Mayor Bonrud informed Council that the Task Force to review Community Appearance Codes met last week; City Administrator Pederson provided information for committee members to review. He also indicated the Sesquicentennial Committee is meeting every week until the celebration. Alderman Sutton then shared information regarding events and expenses associated with the celebration. The City Administrator shared that video equipment is recording the meeting tonight but is not live for viewers. Discussion has been held about the possibility of budgeting the purchase of recording equipment for future meetings; tonight’s recording is a starting point on research. The second meeting of the Task Force reviewing Community Appearance Codes will be held tomorrow night at 5:30; Pederson shared impressions he had of other South Dakota cities viewed on a recent trip. Pederson indicated Bruce Allen wishes to donate skateboard equipment to the City with the possibility of installing it on the Aquatic Center grounds or at Duncan Park; an inquiry with SDPAA, the City’s insurance carrier, indicated a skateboard park is permissible. The fence on the north and east sides of Duncan Park will be removed; fencing that is still in good shape will be saved with the intent of reusing it should the City decide to create a dog park. Work on the 2020 budget begins this week at the department head meeting scheduled for Wednesday morning. Karen Gundvaldson recently attended Finance Officer School in Pierre and will be attending a Budget Workshop in July. Bid notices have been published and specifications have been created for the demolition of the Zandt building; bids received will be opened this Thursday, June 20th. Information was mailed to potential bidders; Pederson will follow up with those bidders in the next few days. Should Mr. Zandt neglect to demolish the building within the allowed 45 days, which expire on July 7th, the City will take the necessary steps to begin demolition. Asbestos removal has tentatively been scheduled for shortly after the 45 days have passed, with demolition to begin as soon as possible thereafter. Jeremy Duncan, Board Member of the Flandreau Park Golf Club, spoke on the board’s behalf, sharing that the golf course is in dire need of financial assistance. He indicated three possible solutions or scenarios for the future of the golf course and club: 1) request the City hire golf course grounds manager Darren Mulder as a full time employee, who would work at the golf course from mid-April thru mid-October, and work as a City employee the remainder of the year; 2) request of a monetary contribution from the City with the possibility of the contribution taking place annually; or 3) sell land owned by the Flandreau Park Golf Club, use the funds as long as they last, and then close the club and let the golf course grounds revert to the City. Membership and expenses were briefly discussed. On a recommendation from Mayor Bonrud, an informal committee was formed to review the finances of the club, discuss potential solutions and/or ways the City may be able to assist based on findings. The committee will consist of three Council members: Brad Bjerke, Dan Sutton, and Jason Unger, as well as three Flandreau Park Golf Club members: Jeremy Duncan, Jason Ramsdell, and Rick Sorensen. They will meet on Tuesday, June 25th to begin review and discussion. There were no Council Comments. Opens: June 19, 2019 • Closes: July 30, 2019 The Flandreau Santee Sioux Tribal Health Center has an opening for a highly accomplished and skilled Health Clinic Chief Executive Officer (CEO). The primary job obligations of the Health Clinic CEO is the supervision and management of the Health facility and staff. The CEO must be aware of every single activity that takes place in the facility and with staff. The CEO must supervise every area of the facility to ensure tasks are carried out in the most efficient and least hazardous fashion and ensure each member of each department standards are set forth and are being upheld. The CEO will assist in the transition of the Health Clinic to a for-profit status clinic and have other experience with federal assistance programs for tribal health clinics. DUTIES AND RESPONSIBILITIES: Devising strategies and plan for the Health Clinic according to FSST, state and federal standards for excellent service and growth; assuming responsibility of budgeting and resourcing; planning and overseeing all patient care or administrative operations and programs Job brief; organize and oversee people and programs of our clinical department. You will be responsible supervising and directing everything from employees and budgets to technology and operations. Must possess excellent proven management and mentoring skills. You must be an outstanding communicator to resolve conflicts and issues. If you have a deep respect for policies and ethics and can inspire that in others, you are ideal for the role. Ensure the smooth running of the Health clinic goal to maximum performance responsibilities; devise strategies and plans for the Health Clinic according to FSST, state and federal standards for excellent service and growth; assume responsibility of budgeting and resourcing. Take the lead responsibility in the transition of the Health Clinic to a ‘for profit’ status. Direct and oversee planning efforts to create a long-term vision and goals for the department. Ensure that new and sustained activities are consistent with overall Tribal/community needs, values and strategic vision for the Health Services Department. Identify funding sources and develop positive working relationships with individuals, agencies and organizations that may contribute to the accomplishment of department goals. Direct and oversee planning efforts to create long-term vision and goals for the department. Oversee contract and grant writing proposals to procure special project and program funding. Plan and oversee all patient care or administrative operations and programs; recruit employees to ensure department is staffed with qualified personnel. Assign cases and create schedules for all employees; coordinate and supervise staff providing constructive feedback; provide personnel with clinical training and opportunities to continuous development; evaluate performance and discipline employees when necessary; monitor compliance to legal guidelines, internal policies and quality standards requirements. MINIMUM QUALIFICATIONS – EDUCATION: M. S. Degree in Public Health, Business Administration, Public Administration or related field with three (3) years’ experience. Medical Administration or BS in Public Health, Business Administration or related field with five (5) years’ experience. Proven experience as Health Clinic CEO or other managerial experience in clinical supervision and program managements; solid understanding of budgeting, resourcing, and performance evaluation procedures. Excellent knowledge of standards (e.g. ISO) and regulations for the clinical field; proficient in MS Office and computer systems (e.g. patient management software); excellent communication and people skills and exceptional organizational and leadership skills, and aptitude in resolving issues and conflicts.

Bauske, South Dakota Master Gardener The best time to start grapes is in the spring. Find a vineyard that is willing to help you such as Schade’ Winery in Volga. Jim was very gracious to help me get my vineyard started by sharing his expertise and cuttings from his grape vines. He gave me several cuttings with bud marks on them. They averaged eight inches long. When I got home I filled 16 ounce Styrofoam glasses with potting soil and stuck the sticks in the soil. I kept them in the basement, out of the sunlight until they started to bud. It took approximately six weeks for this to happen. Some sticks budded quicker than others so I moved them upstairs into the indirect sunlight where they continued to grow. I didn’t realize how sensitive new grapes are to sunlight. When the time came to plant them outside I did it in the early morning when the sun was not directly overhead. I placed translucent sleeves over them to protect them from direct sunlight. I kept those sleeves on for the entire first year. I don’t recall the exact kind of grapes that Schade’ shared with me but I know the ones that grow best in South Dakota are Valiant and Frontenac. Valiant was propagated at South Dakota State University. The grapes are bluish-purple and have a sweet, tangy flavor. They are good for making wine, jams and jellies. They are very cold hardy which is what makes them good for this area. The other grape I have is Frontenac that was propagated by the University of Minnesota. It is an inter-specific hybrid. Researchers at the university cross-bred the Landot 4511 with a very cold hardy of Vitis-riparia. It produces Noir colored grapes that make great red wine. The grape vines need to be mulched to protect them from the harsh winter temperatures for the first four years. I used fine mesh screen called Hardware Clothe around each vine to protect it from rabbits and used that cage to hold leaves that insulated the vines. Make sure you remove the leaves in the spring so vines can get sunlight after they are four years old and the bark is tough enough to withstand the sunlight. Grapes should not be harvested or pruned until the vines are four years old. The roots need the foliage to grow deep and strong. After four year you can start harvesting the grapes, but they need to be pruned in the spring. It is important to prune the fines early before they start budding. Leave two buds per branch. It will look like you are really doing the grape vines in but you are helping them become better producers by limiting the number of branches and grapes they produce. It will allow the roots to become stronger and the grapes you get will be bigger and better grapes. Most grapes are ready to harvest in late August to mid September, but the most important thing to check is the sugar content of the grapes. You can purchase an instrument that will allow you to check the sugar content of the grapes; the higher the better for wine because it means less sugar has to be added when the grapes are fermenting and being made into wine. Natural sugar from the grapes makes better tasting wine than manmade sugar. Today, less then 2% of the population in the USA is directly involved in Agriculture. This lack of background and exposure to farming and the increasing urbanization and apartment-ization (my word) of our country reduces the opportunity and knowledge for families to start gardens, have gardens, or use gardens. Our young families of today are wanting to know where their food comes from and want to control how it is grown. This desire has led to a boom in the interest in gardening. One method of gardening that has emerged is the use of containers to garden in. This method accommodates the lack of room for apartment dwellers or home owners with small yards. Container Gardening is what I am calling the New Family Garden There are 3 very important elements of a container garden – Container Size, Container Soil, and Container Drainage. The size of the container you choose to use will affect the plants you can use, the location you can place the container, and the weight of the container once ďŹ lled (if you need to move it around). Plants require sunshine and will need 6–8 hours a day of sunshine. You will need to ďŹ nd a place where this is possible. The size of that space will determine how big your container can be. Some plants are bred smaller for container gardening, so don’t require soil depth and as big a space as a in ground garden would provide. Once you have determined how big a container your space can hold, identify what plants can grow in a container that size. Pay particular attention to root depth room required by the mature plants you are deciding to grow. Once you have picked out a location, determined the container size you need or have available, make sure that the container has sufďŹ cient drainage so plant root systems do not get waterlogged. Lots of holes please. Now comes the fun part, ďŹ lling the container with dirt. Be sure and use either commercially available potting soil or put together your own mixture for the container. Do not use regular garden soil. This does not drain sufďŹ ciently to insure good root growth and development. The Brookings Area Master Gardeners would love to see pictures of your container gardens. REGULAR MEETING June 19, 2019
The Board of Trustees of the City of Egan, South Dakota met in regular session on June 19, 2019 at 6:00pm at the Egan City Hall, 110 W 3rd Street, Egan, SD. Present: Board of Trustee members John Steinhauer, Jerome Olson, Nancy Hansen, and Cody Chamblin. Also present: Brenda Duncan-Finance Officer, Dan Warborg, Sarah Thiner, and Tate Anderson.
The meeting was called to order by J. Steinhauer at 6:00pm
Motion by Chamblin, seconded by Olson, to approve the agenda. All present voted “aye.” Motion by Chamblin, seconded by Steinhauer, to approve the regular council meeting minutes from May 22, 2019 with the following correction: Motion by Chamblin, seconded by Smidt to waive the Special Assessment on Parcel 23.01.03.04 23.01.25.05 located at 311 W. 1st Street. Reason: Moody County’s error on publishing wrong parcel number, and to approve minutes from Special Meeting held May 28, 2019. All present voted “aye”.
Public Comment: Sarah Thiner and Tate Anderson were present requesting speed bumps be placed on Prospect Street. Motion by Chamblin and second by Olson to purchase an additional set of speed bumps. Voting aye: Steinhauer, Chamblin, and Olson. Voting naye: Hansen.
