The living quarters were utilized by Ray Hammer as his personal residence, but could be a great farm office, seed corn sales office, coffee room or other permitted utilizations, while also providing heated shop space and cold storage in the two metal buildings situated on the property. A discussion was held on ambulance staffing. Motion by Bruning, seconded by Miles to approve $25/hr pay rate for any registered nurse who assists the Moody County Ambulance on an interfacility transfer. All voted “aye”.

Terry Albers, Emergency Manager presented an invoice over $1000. Motion by Veldkamp, seconded by Miles to approve the invoice to Sioux Falls Two Way Radio for $1260.00. All voted “aye”.

Marc Blum, Highway Superintendent met with the Board. Motion by Veldkamp, seconded by Miles to accept the bid from Jebro, Inc. for MC 3000 @ $ 498.79/ton and for MC 800 @ $ 548.79/ton, accepted on March 13, 2018 by Brookings County. All voted “aye”. Motion by Bruning, seconded by Miles to approve the following resolution with all voting “aye”: Motion by Veldkamp, seconded by Miles to accept Clark Engineering proposal of $9112 to oversee overlay project.

City Administrator Pederson informed Council the Aquatic Center opening has been delayed to Monday, May 28th due to staffing issues. He recently met with City Attorney Paul Lewis regarding property maintenance, historical and recent nuisance issues and is familiarizing himself with the nuisance code to determine priorities and possible changes in code enforcement. A nuisance violation letter has been sent regarding the Flandreau Locker lot on 2nd Avenue; action is forthcoming regarding a conditional use permit violation for the Big Sioux Tire and Auto business located on Pipestone Avenue, a nuisance at the Hasvold property on East Broad as well as other recently identified nuisance properties. He also shared with Council a prospective time sensitive change order for the conversion of street intersections on 1st Avenue to create Federal mandated ADA compliant ramps that were not specifically identified as part of the water/wastewater project bid. Justin Peterson, Clark Engineering, shared three alternative options with Council regarding associated costs to comply with the mandate. After discussion, it was determined the engineer should proceed with Alternative 1B and provide the appropriate change order and costs for approval at the next Council meeting.

Justin Peterson, Clark Engineering, discussed with Council the proposed Change Order #2 for the Water & Wastewater Project indicating the proposed change is an adjustment of quantities for the base bid and the redesign of Bid Alternate #2. Alderman Sutton shared concerns from residents along the north side of West 1st Avenue regarding the recently completed work on driveway approaches. Several are dissatisfied with the work as well as the fact that replacement doesn’t extend to the sidewalk. The Council discussed the merits of making the approaches uniform. Clark Engineering will research and present a cost estimate for further review. In addition, Alderman Tufty shared concerns from residents regarding sidewalk damage and misaligned curbs; areas will be inspected by the engineer.

Motion by Bjerke and seconded by Sutton to approve payment of invoice no. 17199 in the amount of $2,014.00 to Helms and Associates for the Airport Mini-master Plan and to authorize the Mayor to sign the grant reimbursement request form. REQUEST FOR PROPOSALS FLANDREAU SANTEE SIOUX HOUSING AUTHORITY 05/16/2018

The Flandreau Santee Sioux Housing Authority (FSSHA) located in Flandreau, SD is now accepting proposals from licensed contractors to provide the labor to paint the exteriors of up to 10 houses owned and managed by the FSSHA. The Request For Proposal is for labor only with the FSSHA providing all of the necessary materials. More than one contract for labor may be awarded due to the need to have all 10 houses completed in a timely fashion. The work includes (but is not limited to) the following: SCOPE OF WORK: The units identified for painting are all located in Flandreau, SD and are approximately the same age and condition, so work on each unit will be confined to the following activities, with small variations. For example, more work may be required for some houses, or some may need less work. a. All surfaces to be painted, including siding, soffits, fascia, doors, and trim will be completely washed with a commercial grade power washer. This will remove dirt, peeling/flaking paint, residues, and other contaminants. b. Making minor repairs, such as patching, on exterior surfaces as necessary. c. Removing existing caulking from around windows, doors, and any other openings and installing new caulk after painting is completed. d. All moveable fixtures must be removed, including gutters, downspouts, and light fixtures to insure thorough preparation and painting of surfaces and replaced upon completion.

Workmanship shall be guaranteed for up to one year after the work is completed and accepted.

The Contractor shall be responsible for repairing or replacing any damaged exterior surfaces caused while performing the work.

Materials will be provided by the FSSHA and the contractor shall supply all other materials, tools, and labor necessary to complete the work described in the above Scope of Work. The contractor will be responsible for the removing and disposing of any installation materials and trash remaining after the work is completed on each housing unit. Contractors are required to contact the FSSHA and make arrangements to visit the site prior to the established deadline for submitting proposals.

Proposals shall be evaluated based on a point system with a total possible score of 100. Evaluation factors shall be as follows: Evaluation Factors 1.

INDIAN PREFERENCE. FSSHA has determined that the contract awarded under this solicitation is subject to the requirements of section 7 (b) of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 450e(b). Responsive proposals may be accepted from Non-Indian owned Contractors. Evidence of eligibility for Indian preference must be submitted with the proposal.

This Request for Proposals does not commit the FSSHA to award a contract nor to pay any costs incurred in the preparation of the proposals. The FSSHA reserves the right to reject any and all proposals.

The logo will be used on T-shirts, buttons, advertising and other promotional products or souvenirs. There’s a benefit for helping - $200 and a T-shirt (with your logo on it) from the event.

Drawings can be drawn by hand or computer generated. If drawn, they must be done on a 8 ½ x 11 inch bright white paper using black ink. If computer generated, they must be sent as in high resolution (300 dpi) jpg or a pdf.
