Mayor Sutton reported that the pool was open for the season. He thanked the Flandreau Baseball Association for a successful tournament over the last weekend in May which brought a lot of people to the city park. Flandreau Fridays event will be coming up on Friday, June 20th beginning at 5:00 p.m. Sutton encouraged everyone to come out and support this event which celebrates our diversity and ethnicity. The Mayor also reminded citizens to keep their lawns mowed and their properties cleaned up. The Code Enforcement Officer will be coming around to check on properties in town. Sutton offered condolences to Carleen Wild and family due to the passing of her husband Casey Wilson. City Administrator Cohl Turnquist told council that construction is underway for the Early Learning Childcare Center at the old tennis court site. A portion of community drive will be closed during the project to update concrete work. There will be a chislic feed fundraising event sponsored by the Firemen on Saturday, June 7th beginning at 5:00 p.m. at the new fire station. The pool is open and the boiler is fixed. Turnquist said it will take about a week for the temperature to warm up and the cost to fix the boiler is approximately $4,000. The Airport Board recently met and will host a Fly-In Event at the airport on Sunday, July 6th from 8:00 a.m. to 1:00 p.m. Breakfast will be served by the Flandreau Pink Ladies and the event will take place rain or shine. Alderman Ahlers asked about the status of the new firetrucks. Turnquist reported that both firetrucks that have been purchased for the department have arrived and firemen are working to get the trucks set up and ready for service.

New Business: Shane Waterman, with IMEG Engineering, gave an update on the Utility Improvement Project. Crews have been working on Park Avenue between Wind Street and Prairie Street and are concentrating on the water main side. Some of the city’s current valves are not working properly and staff is working to determine the best solution. It is possible that a sub-consultant could be used to provide a line-stop temporary valve, but costs will be gathered and presented to council prior to a decision being made on that. After crews are done on Park Ave, they will move to Wind Street. Waterman also told council that the contractor should not be working on Sundays and IMEG will monitor the situation to ensure they work on scheduled days only, unless the city approves otherwise. The next public meeting for utility project updates is June 11th at noon at the city office. Motion by Fargen and seconded by Tufty to approve SRF Pay Requests Number Three (Sewer Portion-$23,380) and Number 15 (Water Portion-$27,510) to IMEG Engineering for construction observation. The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Motion by Bjerke and seconded by Ekern to approve ARPA Pay Request Number Two to H&W Contracting, LLC for the Utility Improvement Project (Sewer Portion-$129,783.57) (Water Portion-$20,549.64). The following members voted aye: Ahlers, Bjerke, Ekern, Fargen, Tufty and Yeaton. Nays: None. Absent: None. Motion carried.

Discussion was had on the Ambulance Service and Mayor Sutton encouraged the council to vote to accept Moody County’s offer. Alderman Yeaton spoke in favor of taking over the ambulance, stating the city is capable of managing the service. Alderman Bjerke spoke against taking over ambulance operation due to the financial strain it would place on the city. Bjerke spoke in favor of developing an ambulance district where everyone who utilizes the service would pay, making it equal for everyone.

A motion was made by Yeaton and seconded by Ekern to accept the offer made by Moody County on January 9, 2025. A roll call vote was taken. The following members voted aye: Ahlers, Ekern, Fargen and Yeaton. Nays: Bjerke and Tufty. Absent: None. Motion carried. Administrator Turnquist will prepare a letter of acceptance to present to the county commissioner for their review at their June 3rd meeting.

Motion by Tufty and seconded by Ahlers to approve the placement of Brandon Goff on the Certified Police Officer Wage Scale at Step 1, which is $24.87/hourly.
