Full Time - Exempt

Performs the following tasks in compliance with the 638 BIA Contract Program- BIA/AVT Higher Education and the Johnson O’Malley Program. Oversees the implementation and supervision of grant programs awarded to FSST Education under the authority of the Flandreau Santee Sioux Tribe. Provides assistance in the development, planning, evaluation and coordination of activities related to community education and program development. Targets FSST enrolled youth and FSST members to recruit into higher education programs and universities, adult education programs, or other related assistance. May supervise temporary Summer Youth Coordinators when the Summer Youth Program is active.

Minimum Qualifications: 1. Bachelor’s Degree required with Education focus preferred, 2-3 years of experience with higher education programs, grant writing, scholarships or other similar related duties strongly preferred.

2. Possession of a valid SD Driver’s license and insurable by the FSST. Willingness to use personal vehicle in the course of employment. Must submit to a pre-employment drug and alcohol screening and P.L. 101-630 background check.

3. Ability to handle multiple tasks and/or projects and occasionally work odd hours.

4. Must be able to communicate effectively both verbally and in writing to interface with a wide range of stakeholders, internal staff, advisory/school boards/parent boards, committee members and community members as well as young people and parents.

5. Direct experience with native youth and cultural sensitivity and knowledge education program planning, development, implementation and evaluation strongly preferred.

Applicants that have any felony convictions or felony deferred judgments will be disqualified from the process. Applicants with any misdemeanor convictions (non-traffic) or misdemeanor deferred judgments within the last 36 months will be disqualified from testing. No illegal drug usage within the last 36 months.

Applicants who have used drugs within the last 36 months will be disqualified from testing. Education: you must have either a high school diploma or G.E.D. Must be 21 years of age at the time of appointment and possess a valid Driver’s License. You must be a U.S. Citizen or eligible to work in the United States. You must complete P.L. 101-630 background check and any other background checks that may apply for this position.

2019 Summer Rec Activities Get Ready for some FUN this summer!!

Check out all of the great activities we have planned for the summer rec program. We are excited to be offering some new programs this summer, along with some of the great programs we’ve offered in the past. Classes will be set up similar to last summer’s “minicamps”, so that kids can try something new each week. Don’t forget to look on the back, as we have LOTS of options this summer!

Because the community supported our “Roses Just Because” Program to provide scholarship funds for Moody County High School graduates, we are now asking for candidates to apply for these funds. They MUST be at least half-way through their medical program. We are accepting applications for one-year programs but the scholarship will not be awarded until they reach midpoint of their program. Applicants are required to voluntarily disclose their grade-point average and provide a brief description of career goals.

Growing Tomatoes and Fighting Blight Growing tomatoes can be rewarding but tricky when blight is present in the soil. The best way to combat blight is to put down a piece of thick, black plastic that covers the area at least a foot in all directions. But first place a soaker hose underneath so they can be watered. The black plastic will absorb heat making the soil very warm to help sterilize the soil and keep the blight in check. It will detour aphids from crawling up the tomato plant and infecting it with blight. By watering the plant with a soaker hose under the plastic water will not hit the dirt and splash up on to the plant infecting it with blight.

When you plant tomatoes remove a few of the lower branches so the plant can be placed at least four inches into the soil to give it stability. It is also a good idea to place a cage (manmade or purchased) to support the plant when the fruit becomes numerous and heavy.

Plant them in full sun and at least a foot apart, depending on the kind of tomato you may want to plant them farther apart. Water them often, especially when the temperature is hot.

Some but not all tomato growers suggest applying a small amount of Lime in the soil to raise the acidity to help with blight. It is also a good idea to fertilize the plants but be careful not to use fertilizer that is too high or fertilize too often or you will end up with a large plant with lots of foliage but no fruit.

Cherry tomatoes are great for salads. The Better Boy and Early Girl are large, meaty fruits that are great for slicing and putting of hamburgers. The Roma Tomato is great for making Salsa, Spaghetti Sauce and Tomato Paste because it is a condensed, thick fruit. The Celebrity Tomato is a medium sized fruit that is good for numerous things.

Elm Avenue Flandreau, SD 57028-1404 COUNCIL PROCEEDINGS April 22nd, 2019 The City Council of the City of Flandreau, South Dakota, met in special session on Monday, April 22nd, 2019 at 3:05 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Mark Bonrud. Aldermen: Bob Pesall, Dan Sutton, Karen Tufty, Jason Unger, and Donald Whitman. Absent: Alderman Brad Bjerke. Also present were Jeff Pederson and Karen Gundvaldson, City of Flandreau; Corey Bruning, City Attorney; Jim Zandt, property owner; and Brenda Wade Schmidt, Moody County Enterprise.

The proposed agenda was reviewed. Motion by Sutton and seconded by Pesall to adopt the proposed agenda. The following members voted aye: Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: Bjerke. Motion carried.

City Administrator Pederson reviewed the status of the Jim Zandt property located at 101 and 103 E. 2nd Avenue. An engineering report prepared by American Engineering Testing, Minneapolis, MN, has been received. The report indicates the south wall needs to be removed and reconstructed. Also noted in the report were observations regarding the east wall that is leaning, water infiltration issues, and movement of the north pilasters. Mr. Zandt shared that he has contacted Smith Brothers Masonry, Brandon, SD, and requested they provide a bid to remove and reconstruct the south wall as his insurance company requires he provide a bid prior to determination of claim proceeds due him. Discussion was held regarding the need to conduct further analysis of the observations noted in the engineering study to determine if other repairs need to be completed to ensure the building is structurally sound or should be demolished due to extensive repairs needed. Also discussed was the state law requirement to obtain an asbestos survey prior to any demolition taking place. Motion by Pesall and seconded

by Sutton to contract with American Engineering Testing to provide further analysis of structural soundness of the building and to have the City take the necessary steps to conduct an asbestos survey.

The following members voted aye: Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: Bjerke. Motion carried. City Administrator Pederson also noted that barriers have been moved to allow two-way traffic on Wind Street and 2nd Avenue as American Engineering Testing does not believe the building is in danger of imminent collapse.

Fencing has been constructed around the property to block pedestrian traffic as there is still a threat of individual blocks falling from the building.

Motion by Whitman and seconded by Unger to approve the purchase of a 2019 John Deere Gator TX in the amount of $8,776.72 to be paid from Park Department Capital Outlay ($2,400.00) and Restricted Capital Equipment Replacement Reserve Account ($6,376.72). The following members voted aye: Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: Bjerke. Motion carried.

City Administrator Pederson has received notification from Clark Engineering that construction work will begin on April 29th on the water and wastewater project to complete remaining items such as grading, seeding, concrete, and ADA ramps that were not completed in fall 2018.

The Mayor declared the meeting adjourned at 3:47 p.m.

PUBLIC NOTICE TREE TRIMMING & MAINTENANCE In accordance with Title 14 - Tree Ordinance, Chapter 14.3.7: 14.3.7.1 The City will herein be responsible for the maintenance, trimming, and care of all park and street trees.

PUBLIC NOTICE GARBAGE COLLECTION Garbage collection within the City of Flandreau is contracted to Eng Services.

Under the terms of the contract, Eng Services collects all garbage and household refuse from all single-family and multiple-family residences, including mobile homes, within the corporate limits of the City of Flandreau. The monthly charge will provide for the collection and disposal of contents of not more than three containers (not less than ten gallons and not more than 30 gallons) for each domestic unit.

Garbage shall mean and include every accumulation of animal, vegetable or other matter that attends the preparation, consumption, display, use or storage of organic matter, including the can, container or wrapper wasted along with such matter.

Household refuse shall mean and include such items as garbage, sweeping, cleanings, trash, litter and domestic solid waste.

Household refuse shall not include any household hazardous waste, as defined by any state or federal regulation.

Eng Services and other businesses will also collect yard debris for an additional charge to be negotiated between the contractor and the party involved. This additional service is at the option of the user of those services. Yard debris shall include such items as grass lawn clippings and leaves.

Other refuse and debris, such as appliances, tires, furniture, etc. may be disposed of for a fee. Please contract Eng Services or other contractors providing such service to make individual arrangements.

The City of Flandreau Restricted Use Landfill Site is also open. Hours of operation are Wednesday – 3:00 p.m. to 7:00 p.m. and Saturday – 9:00 a.m. to 5:00 p.m.

PUBLIC NOTICE In accordance with Title 5 – Public and Private Nuisances: Property owners must remove noxious weeds and unhealthful vegetation from the property within a reasonable time after the growth of the vegetation on any property within the City of Flandreau.

(Chapter 5.3) Notice is hereby given to property owners whose property within said City on which the height of the grass and/or weeds has exceeded the height of six (6) inches and that any grass or weeds that exceed said height shall be removed within forty-eight hours. The notice need not be given personally but may be given generally through the official newspaper annually. The published notice shall constitute notice as required by this Section. (Chapter 5.4) If the owner or person in possession of property fails to abate the nuisance within the time specified, the City may take remedial action to abate the nuisance and to charge the cost thereof against the abated property. A separate charge will be incurred each time this action is initiated. (Chapter 5.4) Exception. Property owners with parcels of land that exceed one (1) acre in size may petition the City Council for relief from the requirements of this Chapter. The Council may approve or disapprove the petition and establish other criteria that must be complied with. If the exception is approved, minimum upkeep standards shall require 1) the property, including boulevards, must be mowed at least twice a year, and 2) the control of noxious weeds. (Chapter 5.4)

The Mayor commended those in charge of upcoming events such as the Sesquicentennial Celebration and Bike Week. He shared events that will take place during Bike Week and is hopeful there will be good participation.

The City Administrator shared the programs available as part of Spruce-Up Flandreau in anticipation of the upcoming Sesquicentennial Celebration and All-School Reunion. An asbestos study has been completed for the Zandt property located at 101 and 103 E. 2nd Avenue; the complete report should be received by the end of this week. There has been no success with hiring an engineering firm to survey the property due to liability issues. Mr. Zandt has indicated he no longer wishes to renovate the building and would prefer to sell the property. Time frames and responsibility for demolition, should it be deemed necessary, were briefly discussed. The Hasvold property on East Broad Avenue is once again becoming a nuisance; immediate action will take place to resolve.

Capital Reserve Funds set aside upon approval of Resolution 2015-07 and Resolution 2016-10 were discussed. Both resolutions restrict funds for specific purposes. Per State law, accumulated funds shall be expended within sixty months from the date of the resolution. While the sixty month expiration won’t be until 2020 and 2021, discussion should begin to determine if funds will be used for the original intent or for a different project. Discussion ensued on numerous options available. More discussion and a decision will take place during the budget process and prior to the expiration dates of both resolutions.

Council Comments: Alderman Sutton informed Council that the 2019 Flandreau Community Guide has been finalized and printed. Guides were mailed where allowed and are also available at numerous businesses throughout the City.

By Gloria K. Bauske, South Dakota Master Gardener The best time to start grapes is in the spring. Find a vineyard that is willing to help you such as Schade’ Winery in Volga. Jim was very gracious to help me get my vineyard started by sharing his expertise and cuttings from his grape vines.

He gave me several cuttings with bud marks on them. They averaged eight inches long.

When I got home I filled 16 ounce Styrofoam glasses with potting soil and stuck the sticks in the soil. I kept them in the basement, out of the sunlight until they started to bud. It took approximately six weeks for this to happen. Some sticks budded quicker than others so I moved them upstairs into the indirect sunlight where they continued to grow.

I didn’t realize how sensitive new grapes are to sunlight. When the time came to plant them outside I did it in the early morning when the sun was not directly overhead. I placed translucent sleeves over them to protect them from direct sunlight. I kept those sleeves on for the entire first year.

I don’t recall the exact kind of grapes that Schade’ shared with me but I know the ones that grow best in South Dakota are Valiant and Frontenac. Valiant was propagated at South Dakota State University. The grapes are bluish-purple and have a sweet, tangy flavor. They are good for making wine, jams and jellies.

They are very cold hardy which is what makes them good for this area.

The other grape I have is Frontenac that was propagated by the University of Minnesota. It is an inter-specific hybrid. Researchers at the university cross-bred the Landot 4511 with a very cold hardy of Vitis-riparia. It produces Noir colored grapes that make great red wine.

The grape vines need to be mulched to protect them from the harsh winter temperatures for the first four years. I used fine mesh screen called Hardware Clothe around each vine to protect it from rabbits and used that cage to hold leaves that insulated the vines. Make sure you remove the leaves in the spring so vines can get sunlight after they are four years old and the bark is tough enough to withstand the sunlight.

Grapes should not be harvested or pruned until the vines are four years old. The roots need the foliage to grow deep and strong. After four year you can start harvesting the grapes, but they need to be pruned in the spring.

It is important to prune the fines early before they start budding. Leave two buds per branch. It will look like you are really doing the grape vines in but you are helping them become better producers by limiting the number of branches and grapes they produce. It will allow the roots to become stronger and the grapes you get will be bigger and better grapes.

Most grapes are ready to harvest in late August to mid September, but the most important thing to check is the sugar content of the grapes. You can purchase an instrument that will allow you to check the sugar content of the grapes; the higher the better for wine because it means less sugar has to be added when the grapes are fermenting and being made into wine. Natural sugar from the grapes makes better tasting wine than manmade sugar.
