a similar nature. Some in attendance agree that repairing the building is preferable as the City would not incur asbestos removal and demolition costs but are hesitant as the building has suffered years of neglect and they feel it may be too late to attempt to salvage the structure. City Administrator Pederson shared that procedures would have to be in place to ensure the wall is shored up prior to consideration in moving the fence. In addition, a structural engineer should review the intended work and oversight needs to take place to determine if the deterioration will be remedied and the building will be sound. Also discussed was how the building issues have affected nearby business owners and their ability to conduct business due to street closures, etc. due to the deterioration and falling blocks. Concern was also expressed regarding unknown issues that may come to light while repairs were taking place and whether it would affect the timeline permitted to remedy the deteriorating building. Concern was expressed regarding needed repairs to the interior of the building should the outside be repaired and the building is deemed to be sound. City Attorney Bruning informed Council that they may proceed with asbestos removal and demolition immediately as the deadline given to Mr. Zandt to abate the nuisance on his own accord has expired. Motion by Unger and seconded by Pesall to table awarding the bid for asbestos removal of the Zandt building until the July 15th Council Meeting. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried. Motion by Whitman and seconded by Bjerker to table awarding the bid for demolition of the Zandt building until the July 15th Council Meeting. Alderman Bjerke reported there was a great show of community and aviators at the recent Airport Fly-In; weather conditions were perfect for landing aircraft and 30-35 youth received plane rides from the Young Eagles program. Mayor Bonrud reiterated that recent events held in Flandreau were well received and enjoyed by all. Dental Assistant

The newly built FSST Health Center is looking for a FT dedicated Dental Assistant (40 hours per week). Assistant will keep examination rooms clean and assist dentist with patient appointments. We need someone who can perform basic dental procedures, x-rays and maintain records with utmost confidentiality. The ideal candidate for this position has an orthodontic background and working with patients of all ages. Education/experience: Successful completion of a dental assistant program. 2+ years’ experience as a Dental Assistant. Comprehensive understanding of dental instruments. Medical Claims Specialist Opens: July 17, 2019 Closes: July 30, 2019

This is a FT (40 hours a week) position located at the Flandreau Santee Sioux Health Center 3rd Party billing department. This position will be responsible for researching and correcting all insurance claim denials and determine which can be submitted for 3rd party re-imbursement. Must be familiar with re-imbursement, accounts receivable and billing operations. Work effectively as a team member. High school diploma or GED required. Minimum of two (2) years billing and/or claims preferably in a medical setting. Must pass a pre-employment drug and alcohol testing and background investigation. Opens: June 19, 2019 • Closes: July 30, 2019 The Flandreau Santee Sioux Tribal Health Center has an opening for a highly accomplished and skilled Health Clinic Chief Executive Officer (CEO). The primary job obligations of the Health Clinic CEO is the supervision and management of the Health facility and staff. The CEO must be aware of every single activity that takes place in the facility and with staff. The CEO must supervise every area of the facility to ensure tasks are carried out in the most efficient and least hazardous fashion and ensure each member of each department standards are set forth and are being upheld. The CEO will assist in the transition of the Health Clinic to a for-profit status clinic and have other experience with federal assistance programs for tribal health clinics. DUTIES AND RESPONSIBILITIES: Devising strategies and plan for the Health Clinic according to FSST, state and federal standards for excellent service and growth; assuming responsibility of budgeting and resourcing; planning and overseeing all patient care or administrative operations and programs Job brief; organize and oversee people and programs of our clinical department. You will be responsible supervising and directing everything from employees and budgets to technology and operations. Must possess excellent proven management and mentoring skills. You must be an outstanding communicator to resolve conflicts and issues. If you have a deep respect for policies and ethics and can inspire that in others, you are ideal for the role. Ensure the smooth running of the Health clinic goal to maximum performance responsibilities; devise strategies and plans for the Health Clinic according to FSST, state and federal standards for excellent service and growth; assume responsibility of budgeting and resourcing. Take the lead responsibility in the transition of the Health Clinic to a ‘for profit’ status. Direct and oversee planning efforts to create a long-term vision and goals for the department. Ensure that new and sustained activities are consistent with overall Tribal/community needs, values and strategic vision for the Health Services Department. Identify funding sources and develop positive working relationships with individuals, agencies and organizations that may contribute to the accomplishment of department goals. Plan and oversee all patient care or administrative operations and programs; recruit employees to ensure department is staffed with qualified personnel. Assign cases and create schedules for all employees; coordinate and supervise staff providing constructive feedback; provide personnel with clinical training and opportunities to continuous development; evaluate performance and discipline employees when necessary; monitor compliance to legal guidelines, internal policies and quality standards requirements. MINIMUM QUALIFICATIONS – EDUCATION: M. S. Degree in Public Health, Business Administration, Public Administration or related field with three (3) years’ experience. Medical Administration or BS in Public Health, Business Administration or related field with five (5) years’ experience. Proven experience as Health Clinic CEO or other managerial experience in clinical supervision and program managements; solid understanding of budgeting, resourcing, and performance evaluation procedures. Excellent knowledge of standards (e.g. ISO) and regulations for the clinical field; proficient in MS Office and computer systems (e.g. patient management software); excellent communication and people skills and exceptional organizational and leadership skills, and aptitude in resolving issues and conflicts.
