Applicants with any misdemeanor convictions (non-traffic) or misdemeanor deferred judgments within the last 36 months will be disqualified from testing. No illegal drug usage within the last 36 months. Applicants who have used drugs within the last 36 months will be disqualified from testing. Education: you must have either a high school diploma or G.E.D. Must be 21 years of age at the time of appointment and possess a valid Driver’s License. The Board of Trustees of the City of Egan, South Dakota met in regular session on May 22, 2019 at 6:00pm at the Egan City Hall, 110 W 3rd Street, Egan, SD. Present: Board of Trustee members John Steinhauer, Jerome Olson, Nancy Hansen, Cody Chamblin and Doug Smidt. Also present: Brenda Duncan-Finance Officer, Marty Skroch, Moody County Commission Assistant, Kristina Krull, Moody County Auditor and Brad Judsma. The meeting was called to order by J. Steinhauer at 6:00pm Motion by Chamblin, seconded by Smidt, to approve the agenda. SEDUM Sedum varieties come in many colors and sizes and are a good choice for busy or beginning gardeners due to their hardiness. Often called stonecrop, this plant is drought and heat tolerant and suitable for all types of garden designs. Blooming colors of white, yellow and pink, or darker purple and red, grow on stems that range from plain green and chartreuse to burgundy and nearly black. The large clusters of flowers attract birds and are an excellent choice for butterfly gardens. Taller varieties grow up to 24” tall and can be used for back borders in flower beds and smaller 2” versions of this plant may be used as ground cover in difficult locations such as rock gardens. Established plants require little care, are deer resistant and most critters leave sedum alone. When planting low-maintenance sedum, choose a sunny location with loam yet sandy well-drained soil. The preferred time to plant is in early spring but this hardy choice can also be planted in the summer or fall, just water the new plant more than normal. The distance between plants should be 3’ apart for taller varieties and 6” apart for shorter varieties to allow for seasonal growth. They tolerate partial shade but do best in full sun and only need to be watered as needed. Too much rain or soil that is not well drained can be a problem for sedum as this situation may cause root rot. In larger varieties such as the popular “Autumn Joy” clusters of small star-shaped flowers bloom on the ends of fleshy stems with large, thick succulent leaves. To avoid the situation of “floppy” stem clusters, a gardener may choose to stake tall stems or, before the plants bloom, 6-8” stems can be pinched back to a height of 4” to encourage sturdy growth. Sedum will bloom in mid to late summer for several weeks until a hard freeze at which time the stems and leaves turn brown. The flower heads can be left intact over the winter months to add viewing interest to a garden but should be cut back in late winter or early spring to about 3” before the new plants emerge. Sedum is not difficult to transplant or divide. Smaller creeping varieties of sedum can be moved nearly any time as they are more forgiving, but the ideal time to move and/or divide this plant is in the spring when the new shoots are up a few inches. If a plant needs to be moved in the fall, cut the plant down to approximately 6” and water it well for a few days prior to moving or dividing. Gently dig down around the plant and loosen the soil around the roots. Lift the whole clump and replant immediately, taking as many roots as possible and replanting at the same depth as it originally grew, or divide the plant into smaller sections and replant them immediately. Water all transplants well for the first few weeks until the plant is reestablished. If stems are broken off in the move, they can be stuck in the soil and if kept moist, will root and form new plants, or the broken stems with the lower half of the leaves removed from the stem can be placed in a glass of water in a sunny spot to form new roots and later planted in a pot with soil. The greatest risk for prussic acid poisoning occurs under drought conditions, when plants are damaged by frost, or when livestock graze short regrowth. To minimize risk, defer grazing until sudangrass is 18 to 20 inches tall and sorghum-sudangrass hybrids reach 24 to 30 inches. Remove livestock for 5 to 6 days if these plants are damaged by a killing frost so that the plants can dry out and the prussic acid can dissipate. Forage Sorghum

This crop is the latest maturing and has the most production potential. Forage sorghum is best suited for silage production. Prussic acid can also be a concern in forage sorghum under similar conditions as sudangrass and sorghum-sudangrass hybrids. Other Storable Forages Other popular forage options include oat/pea mixture or other grass/legume mixes. The legumes in such mixes provides protein to the mix at first cutting, but can also add to seed cost and should be weighed against the cost of other protein supplements. Several other additional combinations of storable forages are available, but producers should take cost: benefit ratios into account before making decisions. Additional Information In order to serve a dual purpose of improving and protecting soil health, while providing high quality livestock feed, we suggest the ‘take ½ leave ½’ approach in which livestock are allowed to graze approximately 50% of the above ground plant matter before being moved to the next paddock or pasture. This allows the trampled or ungrazed portions of the field to provide cover, nutrient cycling, and carbon for the field. For producers seeking additional grazing opportunities or those who seek producers with cattle to graze their acres see the South Dakota Grazing Exchange website, which offers tools to connect livestock producers with forages. Grazing and feeding restrictions from any previous herbicide applications should be considered before planting a cover crop for grazing. Resources

Courtesy: Ruth Beck With the excessively wet planting conditions much of South Dakota is now experiencing, many producers are looking for “Plan B” to meet forage needs for their livestock, or as a commodity that can be marketed to livestock producers. Even for producers who may not own livestock, a forage crop can still hold economic potential. Harvesting forage or leasing grazing acres to neighbors who own livestock provides a way to create revenue on fields that may have otherwise been fallow or weedy this year. Several factors should be considered before committing to a forage crop. Pay special attention to prior crop history as some herbicides can affect subsequent crops; you need to make certain that this year’s “Plan B” is compatible with last year’s production practices. Another important factor is soil fertility. Be cautious with applying high levels of nitrogen fertilizer to a planned forage crop, especially with cool season small grains such as oats. High levels of soil nitrogen often lead to excessive nitrate accumulation in the forage. Finally, make certain to consult crop insurance regulations surrounding prevent plant coverage, yield history, and harvest or use of emergency forage crops. As tight as margins are this year, the impact of every decision on the entire farm business needs to be evaluated.

Alternative Forage Options Cover Crop Mixtures Cover crops offer a unique opportunity to diversity risk from environmental conditions. Combinations of difference species increase the odds producing a useful forage crop, either to be grazed, hayed, or ensiled. Resources are available at NRCS South Dakota Cover Crops website. Additionally, the NRCS Cover Crop Excel Worksheet (Additional Resources tab) provides information for producers to custom tailor a mix for their specific situation. Hay Millets As the name implies, these crops are best suited to be harvested as hay rather than grazed or cut for silage. These plants have finest stems and cure the easiest compared to other summer annuals. Hay millet is most droughttolerant and can produce forage in as little as 8 weeks after planting. Pearl Millet Pearl millet offers more production potential than do the hay millets. Pearl millet has the ability to re-grow, making it a better option for grazing or for multiple cuttings at any growth stage. Pearl millet has coarser stems than hay millet, making curing for baled hay more challenging. Unlike sudangrass, sorghum-sudangrass and forage sorghum, pearl millet doesn’t accumulate prussic acid, which means that cattle wouldn’t have to be temporarily removed because of an early frost. Sudangrass and Sorghum-Sudangrass Hybrids Because of the thicker stems for these crops, they are much better suited to be harvested as silage compared to hay. These also work well as

Elm Avenue Flandreau, SD 57028-1404 COUNCIL PROCEEDINGS May 23rd, 2019 The City Council of the City of Flandreau, South Dakota, met in special session on Thursday, May 23rd, 2019 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Mark Bonrud. Aldermen: Brad Bjerke, Bob Pesall, Dan Sutton (via telephone conference), Karen Tufty, Jason Unger, and Donald Whitman. Absent: None. Also present were Jeff Pederson and Karen Gundvaldson, City of Flandreau; Corey Bruning, City Attorney; Jim Zandt, property owner; and Brenda Wade Schmidt, Moody County Enterprise. The proposed agenda was reviewed. Motion by Pesall and seconded by Tufty to adopt the proposed agenda. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried. There were no Public Comments. The City Administrator shared information regarding cost estimates for asbestos removal and demolition of the Zandt property located at 101 and 103 E. 2nd Avenue. Cost estimate for asbestos removal is $17,500; grant funding is available, however, only nonprofit entities may apply. Cost estimate for demolition is $155,000. Mr. Zandt was asked to speak and he shared that his insurance company will not pay anything on his submitted claim. He would still like to fix the building but has been unable to locate a contractor to remove and replace the south wall as well as complete other repairs as noted in the engineering report received earlier. After hearing the costs associated with asbestos removal and demolition, he feels he can’t afford to demolish the building. City Attorney Corey Bruning indicated there are two options to abate the Zandt property as it had been declared a nuisance at an earlier date: 1) the City can abate the nuisance by contracting for asbestos removal and demolition of the building and then file a special assessment against the property; or 2) SDCL allows civil judgement against the property owner after the City abates the nuisance. Discussion was briefly held regarding the funding necessary should the City abate the nuisance with a suggestion made to utilize restricted funds that were set aside for another project. Motion by Unger and seconded by Pesall to allow Mr. Zandt 45 days to demolish the building and also solicit bids for demolition should the City abate the nuisance. After discussion, Unger withdrew his motion. Motion by Unger and seconded by Pesall to allow Mr. Zandt 45 days to abate the nuisance at 101 and 103 E. 2nd Avenue by demolition, removal and site clean-up of the building. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried. Mr. Zandt was then asked if he understood the action required of him and he indicated he understood. Motion by Unger and seconded by Pesall to have the City Administrator request bids for demolition, removal and site clean-up of the building located at 101 and 103 E. 2nd Avenue should Mr. Zandt fail to abate the declared nuisance at the property within the allowed 45 days. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None. Motion carried. There were no Council Comments.
