2019 Summer Rec Activities Get Ready for some FUN this summer!!

Check out all of the great activities we have planned for the summer rec program. We are excited to be offering some new programs this summer, along with some of the great programs we’ve offered in the past. Classes will be set up similar to last summer’s “minicamps”, so that kids can try something new each week. Don’t forget to look on the back, as we have LOTS of options this summer!

Flandreau Santee Sioux Tribal Law Enforcement 1 Full Time Police Officer Open: April 23, 2019 Closes: Until Filled Brief Summary: Enforce federal, tribal ordinances and municipal law and order codes adopted by the tribe; provide criminal and civil regulatory enforcement through tribal court; patrol tribal lands; investigate crimes; traffic control; collect evidence; prepare reports; serve warrants and summons. On an assigned shift: operate a patrol vehicle, foot patrol suspicious activities or persons, and disturbances of law and order; respond to radio dispatched calls, answer calls and complaints; issue traffic and criminal citations; control individual and group actions through verbal direction and/or the employment of necessary physical force; make custodial arrests and testify in court; provide police escorts and transports; perform residential and commercial checks; investigate traffic accidents; interview victims, witnesses and suspects to obtain additional information regarding criminal complaints, accidents, violations, etc.; conduct searches; complete arrest records; prepare reports and record evidence. Participate in a variety of in-service and special training programs, respond to and investigate domestic disputes, assist other agencies when requested or assigned, transport and care for prisoners as assigned.

Qualifications & Requirements:

Applicant must be currently certified through the state of South Dakota or Bureau of Indian Affairs.

Applicants that have any felony convictions or felony deferred judgments will be disqualified from the process. Applicants with any misdemeanor convictions (non-traffic) or misdemeanor deferred judgments within the last 36 months will be disqualified from testing. No illegal drug usage within the last 36 months.

Applicants who have used drugs within the last 36 months will be disqualified from testing. Education: you must have either a high school diploma or G.E.D. Must be 21 years of age at the time of appointment and possess a valid Driver’s License. You must be a U.S. Citizen or eligible to work in the United States. You must complete P.L. 101-630 background check and any other background checks that may apply for this position.

Education and Experience: Applicant must have a G.E.D. or High school Diploma, Applicant must be currently certified through the state of South Dakota or Bureau of Indian Affairs, Associates Degree in Criminal Justice preferred, 2-3 years law enforcement experience strongly preferred.

Heuchera Lemon Love is another newcomer, growing 10 to 14 inches with flower spikes to 20 inches. Slightly ruffled, chartreuse leaves resist burning. Lemon Love is a vigorous grower, with creamy flowers and lime green coloring in deeper shade. Over time, this plant will spread to about 3 feet wide if given the space.

Hydrangea Invincibelle Mini Mauvette grows up to 3 feet tall with purple-pink colored blooms on extremely dark green foliage. Stems are very stiff and strong to hold up the flowers, which rebloom until frost. Iott also recommends Pulmonaria Pretty In Pink, which grows up to 14 to 16 inches with rose-pink flowers that stay pink and dark green leaves speckled with silver. This plant will thrive in part to full shade with adequate moisture. And Superbells Holy Cow!, a Calibrachoa hybrid from Proven Winners, will catch your eye with its pink, white and yellow blooms trailing up to 22 inches.

“It has been a long winter and we feel everyone will be starting their search for something green early this year,” said Nancy Iott, designer and co-owner. “Our gardening friends are looking for pre-made containers and blooming baskets to get a jump start at outdoor decorating—and we’ve got them ready to go!”

Iott said there are lots of new plants to see at the greenhouse this year, including the Abutilon Lucky Lantern series in red, tangerine and yellow. These dwarf cultivars are in the 12” height range, making them perfect for your full sun to partial sun containers.

Proven Winners has a new Euphorbia this year. A larger version of Diamond Frost, Diamond Mountain will make a good landscape plant to put with the Vista Supertunia Bubblegum. Diamond Mountain will grow to 24 to 36 inches in height and likes a sunny spot.

EGAN CITY MINUTES REGULAR MEETING APRIL 17, 2019

The Board of Trustees of the City of Egan, South Dakota met in regular session on April 17, 2019 6:00pm at the Egan City Hall, 110 W 3rd St, Egan, SD. Present: Board of Trustee members John Steinhauer, Jerome Olson, Nancy Hansen, Cody Chamblin and Doug Smidt. Also present: Brenda Duncan-Finance Officer, Barb Westover, Dan Warborg, and Tom and Mary Ehrichs.

The meeting was called to order by J. Steinhauer at 6:00pm Motion by Chamblin and second by Smidt to approve the agenda. All present voted “aye.”

Motion by Chamblin and second by Smidt to approve the Board of Equalization minutes from March 20, 2019, and regular council meeting from March 20, 2019. All present voted “aye”.

Public Comment: None Zoning: Building Permit 2019-02 was reviewed.

Old Business: Motion by Hansen and second by Chamblin to pay Asphalt Surfacing Co. $3,847.20 for road repairs.

New Business: Second reading of Ordinance No. 204 an Ordinance Creating Urban & Rural Service Districts. Motion by Chamblin and second by Smidt to approve Ordinance No. 204. Voting aye: Chamblin, Olson, and Smidt. Abstaining: Hansen and Steinhauer Motion by Chamblin and second by Smidt to hold the first reading of Ordinance 205 Regulating the Discharge of Sump Pumps, Storm Water, and Ground Water.

Motion by Hansen and second by Olson to approve the 2018 Annual Report as presented. All present voted “aye”.

Motion by Olson and second by Chamblin to approve the 2019 Mosquito Control Agreement with the City of Colman. All present voted “aye”.

Motion by Hansen and second by Smidt to set May 4, 2019 as Annual Clean Up Day. All present voted “aye”.

Motion by Steinhauer and second by Olson to publish minutes in Moody County Booster for one year and to re-evaluate after one year. All present voted “aye”.

Finance Officer Duncan informed the board of three small claims filed for non-payment of utility bills.

Performs the following tasks in compliance with the 638 BIA Contract Program- BIA/AVT Higher Education and the Johnson O’Malley Program. Oversees the implementation and supervision of grant programs awarded to FSST Education under the authority of the Flandreau Santee Sioux Tribe. 3. Ability to handle multiple tasks and/or projects and occasionally work odd hours.

Farmers Market season opens May 4 in former Callaway’s lot

Composting Our soil is the foundation for growing our crops, flowers and vegetables. Maintaining the soil is the responsibility of every farmer and gardener. In recent years farmers have become much better at returning organic matter to the soil. Gardeners also need to work at returning organic matter to their gardens.

Composting is a simple way to recycle organic material. Anyone with a flower garden or a vegetable garden can easily and inexpensively enhance the soil quality through the use of compost.

The more material that we use in composts the less we need to send to landfills.

Making compost is not a complicated process. It can be as simple as making a pile of organic materials in the corner of your garden, or as technical as building boxes to contain the materials in various stages of decomposition. Compost piles will not have strong odors if managed properly.

One can easily make compost in what is called a “cold” pile. To start the pile, use energy materials such as dairy, chicken, rabbit or horse manure, grass clippings, fruit and vegetable waste, and garden trimmings. You will also need to add bulking agents such as wood chips, hay, straw or chopped corn stalks. Ideally, pieces of material decay faster if they are chopped into smaller pieces. (from Sustaining Horticulture for Wyoming, Master Gardener, Page 325) After you have started a pile, ideally about one cubic yard of material, there are two other important ingredients: moisture and aeration. If the pile is too dry the decay processes and microorganisms will not work. The contents of the pile need to be moist like a sponge but not dripping wet. Aeration or stirring, mixing, turning, whatever you chose to call it, mixes air/oxygen into the pile, thus speeding the decay process. This can be done once a week.

New materials can be added to the pile; however, they should be dug into the center of the pile and covered if possible, to avoid rodent and animal issues in the pile. Depending on the size of gardens and availability of composting materials, one may want to start a second or third compost pile in order to maintain different stages of decomposition.

A “hot” compost pile is similar to the cold pile but requires more attention. The advantage to creating a hot pile is the killing of weed seeds and the speed of the process. A hot pile will create good compost in a few months whereas a cold pile may take a year or more. You know your compost pile is working when it shrinks in size. It is not unusual for a pile to lose half its original volume.

The best part about compost is the benefit it provides a garden. Mix compost with soil to add organic matter or use it as mulch. Well decomposed composts are good soil amendments. They make soil easier to work and create a better medium for plant growth. Mixing one to two inches of compost into the soil of a vegetable or flower garden can be extremely beneficial. One can also mulch between rows with compost which helps control weeds and conserve water.

In conclusion, composting is the ultimate in recycling. It is important that we give back to the earth which sustains us and gives us beauty. Recycle your vegetable matter, improve your soil, and reap the benefits! (For more detailed information feel free to contact your local Master Gardener.)

And Superbells Holy Cow!, a Calibrachoa hybrid from Proven Winners, will catch your eye with its pink, white and yellow blooms trailing up to 22 inches.

CITY OF FLANDREAU 1005 W. Elm Avenue Flandreau, SD 57028-1404 COUNCIL PROCEEDINGS April 22nd, 2019 The City Council of the City of Flandreau, South Dakota, met in special session on Monday, April 22nd, 2019 at 3:05 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Present: Mayor Mark Bonrud. Aldermen: Bob Pesall, Dan Sutton, Karen Tufty, Jason Unger, and Donald Whitman. Absent: Alderman Brad Bjerke. Also present were Jeff Pederson and Karen Gundvaldson, City of Flandreau; Corey Bruning, City Attorney; Jim Zandt, property owner; and Brenda Wade Schmidt, Moody County Enterprise.

The proposed agenda was reviewed. Motion by Sutton and seconded by Pesall to adopt the proposed agenda. The following members voted aye: Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: Bjerke. Motion carried.

There were no Public Comments.

City Administrator Pederson reviewed the status of the Jim Zandt property located at 101 and 103 E. 2nd Avenue. An engineering report prepared by American Engineering Testing, Minneapolis, MN, has been received. The report indicates the south wall needs to be removed and reconstructed. Also noted in the report were observations regarding the east wall that is leaning, water infiltration issues, and movement of the north pilasters. Mr. Zandt shared that he has contacted Smith Brothers Masonry, Brandon, SD, and requested they provide a bid to remove and reconstruct the south wall as his insurance company requires he provide a bid prior to determination of claim proceeds due him. Discussion was held regarding the need to conduct further analysis of the observations noted in the engineering study to determine if other repairs need to be completed to ensure the building is structurally sound or should be demolished due to extensive repairs needed. Also discussed was the state law requirement to obtain an asbestos survey prior to any demolition taking place. Motion by Pesall and seconded

by Sutton to contract with American Engineering Testing to provide further analysis of structural soundness of the building and to have the City take the necessary steps to conduct an asbestos survey.

The following members voted aye: Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: Bjerke. Motion carried. City Administrator Pederson also noted that barriers have been moved to allow two-way traffic on Wind Street and 2nd Avenue as American Engineering Testing does not believe the building is in danger of imminent collapse.

Fencing has been constructed around the property to block pedestrian traffic as there is still a threat of individual blocks falling from the building.

Motion by Whitman and seconded by Unger to approve the purchase of a 2019 John Deere Gator TX in the amount of $8,776.72 to be paid from Park Department Capital Outlay ($2,400.00) and Restricted Capital Equipment Replacement Reserve Account ($6,376.72). The following members voted aye: Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: Bjerke. Motion carried.

There were no Council Comments.

City Administrator Pederson has received notification from Clark Engineering that construction work will begin on April 29th on the water and wastewater project to complete remaining items such as grading, seeding, concrete, and ADA ramps that were not completed in fall 2018.

The Mayor declared the meeting adjourned at 3:47 p.m.

On November 3, 2003, Moody County Deputy Sheriff Bill Davis, was tragically killed while on duty on Interstate 29 at the Big Sioux River Bridge in Moody County. Deputy Davis had twentytwo years of service with the Moody County Sheriff’s Office. In honor of Deputy Davis, The South Dakota Department of Transportation will be erecting a sign at the bridge, in his name.

The Moody County Sheriff’s Office and Moody County Commissioner’s will host a Sign Dedication Ceremony, on Saturday, May 11th at 1:00 pm, at the Moody County Courthouse. We would like to thank Tony Firman and Deputy Davis’s brother Paul Gertsen, for assisting in getting the sign placed at the bridge for Deputy Davis.

Police Chief Zach Weber introduced new K-9 Police Officer Tony Garcia and new Police Officer Gabriel Frias, who each spoke on their background and training. Both new officers are fluent in Spanish.

Council President Sutton had no report.

City Administrator Pederson shared information from the recent Healthy Hometown committee meeting, indicating that May is National Bicycle Month. After permission is officially received from SDDOT, simulated bike paths will be created for several blocks on Pipestone Avenue for residents to use during a scheduled period that month. A tentative schedule of bicycle events for children and adults was shared by Carleen Wild Wilson. A report regarding the wastewater system in reference to recent water/wastewater issues has been received from Shane Waterman, Clark Engineering; additional analysis is forthcoming. Several inquiries have been received concerning the sidewalk incentive program. The insurance claim representative for the Jim Zandt property informed the City Administrator that the structural engineering report to assess the property at 101 and 103 E. 2nd Avenue is complete and will be provided to Mr. Zandt.

Pederson indicated Mr. Zandt informed him that he will share a copy of

the engineering report with the City. More discussion will take place after the report is received and reviewed.

Motion by Whitman and seconded by Pesall to approve the Department and Administrative Reports. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None.

Old Business: A bid opening was held on March 29th for construction of the second Safe Room Building in Flandreau. A motion was made by Whitman and seconded by Bjerke to accept the low bid from F.R.S., Inc., DBA Solbros Construction in the amount of $231,000.00. Upon a roll call vote being taken, the following members voted aye: Bjerke, Pesall, Tufty, and Whitman. Nays: Sutton and Unger. Motion carried.

Mayor Bonrud entered the meeting at 7:50 p.m. and chaired the remainder of the meeting. Alderman Unger left the meeting at 7:50 p.m.

Upon recommendation from the Mayor, a motion was made by Sutton and seconded by Tufty to appoint the following to the Task Force to review property appearance codes: Bob Pesall, Karen Tufty, Jason Unger, Karla Bjerke, Mark Ekern, Jen Headrick, Chris Neises, and Amy Olinger. Mayor Bonrud will also serve on the Task Force; City Administrator Pederson will serve as a resource person for the Task Force. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, and Whitman. Nays: None.

Absent: Unger. Motion carried.

New Business: City Administrator Jeff Pederson shared ideas for a spring program to entice the public to improve the appearance of their property in advance of the upcoming Sesquicentennial and All School Reunion.

After discussion, it was determined that May 15th, 2019 thru June 15th, 2019 will be “Yard Spruce-Up Month” upon proclamation of Mayor Bonrud.

City Administrator Jeff Pederson shared information on a Planned Residential District Plan submitted by Scott Ramsdell on behalf of Alison Ramsdell and Jason Unger. He indicated County Ordinance requires the plan be submitted to the City of Flandreau for review of the impact the proposed District may have upon City infrastructure and public service delivery systems since it lies within one mile or less of the corporate boundary of the City. He was unable to determine any negative impacts upon the City from the proposed development. Motion by Sutton and seconded by Pesall to provide comment to Moody County indicating there is no adverse impact upon the City of Flandreau from the proposed Planned Residential District. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, and Whitman. Nays: None. Absent: Unger. Motion carried.

A bid opening was held on Wednesday, April 10th, 2019 at 1:30 p.m. for the concession stand at the City Park for the summer season 2019. Stuck in a Rut: SDSU Extension Offers Tips on How to Deal with Field Ruts April 01, 2019 Posted in Soil Health, Crop Management, Cover Crops, Corn, Soybean, Wheat, Equipment Safety BROOKINGS, S.D. – There is no easy fix for field ruts left over from last fall, however SDSU Extension Soils Field Specialist, Anthony Bly, said there are ways to mitigate the issues associated with ruts before planting begins.And, deep tillage is not the answer.

“It’s often assumed deep tillage is the best fix for ruts and compaction, but in this case deep tillage may be more of the culprit than the cure.”

— Anthony Bly, SDSU Extension Soils Field Specialist He explained that when soils experience compaction like we see in wheel tracks, a lasting impact is made, often resulting in a few inches to several feet of compaction in those areas.

The degree of compaction depends on many factors, including how saturated the soils were when harvest occurred. “The percent of soil pores filled with water versus air can change the level of compaction,” Bly said. “Deep ruts are usually noticed first. But, keep in mind, even shallow ruts of a few inches can cause issues with optimal seed depth during planting if they exceed planting depth.”

Before taking action, Sara Bauder, SDSU Extension Agronomy Field Specialist said it is best to survey your fields and determine if your rutted areas are severe enough to effect planting before taking action.

Allow soils to dry Before hooking up tillage equipment, it is important to allow soils to dry.

“Attempting to repair ruts while soils are still wet may only complicate matters,” Bauder said. “The act of repairing ruts will work best after the top 2 to 4-inches of top soil are dry. Otherwise, if soils have not had the opportunity to dry properly, farmers could make issues worse with smeared, compacted soil surfaces.”

Another helpful option for some growers, may be to allow winter annual cover crops or volunteer crops to grow until the ground is dry enough for planting. At that time, chemically burn down the growing plants before no-tilling the cash crop.

“This can help producers looking to dry out saturated soils prior to planting this spring,” Bauder said. “However, careful management of these types of practices is needed for success.”

Choose target areas to lightly till

The key to repairing ruts, Bly said, is targeting specific areas rather than taking a pass at the entire field. “Essentially, make the field plantable without full-width tillage.”

Ideally, Bly said farmers should shallowly fill in the areas where ruts occurred, rather than disturbing the entire soil layer down to the bottom of the tire rut.

“Deep tillage will disturb the soil at lower depths with excessive moisture and may cause even more compaction damage,” Bly said.

Keep in mind, when filling in ruts, there is likely nothing growing in the soils, so farmers are solely relying on evaporation to dry out the soils. Therefore, pulling up additional moisture is not going to help.

Bauder said simply using a light tillage pass, such as a vertical tillage tool, light disc, soil finisher or harrow (in shallow rut cases) is going to be most ideal to fill in ruts and prevent further compaction.

In some cases, with very deep ruts, multiple tillage passes may be needed. Be sure to allow time (at least two weeks) in-between passes for drying before tilling slightly deeper than the previous pass. See Figure 1 as an example of a multiple tillage pass repair. Just level the surface to make planting possible this spring and look towards dealing with any major compaction issues next fall.

Consider no-till and other preventative actions

Although we cannot change what happened last fall, some options can help avoid soil compaction and improve soil structure moving forward.

“In many southeastern South Dakota fields last fall, it became apparent some producers with established no-till fields, who followed the main soil health principles, were able to enter fields earlier and had minimal, to no issue with field ruts, compared to conventionally tilled neighbors,” Bly said.

In general, Bly explained, tillage practices result in poor soil structure and increased compaction due to the disruption of soil aggregates and good soil structure.

“Moving in the direction of no-till can help producers build soil structure, giving soils a stronger shear strength and structure,” she explained. “These properties allow producers to get out into fields faster during wet times.”

However, Bauder explained, these changes do not happen overnight. “There are many additional soil health principles that, when added to minimal soil disturbance, can greatly improve the health and productivity of soils.”

Even before you enter the peak of the busy planting season, make it a priority to test your soil to ensure that carryover residues from the previous season or from spring runoff haven’t contaminated your fields. Understanding how these chemical factors have impacted your fields for the upcoming 2019 growing season will help you implement appropriate practices for pesticide application that will reduce the risk of high pesticide concentrations in your soil and further groundwater and surface water pollution. Tackling these preventative measures upfront will ensure you have a clear roadmap for navigating a successful year of proper inputs and soil management while targeting a profitable harvest.

Think proactively.

With a late spring slowing farmers down from the field, the hustle will be on as soon as Mother Nature gives the ok. While the goal will be to help crops along as much as possible, monitoring appropriate pesticide application and weather conditions will aid your management in the long run and work against the dangers of pesticide drift. AgGuide Managing for Better Soil Structure SOUTH DAKOTA BACKGROUNDER April 17, 2019 REPAIR FIELD RUTS – Advice for Farmers 10 Steps to Improved Ruts and Soil Management Written by agronomists and soil scientists with USDA Natural Resources Conservation Service South Dakota and South Dakota State University Extension, with support from South Dakota's Conservation Districts and South Dakota Soil Health Coalition.

Situation: Tire or track ruts exist in a field. What is best advice to smooth them out before planting?

1. Assess the damage: How deep are the ruts; how large is the affected area? All ruts deeper than planting depth should be leveled. In locations where soils were fully saturated (soil pores were filled with water), compaction may not be as bad as perceived. Therefore, just leveling the ruts themselves may be all that is necessary to get the field in planting condition. In the rut area, soil structure has been damaged. In no-till fields, where ruts are often shallow, many growers choose to let nature, not steel, rebuild the ruts. Living roots, improved biological activity, and the freeze/thaw/wet/dry cycles with natural heaving, will help level the compacted areas.

2. Wait for drier soil: The top 2-4 inches of soil need to be dry. Use secondary light tillage (vertical tillage tool, light disk, soil finisher or harrow), while leaving residue on the surface. Tillage in a rutted area, when too wet, smears and compacts soils even more, reducing root growth and yields. If necessary, consider light use of tillage equipment only in the width of the impacted areas, not the entire field, which will still accommodate the use of traditional no-till equipment. Best advice is to smooth and plant these areas last. If wet soil continues in spring, avoid tillage and try no-till in this area.

3. Test for soil dryness: Grab a handful of soil in the area between ruts and 2 inches above the operating depth of tillage. Form a ball and toss like throwing a runner out at first. If ball stays mostly intact when it hits the ground, it's still too wet.

4. Avoid deep tillage: It's a myth that deep tillage is the best fix for ruts because any tillage causes compaction in wet soils. Compaction caused by tillage breaks down soil structure, reduces root growth, slows water infiltration and cuts water availability to growing plants.

5. Quick fill for ruts to make the area suitable for planting: A tractor and blade can help push heaved soil back into ruts. It may not deliver a complete fill, but might be level enough for the planter.

6. Deeper ruts need more time: For 5-inch or deeper compacted ruts, multiple tillage passes will be necessary, with a week in-between passes to dry the tilled layer. If needed, a chisel plow set to depth just below the ruts could work, but only use in the rutted area to avoid further compaction.

7. Expect yield losses in the rut-damaged area. Research show losses of 10 to 25%, depending on soil type and compaction severity. Even with the best management practices to remedy rut issues, it will take some areas 3 to 5 years for yields to normalize. Heavy, fully-loaded harvest equipment can weigh between 20 and 40 tons per axle, which can create compaction as deep as 3 feet.

8. What if ruts produced gullies? Use of zone tillage can temporary help fill in gullies.

Some growers use center pivot track fillers, or even ATVs with small implements. Some move topsoil from field edge to refill upslope losses. Always check the area slope, as it likely needs a grassed waterway established to stop soil erosion.

9. Preventive Actions - Focus on long-term soil structure: Growers using no-till, especially with diverse rotations and cover crops, are achieving improved soil biological activity and increasing soil organic matter--which leads to fewer ruts, less compaction, quicker access to fields following rains, and reduced inputs to produce equal or greater yields as current conventional-tilled fields.

10. Cover crops can help: Seeding cereal rye after harvest, with its fibrous root system, can help alleviate soil compaction in these rutted areas, as well as build a healthier soil.

Manure and residue cover also help build soil structure by increasing soil biological activity.
