To the community of Flandreau and beyond. It has been a couple months since our daughter, Jailyn has passed and we are overdue for the big thank you that you all deserve. We are on the road to recovery but is has been difficult, especially during COVID and the precautions that we all need to take going forward. To both of our parents, family, friends and numerous supporters; without you we would be completely lost. We have had so much support over these last two years; May 8th 2018 she was diagnosed with cancer. Eighteen months of treatment led to the diagnose of “cancer free” just like the resilient Princess Warrior she has always been… she beat it! Unfortunately, it came back Jan 20th, 2020 with no chance for survival. She passed peacefully on March 2nd surrounded by loved ones. We want to thank Tripler Army Medical Center, HI, Children’s Hospital of Omaha, NE, Sanford Castle of Sioux Falls and all others involved with her care. We also thank Pastor Don Vanderlip for making her celebration as if you knew her all along. The Flandreau Flower Shoppe for all the beautiful arrangements and all those that contributed, thank you to the classes of 95’ and 97’ and all others with your assistance during this time.

Lastly, we have an extra special thank you to Mike and Jackie Skroch for their assistance and generosity at this terrible time in our lives; you made it as bearable as we could handle it and we will be forever thankful.

The City Council of the City of Flandreau, South Dakota, met in regular session on Monday, May 4th, 2020 at 6:30 p.m. via Zoom Conference. Present: Mayor Mark Bonrud. Aldermen: Brad Bjerke, Bob Pesall, Dan Sutton, Karen Tufty, Jason Unger, and Donald Whitman. Absent: None. Also present were City Administrator Jeff Pederson; Finance Officer Karen Gundvaldson; and Brenda Wade Schmidt, Moody County Enterprise.

Mayor Bonrud shared he has received numerous questions regarding potential opening of businesses and expressed his concern with predictions of high COVID-19 infections and potential deaths. City Administrator Jeff Pederson commended City employees for how they have handled the numerous changes resulting from the COVID-19 pandemic; he also commented that City employees have done a great job cleaning up this spring after the flood damage. Randy Kittle, Grants Coordinator for the Division of Parks and Recreation, recently completed his inspection of the newly installed playground equipment at the Broad Avenue Mobile Home Park; the project is now ready for final payment. Equipment is in place for live streaming of Council meetings; Tom Boyd is testing and City staff is being trained on the new system. Agendas and information provided to Council can be viewed by those watching the meeting when the system is up and running. Old Business: Prospective Resolution to Allow for the Opening of Hair Salons as an Amendment to Ordinance 596, An Emergency Ordinance to Address a Public Health Crisis by Implementing Certain Measures Which Have Been Deemed Necessary to Slow the Community Spread of COVID-19 (Coronavirus) was discussed.

Motion by Sutton and seconded by Bjerke to amend the language in Section 2 to remove “hair salons and massage parlors” from the list of businesses directed to close and cease operations and add “hair salons and massage parlors” to Section 4. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, and Whitman. Nays: Unger. Absent: None. Motion carried.Motion by Bjerke to allow bars, restaurants, coffee houses and other similar places of public accommodation offering food and beverages for on-site consumption to reopen with advice to follow SD Department of Health recommendations for social distancing and sanitizing. Motion died for lack of a second. Motion by Whitman and seconded by Sutton to allow bars, restaurants, coffee houses and other similar places of public accommodation offering food and beverages for on-site consumption to reopen at fifty percent (50%) of occupancy provided they abide by the six foot (6’) social distancing guideline between groups as well as the CDC sanitation guidelines. Also discussed was the Aquatic Center and whether or not to open given the potential difficulty in adhering to the guidelines set forth in reference to COVID-19. City Administrator Pederson indicated that he would proceed with plans to open on June 1st with the understanding that circumstances relating to COVID-19 may impact the actual date of opening for the season. Alderman Unger left the meeting at 7:55 p.m. A bid opening was held on May 4th, 2020 for Construction of Skateboard Park Concrete.
