Performs the following tasks in compliance with the 638 BIA Contract Program- BIA/AVT Higher Education and the Johnson O’Malley Program. Oversees the implementation and supervision of grant programs awarded to FSST Education under the authority of the Flandreau Santee Sioux Tribe. Provides assistance in the development, planning, evaluation and coordination of activities related to community education and program development. Targets FSST enrolled youth and FSST members to recruit into higher education programs and universities, adult education programs, or other related assistance. May supervise temporary Summer Youth Coordinators when the Summer Youth Program is active.

Minimum Qualifications: 1. Bachelor’s Degree required with Education focus preferred, 2-3 years of experience with higher education programs, grant writing, scholarships or other similar related duties strongly preferred.

2. Possession of a valid SD Driver’s license and insurable by the FSST. Willingness to use personal vehicle in the course of employment. Must submit to a pre-employment drug and alcohol screening and P.L. 101-630 background check.

3. Ability to handle multiple tasks and/or projects and occasionally work odd hours.

4. Must be able to communicate effectively both verbally and in writing to interface with a wide range of stakeholders, internal staff, advisory/school boards/parent boards, committee members and community members as well as young people and parents.

Blood Drive to Help Supplies and Patients in Need Flandreau, SD- Avera Flandreau Hospital will host a community blood drives on Thursday, May 30 from 7:30 am to 11:00 am and 12:30 pm to 3:00 pm at Avera Flandreau Hospital. All blood donations will stay local to help save the lives of area patients in need.

Community Blood Bank supplies over 550 units of blood each week to people in the region. Among those who benefit from donated blood are trauma and burn victims, cancer patients and persons undergoing surgery. Donating blood is a simple way to save patients’ lives in the community. Without volunteer blood donors donating blood throughout the summer, it becomes increasingly difficult to maintain an adequate supply of blood for Avera Flandreau Hospital.

“Blood usage has been outpacing collection for the last few weeks, which has placed supplies at critical levels many times,” states Ken Versteeg, Executive Director, Community Blood Bank. “Looking forward, we are facing one of the most challenging seasons to maintain an adequate blood supply for the community. Jason Ramsdell, Board President of Rivers Bend Country Club, requested that Council consider future involvement with finances of the Club. Membership dues and green fees are down significantly.

With opening delayed this year due to flooding, he anticipates revenue will be decreased more yet. Rental income received from land the Club owns, membership dues, and green fees are not enough to fund necessary expenses. A joint meeting between City Council and the Rivers Bend Country Club Board will be scheduled in the near future to determine in what manner, if any, the City can provide financial assistance.

Public Comments: Cody Amdahl, spoke on behalf of his parents, Jim

and Kim Amdahl, regarding the flooding of their basement from sewage backup that has happened twice. A claim was submitted to the City’s insurance the first time it occurred but the claim was denied as it was determined the City was not at fault. A claim was again submitted and action is pending. Mr. Amdahl feels that the backup occurred due to City negligence and is requesting a review to determine what exactly is causing the issue in hopes that City insurance will cover the claim. The City Administrator reported that Clark Engineering has met with the property owner and is conducting an analysis of the wastewater collection system and the ground and surface water conditions to determine if the sewage backup was due to a fault in the system or in the system operation. The report will be delivered at the June 3rd City Council meeting.

Mayor Bonrud entered the meeting at 6:55 p.m. and then chaired the meeting. He shared with Council the passing of Ron Smith, who served the City as a previous Finance Officer and Council Alderman, a Flandreau Development Corporation Board Member, and as a member of the Housing Board. In addition, he served his country for many years in the Navy. Mr. Smith’s contributions as a public servant are many and he will be sorely missed.

Kelley Ramsdell, on behalf of the Healthy Hometown Committee, updated Council on the recent events held during National Bike Week, indicating there was good attendance and interest. She also thanked all that helped make the events possible. The Tour de Flandreau that was scheduled for last Friday night was cancelled due to the weather but will be held at a later date.

The City Administrator recognized Mark Bonrud and local Emergency Medical Technicians as it is National EMS Week.

Mayor Bonrud left the meeting at 7:20; President Sutton then chaired the meeting.

The City Administrator indicated construction has begun on Safe Room #2. The tentative date to open the pool is June 2nd; the new flooring has been installed and looks great. A tentative date of June 4th or 5th has been set for a meeting of the Code Review Task Force.

A report has been received that indicates where asbestos is located in the Zandt building. Should the building be demolished, the asbestos will need to be removed first. Based on a conversation with Mr. Zandt, City Administrator Pederson indicated it is likely that the building will not be repaired. The course of action needed to force demolition was considered and will be discussed further at a special Council meeting that will be held as soon as cost estimates are received for asbestos removal and demolition. Bruce Allen has contacted the City Administrator regarding the donation of equipment he has for a skateboard park. Areas have been staked at the Aquatic Center and Duncan Park as possible locations for installation of the equipment.

Friday 9am-3pm • 997-3729 The Buck Stops Here Or Eradication of Common Buckthorn Most South Dakotans have heard of the common buckthorn weed that has been spreading through our state for decades. It gives a new meaning to the phrase “the buck stops here”. It was imported from Europe by early Americans, thinking it would have ornamental uses. It quickly established itself to North American soils by using birds to spread its unwanted seeds.

If common buckthorn is not removed the result is the shading out of native plants, reduce plant diversity in the infected area, and a host for undesirable pests. There is some evidence that common buckthorn effects the soil in a way to inhibit the growth of some native flora. Buckthorn unripened fruit is an overwintering host for the soybean aphid eggs. It is also an alternate host for alfalfa mosaic virus and crown fungus, which causes oat rust disease. Lastly, buckthorn is also considered to be a winter host for the newly arrived invasive spotted wing drosophila fruit fly, which attack and destroy strawberries, raspberries, and other soft fruits.

To identify common buckthorn, look for the following characteristics. It is a leafy shrub or a small tree. They have dark green leaves which are elliptical or ovate and vary from 1 ½ to 3 inches long. The twigs will have thorns at their tips. Bark and stems are brownish or grayish in color. Small, green-yellow flowers will appear in the late spring.

The shrub will produce a round purplish black fruit. The fruit is not eatable and causes diarrhea in birds hasting its spread. It will not grow in mowed or tilled areas, but will populate in woodlands, ditches, fence lines, and other undisturbed areas. It commonly gets started where birds perch. If allowed to establish, it will take years of labor to eradicate it.

If you are lucky enough to have mature common buckthorn, wood carvers prefer the burnt red-orange dense heartwood. Wood turners can make beautiful colored turned art pieces. The straight stems make excellent walking sticks. When dried, the wood is very dense and makes a slow burning firewood. Isn’t that an appropriate end to one of South Dakota’s most uninvited invasive plants?

There are control options for the common buckthorn. The best is to recognize the plant and eliminate it before it gets established. Young seedling can easily be pulled out by hand or dug out using a spade or potato fork. Medium size plants can be pull out by wrapping a chain around the stem and pulling with an ATV or tractor. There are commercial pulling tools available that are effective. Just cutting off the common buckthorn will later be discovered as a disaster. Lopping off the main stem will result in multiple stems in the following years and helping it become a better establish plant.

There are chemical options that are effective. Those options can be obtained by contacting the SDSU Extension Service or search the https://extension.sdstate.edu website. Just type in “buckthorn” in the search box.

EGAN CITY MINUTES REGULAR MEETING MAY 22, 2019

The Board of Trustees of the City of Egan, South Dakota met in regular session on May 22, 2019 at 6:00pm at the Egan City Hall, 110 W 3rd Street, Egan, SD. Present: Board of Trustee members John Steinhauer, Jerome Olson, Nancy Hansen, Cody Chamblin and Doug Smidt. Also present: Brenda Duncan-Finance Officer, Marty Skroch, Moody County Commission Assistant, Kristina Krull, Moody County Auditor and Brad Judsma.

The meeting was called to order by J. Steinhauer at 6:00pm Motion by Chamblin, seconded by Smidt, to approve the agenda. All present voted “aye.”

Motion by Chamblin, seconded by Olson, to approve the regular council meeting minutes from April 17, 2019.

All present voted “aye”.

Public Comment: None Zoning: Variance 2019-01 Motion by Olson, seconded by Chamblin, to approve the Variance for panel siding to be placed on proposed structure at 301 E. 4th Street. All present voted “aye”.

Old Business: Discussion on clean up day.

Motion to adjourn by Olson, seconded by Chamblin. All present voted “aye”.

Meeting called to order by Finance Officer Duncan and Oath of Office signed by John Steinhauer as Trustee I and Cody Chamblin as Trustee II. The Board conducted the election for Chairman and Vice-Chairman. Motion

by Chamblin and second by Hansen to nominate John Steinhauer as Chairman. All voted “aye”. Motion by Hansen and second by Smidt to nominate Cody Chamblin as Vice-Chairman. All voted “aye”.

New Business: Marty Skroch and Kristina Krull informed the board of two Egan City tax properties that will be going up for sale thru sealed bids. Motion by Chamblin, seconded by Smidt to waive the Special Assessment on Parcel 23.01.03.04 located at 311 W. 1st Street. All voted “aye”.

Motion by Olson, seconded by Chamblin, to approve the 2020 Law Enforcement contract at the rate of $41.81 and a maximum of 240 hours per year. All present voted “aye”.

Motion by Hansen, seconded by Chamblin, to accept the petition to vacate street from Tom and Mary Ehrichs.

All present voted “aye”.

Motion by Olson, seconded by Smidt, to hold the second reading and adoption of Ordinance 205 Regulating the Discharge of Sump Pumps, Storm Water, and Ground Water. All present voted “aye”.

Motion by Hansen, seconded by Steinhauer, to declare the 1984 Ford L8000 Truck as surplus. All present voted “aye”.

Motion by Hansen, seconded by Chamblin, to approve the Finance Officer to attend the Budget Training Workshop in Sioux Falls. All present voted “aye”.

Motion by Chamblin, seconded by Smidt, to sign the yearly Land Use Agreement with Beverly Jones. All present voted “aye”.

Motion by Olson, seconded by Steinhauer, to approve the Annual Drinking Water Quality report and to publish such notice. All present voted “aye”.
