at the Total Approximate Cost of ______ Published Once (May 23rd, 2018)05/16/2018 The Flandreau Santee Sioux Housing Authority (FSSHA) located in Flandreau, SD is now accepting proposals from licensed contractors to provide the labor to paint the exteriors of up to 10 houses owned and managed by the FSSHA. The Request For Proposal is for labor only with the FSSHA providing all of the necessary materials. More than one contract for labor may be awarded due to the need to have all 10 houses completed in a timely fashion. The work includes (but is not limited to) the following: SCOPE OF WORK: The units identified for painting are all located in Flandreau, SD and are approximately the same age and condition, so work on each unit will be confined to the following activities, with small variations. For example, more work may be required for some houses, or some may need less work. a. All surfaces to be painted, including siding, soffits, fascia, doors, and trim will be completely washed with a commercial grade power washer. This will remove dirt, peeling/flaking paint, residues, and other contaminants. b. Making minor repairs, such as patching, on exterior surfaces as necessary. c. Removing existing caulking from around windows, doors, and any other openings and installing new caulk after painting is completed. d. All moveable fixtures must be removed, including gutters, downspouts, and light fixtures to insure thorough preparation and painting of surfaces and replaced upon completion.

Workmanship shall be guaranteed for up to one year after the work is completed and accepted.

The Contractor shall be responsible for repairing or replacing any damaged exterior surfaces caused while performing the work.

Materials will be provided by the FSSHA and the contractor shall supply all other materials, tools, and labor necessary to complete the work described in the above Scope of Work. The contractor will be responsible for the removing and disposing of any installation materials and trash remaining after the work is completed on each housing unit. Contractors are required to contact the FSSHA and make arrangements to visit the site prior to the established deadline for submitting proposals.

Proposals shall be evaluated based on a point system with a total possible score of 100. Evaluation factors shall be as follows: Evaluation Factors 1.

INDIAN PREFERENCE. FSSHA has determined that the contract awarded under this solicitation is subject to the requirements of section 7 (b) of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 450e(b). Responsive proposals may be accepted from Non-Indian owned Contractors. Evidence of eligibility for Indian preference must be submitted with the proposal.

The Mayor briefly discussed a recent meeting concerning housing needs in Flandreau and indicated the possibility of scheduling a meeting with Council and FDC at a later date.

ATTENTION COLMAN TOWNSHIP RESIDENTS The Colman Township Board of Supervisors want you to know it is against the law SDCL 31-32-7 to farm the right of way on township roads. Doing so creates a liability for the township, the landowner & the person doing the farming if it is someone other than the landowner.

Therefore if anyone in Colman Township does farm the right of way, the board of supervisors have the right to destroy the crop and restore the road to it’s original condition and send you the bill.

There have already been court cases on this issue and the court has ruled in favor of the township.

Along that same line, South Dakota Codified Law says it is the landowner’s responsibility to remove weeds, trees, and brush, 31-31-2 or the township can have this done and assess it to your property taxes. SDCL 31-32-3.1 states that it is against the law to dump any material or cargo in the right of way and that includes rocks and other debris.

Please help us to keep our township roads in good shape and make them safe for the motoring public.

Doing so will mean we will have to spend less tax dollars dealing with violations of these sections of code.

Farmers Market season opens at Callaway’s May 2 The first Farmers Market to offer Sioux Falls the freshest plants and foods this year is the Callaway’s Farmers Market, with a Wednesday opening on May 2.

The fun continues on Saturday, May 5 in Callaway’s parking lot and runs from 7:30 am to 1:00 pm every Wednesday and Saturday throughout the growing season.

Sioux Falls area gardeners will find a dazzling selection of gorgeous hanging baskets, colorful planters and garden plants ready to put in the ground from Iott’s Greenhouse and Gardens, one of the big attractions at the Farmers Market at Callaway's.

One of this year’s outstanding new plants is Supertunia Mulberry Charm, a stunner with a slightly vigorous mounding habit. Growers are very excited about its vigor and eye-popping color. Mulberry Charm likes a part-sun to full-sun location and will have a mature height of 6 to 12 inches.

SolarTower ipomoea—the first self-climbing sweet potato vine—is available in two color choices this year. SolarTower Lime and SolarTower Black ipomoeas contrast beautifully and could be planted with thunbergia to add a splash of floral color. Both of these sweet potato vines are vigorous and can climb from four to seven feet.

Avera Flandreau Hospital to Host Community Blood Drive Flandreau, SD – Avera Flandreau and Community Blood Bank come together to host a community blood drive in effort to avoid summer blood shortage within the local area. The blood drive will be held on Thursday, May 31 from 7:30 am to 11:00 am and 12:30 pm to 3:00 pm at Avera Flandreau Hospital. The public will have an opportunity to donate blood to impact patients in Flandreau.

Blood is needed each day in the United States to sustain the lives of patients in need. Whether used for surgery, traumas, during cancer treatment or other life threatening medical conditions, blood is used to provide hope. There are many blood suppliers throughout the country, some are very large blood providers, some a little smaller and others are hospital operated. Community Blood Bank is hospital operated with a joint shared resource of Avera and Sanford Health Systems, meaning when you donate on the bloodmobile the donation will go directly back to Avera Flandreau Hospital to save local lives.

“The summer months are considered some of the most difficult when keeping up with the demand for blood products within our community,” states Ken Versteeg, Executive Director, Community Blood Bank.

“There are many weeks where our usage is outpacing collection by 40%. Our hope is to start the summer months strong with an ample blood supply and keep this momentum moving to avoid any summer blood shortages. Join us to save lives at Avera Flandreau and show your support for those who serve and impact the community in many ways.”

Donors must be at least 17 years old (16 years old with a signed parent consent form found at www.cbblifeblood.org), weigh 110 lbs. or more and be in good general health the day of the donation.
