The City Council of the City of Flandreau, South Dakota, met in regular session on Monday, June 4th, 2018 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. City Administrator Pederson informed Council of two new State Laws that will take effect on July 1st: a requirement to place a “Public Comments” item on the agenda to give attendees an opportunity to address Council with questions or concerns; and surplus property may now be sold at less than 90% of appraised value. City Administrator Pederson shared that he has spent a lot of time in the field on 1st Avenue with the water/wastewater project and has resolved many of the issues that were addressed at the last Council meeting. A water/wastewater project progress meeting was held last week with the contractor requesting an extension of the July 25th deadline. At this time, Clark Engineering does not feel there is justification to extend the deadline. Pederson indicated the pool opened on Memorial Day with record attendance. The slides were refurbished in time for opening day. Motion by Unger and seconded by Sample to approve the Administrative Report. The following members voted aye: Bjerke, Pesall, Sample, Tufty, and Unger. Nays: None. Absent: Sutton. Motion carried. Old Business: None New Business: Motion by Unger and seconded by Sample to approve Pay Request Eight (8) from H & W Contracting in the amount of $163,602.59 for the Water and Wastewater Improvements Project. Justin Peterson, Clark Engineering, discussed with Council the proposed Change Order #3 for the Water & Wastewater Project indicating the proposed change is to add ADA ramps where there are sidewalks to the street and drop curb at locations where there is no sidewalk to the street. Also included is the removal and replacement of curb and gutter on the north side of 1st Avenue and additional curb and gutter removals on Community Drive. Motion by Bjerke and seconded by Sample to approve Change Order #3, from H&W Contracting, LLC for the Water & Wastewater Project, which increases the cost of the project $78,481.18. The following members voted aye: Bjerke, Pesall, Sample, Tufty, and Unger. Nays: None. Absent: Sutton. Motion carried. A list of thirty transformers and their serial numbers were provided to Council requesting that they be declared surplus. The list includes two that we will have to pay to dispose of due to high PCB readings. A motion was made by Unger and seconded by Tufty to declare the thirty transformers surplus. The following members voted aye: Bjerke, Pesall, Sample, Tufty, and Unger. Nays: None. Absent: Sutton. Motion carried. Motion by Sample and seconded by Tufty to approve a temporary liquor license for Bar X Bar for the John Feske wedding reception and dance for Saturday, June 16th, 2018.
