The Buck Stops Here Or Eradication of Common Buckthorn By Perry Johnson, Brookings Area Master Gardener Most South Dakotans have heard of the common buckthorn weed that has been spreading through our state for decades. It gives a new meaning to the phrase “the buck stops here”. It was imported from Europe by early Americans, thinking it would have ornamental uses. It quickly established itself to North American soils by using birds to spread its unwanted seeds. If common buckthorn is not removed the result is the shading out of native plants, reduce plant diversity in the infected area, and a host for undesirable pests. There is some evidence that common buckthorn effects the soil in a way to inhibit the growth of some native flora. Buckthorn unripened fruit is an overwintering host for the soybean aphid eggs. It is also an alternate host for alfalfa mosaic virus and crown fungus, which causes oat rust disease. Lastly, buckthorn is also considered to be a winter host for the newly arrived invasive spotted wing drosophila fruit fly, which attack and destroy strawberries, raspberries, and other soft fruits. To identify common buckthorn, look for the following characteristics. It is a leafy shrub or a small tree. They have dark green leaves which are elliptical or ovate and vary from 1 ½ to 3 inches long. The twigs will have thorns at their tips. Bark and stems are brownish or grayish in color. Small, green-yellow flowers will appear in the late spring. The shrub will produce a round purplish black fruit. The fruit is not eatable and causes diarrhea in birds hasting its spread. It will not grow in mowed or tilled areas, but will populate in woodlands, ditches, fence lines, and other undisturbed areas. It commonly gets started where birds perch. If allowed to establish, it will take years of labor to eradicate it. If you are lucky enough to have mature common buckthorn, wood carvers prefer the burnt red-orange dense heartwood. Wood turners can make beautiful colored turned art pieces. The straight stems make excellent walking sticks. When dried, the wood is very dense and makes a slow burning firewood. Isn’t that an appropriate end to one of South Dakota’s most uninvited invasive plants? There are control options for the common buckthorn. The best is to recognize the plant and eliminate it before it gets established. Young seedling can easily be pulled out by hand or dug out using a spade or potato fork. Medium size plants can be pull out by wrapping a chain around the stem and pulling with an ATV or tractor. There are commercial pulling tools available that are effective. Just cutting off the common buckthorn will later be discovered as a disaster. Lopping off the main stem will result in multiple stems in the following years and helping it become a better establish plant. There are chemical options that are effective. Those options can be obtained by contacting the SDSU Extension Service or search the https:// extension.sdstate.edu website. Just type in “buckthorn” in the search box. Mayor Bonrud informed Council that the Task Force to review Community Appearance Codes met last week; City Administrator Pederson provided information for committee members to review. He also indicated the Sesquicentennial Committee is meeting every week until the celebration. Alderman Sutton then shared information regarding events and expenses associated with the celebration. The City Administrator shared that video equipment is recording the meeting tonight but is not live for viewers. Discussion has been held about the possibility of budgeting the purchase of recording equipment for future meetings; tonight’s recording is a starting point on research. The second meeting of the Task Force reviewing Community Appearance Codes will be held tomorrow night at 5:30; Pederson shared impressions he had of other South Dakota cities viewed on a recent trip. Pederson indicated Bruce Allen wishes to donate skateboard equipment to the City with the possibility of installing it on the Aquatic Center grounds or at Duncan Park; an inquiry with SDPAA, the City’s insurance carrier, indicated a skateboard park is permissible. The fence on the north and east sides of Duncan Park will be removed; fencing that is still in good shape will be saved with the intent of reusing it should the City decide to create a dog park. Work on the 2020 budget begins this week at the department head meeting scheduled for Wednesday morning. Karen Gundvaldson recently attended Finance Officer School in Pierre and will be attending a Budget Workshop in July. Bid notices have been published and specifications have been created for the demolition of the Zandt building; bids received will be opened this Thursday, June 20th. Information was mailed to potential bidders; Pederson will follow up with those bidders in the next few days. Should Mr. Zandt neglect to demolish the building within the allowed 45 days, which expire on July 7th, the City will take the necessary steps to begin demolition. Asbestos removal has tentatively been scheduled for shortly after the 45 days have passed, with demolition to begin as soon as possible thereafter. He indicated three possible solutions or scenarios for the future of the golf course and club: 1) request the City hire golf course grounds manager Darren Mulder as a full time employee, who would work at the golf course from mid-April thru mid-October, and work as a City employee the remainder of the year; 2) request of a monetary contribution from the City with the possibility of the contribution taking place annually; or 3) sell land owned by the Flandreau Park Golf Club, use the funds as long as they last, and then close the club and let the golf course grounds revert to the City. Membership and expenses were briefly discussed. On a recommendation from Mayor Bonrud, an informal committee was formed to review the finances of the club, discuss potential solutions and/or ways the City may be able to assist based on findings. The committee will consist of three Council members: Brad Bjerke, Dan Sutton, and Jason Unger, as well as three Flandreau Park Golf Club members: Jeremy Duncan, Jason Ramsdell, and Rick Sorensen. They will meet on Tuesday, June 25th to begin review and discussion. There were no Council Comments. Acreage Reporting and Prevent Planting Information
Farm Maps have been printed and are ready to be picked up at the office for certifying 2019 acres. To save time during your office visit bring your maps along, filled out with the following information: crop, intended use (grain, silage, hay, graze, etc), acres, planting date and any additional field boundaries should be recorded on these maps and brought to the scheduled appointment. Important Prevented Planting Information Due to the wet weather, you may have been unable to plant all the acres of the crop(s) you intended. To receive FSA planting history credit on those acres a request for FSA Prevented Planting Credit (CCC-576) must be reported to FSA by the close of final acreage reporting date July 15th, 2019. If a producer is unable to report the prevented planting acreage by July 15th, a late-filed report can be submitted. Late-filed reports will only be accepted if FSA conducts a farm visit to assess the eligible disaster condition that prevented the crop from being planted. A measurement service fee of $46 will be charged. HOWEVER, FSA can consider a CCC-576 request timely filed AFTER these deadlines if a prevented planting claim has, or will, be filed with a crop insurance company. Therefore, remember to timely contact your crop insurance agent and ensure you have complied with crop insurance filing procedures and deadlines - they are different than FSA. In order to comply with FSA program eligibility requirements, all producers are encouraged to visit their local FSA office to file an accurate crop certification report by the applicable deadline. Acreage reporting dates vary by crop and by county so please contact your local FSA office for a list of county-specific deadlines. The following exceptions apply to acreage reporting dates: • If the crop has not been planted by the applicable acreage reporting date, then the acreage must be reported no later than 15 calendar days after planting is completed. • If a producer acquires additional acreage after the applicable acreage reporting date, then the acreage must be reported no later than 30 calendars days after purchase or acquiring the lease. Appropriate documentation must be provided to the county office. • If a perennial forage crop is reported with the intended use of “cover only,” “green manure,” “left standing,” or “seed,” then the acreage must be reported by July 15th. For questions regarding crop certification and crop loss reports, please contact your local FSA office.
USDA Offers Producers Options to Re-enroll or Extend Expiring CRP Contracts
WASHINGTON, June 21, 2019 – Farmers and ranchers with expiring Conservation Reserve Program (CRP) contracts may now re-enroll in certain CRP continuous signup practices or, if eligible, select a one-year contract extension. USDA’s Farm Service Agency (FSA) also is accepting offers from those who want to enroll for the first time in one of the country’s largest conservation programs. FSA’s 52nd signup for CRP runs from June 3 to August 23. “Agricultural producers with expiring CRP contracts have set aside land to reduce soil erosion, improve water quality, provide habitat for wildlife and boost soil health for at least a decade,” said U.S. Under Secretary for Farm Production and Conservation Bill Northey. “We want to make sure they – and their neighbors who may not have a CRP contract – know they have opportunities within CRP to continue their valuable contribution to our country’s conservation successes.” FSA stopped accepting offers last fall for the CRP continuous signup when 2014 Farm Bill authority expired. The 2018 Farm Bill reauthorized the program this past December, and FSA has carefully analyzed the bill’s language and determined that a limited signup prioritizing water-quality practices furthers conservation goals and makes sense for producers as FSA works to fully implement the program. This year’s CRP continuous signup includes such practices as grass waterways, filter strips, riparian buffers, wetland restoration and others. View a full list of practices approved for this signup . Continuous signup enrollment contracts last for 10 to 15 years. Soil rental rates are set at 90 percent of 2018 rates. Incentive payments are not offered for these practices. Producers with Expiring CRP Contracts Letters are in the mail to all producers with expiring CRP contracts, describing possible options. A one-year extension is being offered to existing CRP participants with expiring CRP contracts of 14 years or less that have practices not eligible for reenrollment under this CRP signup. Alternatively, producers with expiring contracts may have the option to enroll in the Transition Incentives Program, which provides two additional annual rental payments on the condition the land is sold or rented to a beginning farmer or rancher or a member of a socially disadvantaged group. CRP Continuous CREP Signup This signup also enables producers to sign up under existing Conservation Reserve Enhancement Program (CREP) agreements. CREP is part of CRP and targets high-priority conservation concerns identified by a state, and federal funds are supplemented with non-federal funds to address those concerns. Download this fact sheet to learn more . Other Future CRP Signup Options FSA is still planning a CRP general signup in December 2019, with a CRP Grasslands signup to follow. Those that extend their contracts may be eligible for one of these signup types or another continuous signup in the future.
USDA Announces New Decision Tool for New Dairy Margin Coverage Program
USDA announced the availability of a new web-based tool – developed in partnership with the University of Wisconsin – to help dairy producers evaluate various scenarios using different coverage levels through the new Dairy Margin Coverage (DMC) program. The 2018 Farm Bill authorized DMC, a voluntary risk management program that offers financial protection to dairy producers when the difference between the all milk price and the average feed cost (the margin) falls below a certain dollar amount selected by the producer. It replaces the program previously known as the Margin Protection Program for Dairy. Sign up for this USDA Farm Service Agency (FSA) program opens on June 17. The University of Wisconsin launched the decision support tool in cooperation with FSA and funded through a cooperative agreement with the USDA Office of the Chief Economist. The tool was designed to help producers determine the level of coverage under a variety of conditions that will provide them with the strongest financial safety net. It allows farmers to simplify their coverage level selection by combining operation data and other key variables to calculate coverage needs based on price projections. The decision tool assists producers with calculating total premiums costs and administrative fees associated with participation in DMC. It also forecasts payments that will be made during the coverage year. For more information, access the tool at fsa.usda.gov/dmc-tool. Mayor Bonrud shared that the recent Sesquicentennial kick-off event, the Tonic Sol-fa concert, was enjoyable and thanked Dan Sutton and the Sesquicentennial committee for their hard work with the last minute change of venue. The Airport Fly-In will be held on Sunday, July 9th, weather permitting. The City Administrator updated Council on recent code violations and enforcement. The Task Force to review Property Appearance Codes has met twice and is becoming familiar with current code; they will continue to meet regularly. The remodel of the men’s restroom at the Community Center is complete. A progress meeting for Community Safe Room #2 was held recently; an issue with the concrete floor will be fixed or the floor will be replaced. A Special Council Meeting will be held on Monday, July 8th at 5:00; items on the agenda will include bids to remove asbestos and demolish the Zandt building. He indicated the building continues to shift and separate; the security fence will be extended west to increase safety at the street dance that will be held on Wind Street on July 5th. Repairs to the historic water building on E. 2nd Avenue are complete with an estimated total cost of $35,000. Motion by Pesall and seconded by Tufty to approve the Administrative Reports. Motion by Bjerke and seconded by Whitman to approve Pay Request Number Two (2) from F.R.S. Inc., dba Solbros Construction, in the amount of $35,752.49 for construction of Community Safe Room #2. Motion by Sutton and seconded by Pesall to approve transfer from the Electric Fund to the General Fund in the amount of $150,000.00 which will be made in quarterly increments of $37,500.00. Motion carried. Council Comments: Alderman Bjerke shared information regarding the upcoming Airport Fly-In. Weather conditions permitting, the Young Eagles program will be on site to give airplane rides to children; he encourages anyone interested to be there early. Alderman Sutton shared that the Flandreau Development Corporation is having an informational meeting at the City Office regarding Southview Heights and the potential of twin homes in this area on July 10th from 5:30 to 7:30 p.m. He also shared that he met with Golf Course Board Member Jason Ramsdell, but would like to meet with the full committee to discuss options for the golf course. Alderman Sutton indicated that the bleachers and portable toilets rented for the recent Tonic Sol-fa concert were not used but are intended to also be used at other Sesquicentennial events. Council was also informed that US Senator John Thune will be attending the parade on July 5th. EGAN CITY MINUTES
REGULAR MEETING June 19, 2019
The Board of Trustees of the City of Egan, South Dakota met in regular session on June 19, 2019 at 6:00pm at the Egan City Hall, 110 W 3rd Street, Egan, SD. Present: Board of Trustee members John Steinhauer, Jerome Olson, Nancy Hansen, and Cody Chamblin. Also present: Brenda Duncan-Finance Officer, Dan Warborg, Sarah Thiner, and Tate Anderson.
The meeting was called to order by J. Steinhauer at 6:00pm
Motion by Chamblin, seconded by Olson, to approve the agenda. All present voted “aye.” Motion by Chamblin, seconded by Steinhauer, to approve the regular council meeting minutes from May 22, 2019 with the following correction: Motion by Chamblin, seconded by Smidt to waive the Special Assessment on Parcel 23.01.03.04 23.01.25.05 located at 311 W. 1st Street. Reason: Moody County’s error on publishing wrong parcel number, and to approve minutes from Special Meeting held May 28, 2019. All present voted “aye”.
Public Comment: Sarah Thiner and Tate Anderson were present requesting speed bumps be placed on Prospect Street. Motion by Chamblin and second by Olson to purchase an additional set of speed bumps. Voting aye: Steinhauer, Chamblin, and Olson. Voting naye: Hansen.
Motion to adjourn by Olson, seconded by Chamblin, to meet as Board of Adjustment. All present voted “aye”. Motion to resume as council by Chamblin, seconded by Steinhauer. All present voted “aye”.

Motion by Hansen, seconded by Chamblin, to transfer $7,557.84 from Sewer Account to General Checking Account for sewer repairs. All present voted “aye”.
Motion by Hansen, seconded by Chamblin, to approve the financial report. All present voted “aye”.
Motion by Steinhauer, seconded by Hansen, to remove $470.00 from Utility Account #88; $271.20 from account #178; and $270.46 from Utility Account #169 per judgment awarded to Egan City in Moody County Small Claims Court, Third Judicial Circuit. Everyone is invited to get their parade entries turned into the Extension Office as quickly as possible to ensure a good spot in the line-up. Forms are available at the Extension Office. The theme this year is “Rounding Up the Memories”. Entry forms can be faxed or e-mailed to the Extension Office by July 24th.
