Clean up day will be Saturday, May 2nd, 2020. City clean-up volunteers will meet at City Hall at 8:30am. Residents must place items in separate piles – such as wood – metal –appliances. POSITION SUMMARY: The Clerk of Courts position is multi-focused requiring a wide range of responsibilities key to the court system. The employee will fulfill Court Administrator and Magistrate job duties. The employee serves as Clerk of civil, criminal, juvenile, traffic, small claims, and appellate courts. Receptionist, secretarial, legal assistant, and public relation duties are also requirements of this position. In brief, this employee greets all visitors and handles all incoming correspondence and telephone calls. Is responsible for budgets, record keeping, report writing, drafting pleadings, docketing cases, processing and filing all civil, criminal, juvenile, traffic, small claims, and appeal actions filed with Tribal Court. The Clerk of Courts is responsible for the scheduling of hearings, preparing and maintaining court calendars and notification of all parties in all civil, criminal, juvenile, traffic, small claims, and appeal actions. This position performs Court Magistrate duties, prepares and distributes child support payments to agencies or individuals on a monthly basis. Responsible for issuing various tribal licenses, collecting fees and fines ordered by the Court. EDUCATION AND/OR EXPERIENCE: Must have a high school diploma, paralegal training, or experience preferred. A minimum of two (2) years prior secretarial experience. Knowledge of legal terminology. Knowledge of typewriter keyboards. Must be able to type 50-70 wpm. Must know English grammar, spelling, and punctuation in order to correct obvious errors in material being typed. City Administrator Jeff Pederson presented an overview of 2020 South Dakota Department of Transportation Bridge Funding Opportunities that may provide funding for repair, replacement or demolition of the Crescent Street bridge. Mayor Bonrud shared that take-out meal orders appear to be working well and encouraged all residents to continue to support local businesses. He recently visited with Scott Hargens, Flandreau Avera Medical, and shared that the Coronavirus Pandemic is expected to peak in mid-May. The City Administrator shared that the Summer Rec program is under review to determine if the City will be able to proceed with the program while still adhering to social distancing guidelines; virtual participation may be an option. A decision whether or not to open the Aquatic Center should be made soon; expense associated with getting the pool and staff ready for opening would be wasted should the decision be made to not open after prep work has been completed. A teleconference with Wyss & Associates was held recently to review maps and provide additional information needed for their analysis; information with cost projections will be reviewed at one of the next Council meetings. Cost estimates for concrete at the skate park are being completed by Shane Waterman, Clark Engineering, and will be available soon. The women’s restroom at the Community Center will undergo remodeling soon; anticipated completion is the first of June. A concrete bench and pad have been donated by South Dakota Lake and Streams in honor of Gerald “Jerry” Myers and will be placed at the City Park. The vehicles owned by Roger Hasvold in violation of City Zoning have been removed from the property. Motion by Unger and seconded by Pesall to approve the Administrative Reports. Any business continuing to operate in order to provide lawful off-site service should implement procedures to ensure social distancing and operation in compliance with federal and state health guidance in order to prevent the spread of COVID-19.” The motion removes the language “to ten or more patrons at one time”. Job Description: This position is responsible for supervising and guiding daycare aides, training personnel, implementing daily lesson plans and creative activities birth to five, solving any issues that may arise, liaising with parents, and implementing safety regulations and daycare policies. Minimum Qualifications: High School Diploma or GED required and 2 to 3 years of experience in a child care setting. A strong background and demonstrated training in Early Childhood Development and general Supervision of staff is greatly preferred. First Aid and CPR Certification required. Applicant must pass the P.L. 101-630 character and background check prior to starting.
