Opening day is April 18 at Iott’s Greenhouse This long winter has gardeners ready to plant, and Iott’s Greenhouse & Gardens has great new annuals and perennials, along with colorful ways to celebrate spring. Iott’s is opening their greenhouse full of plants near Ward, SD, on Wednesday, April 18, with a dazzling selection of newly developed flowers and plants to stir the imaginations of home gardeners.

Get an early start with “Plant Your Own Container Night” April 19 and 20. Starting at 6:30 both evenings, bring your own planter or purchase one of Iott’s beautiful containers. Iott’s will keep your planter in their warm greenhouse until Mothers Day for a successful start. Space is limited so call 605-997-2816 to reserve a place. Your cost will be based on the soil used in your planter and the plant material you choose.

One clever new idea at Iott’s is the “School Colors Bench.” Graduations at local schools will soon be upon us. Iott’s has made graduation decorating easy, with plants in area school colors organized on a special bench. Some containers are already planted to help you decorate your home for your graduate’s special day with a variety of colorful flowers and plants.

One of this year’s outstanding new plants is Supertunia Mulberry Charm, a stunner with a slightly mounding habit. Growers are very excited about its vigor and eye-popping color. Mulberry Charm likes a part-sun to full-sun location and will have a mature height of 6 to12 inches. Supertunias are heavy feeders, so in May you can fertilize every two weeks and in June when it heats up, it’s best to fertilize every week. Pick up some slow release fertilizer at Iott’s to top-dress your baskets to get them through the season.

Iott said there are lots of new plants to see at the greenhouse this year, including several new Thunbergia varieties, and plenty of exciting perennials.

The Mayor shared with Council that he had attended the Water/Wastewater Project preconstruction meeting held last week and indicated the contractor was informed that he may not begin construction until the weather clears and he has received permission from Clark Engineering. The contractor was also informed that he will be held accountable for delays such as those experienced last fall.

City Administrator concurred with the Mayor in reference to the recent preconstruction meeting. He also met with Dave Schliinz and DGR to discuss Phase 4 of the Electric Distribution Project; 2018 is a planning year with construction taking place in 2019. The project will be complete by year end 2019. The financial agreement with GFP and USF&WS for the dam study has been forwarded to the City Attorney for review and may be available for Council review at the next meeting. The State has reviewed and approved the submission for the storm shelter grant and forwarded it to the EPA for final approval. The Planning and Zoning Board recently approved two variances for garages.

Old Business: None New Business: City Attorney Paul Lewis discussed a letter recently received from MRES regarding preliminary studies completed by RA Solar to provide solar energy to the Flandreau Santee Sioux Tribal properties. While he indicated solar energy is a positive move, he shared concerns that RA Solar providing solar energy to FSST becomes a commercial transaction and there are already established electric territories in SD. It may also undermine the City’s agreement with MRES as well as create issues with the SD Public Utilities Commission. Further research and study is needed.

Motion by Sutton and seconded by Sample to authorize an engineering agreement with DGR Engineering for Electric Distribution Improvements Phase 4 with an estimated fee of $147,400. The following members voted aye: Pesall, Sample, Smith, Sutton, and Tufty. Nays: None. Absent: Bjerke.

City Administrator Whitman took a few moments to share with Council that it has been a pleasure and an honor to work for the Mayor and Council and to serve the City of Flandreau for the past six years. Don has worked in local government for the past 39 years in eight different cities and indicated Flandreau is the perfect place to retire from as it has been his favorite. He has enjoyed his years of service here. He also took a moment to recognize and thank his wife Amy, who has been with him for every step of his career in public service. Several Council members commented and all agreed that Don’s service and commitment to Flandreau has made the City a better place throughout his tenure as City Administrator.

When I saw him at the Humane Society, I knew that “Tabby” was the cat for me. Then, when I brought him home, my husband hit the roof.

Producers who suffered qualifying livestock losses due to the recent blizzard could be eligible for the Livestock Indemnity Program (LIP).

If you have suffered livestock losses from the blizzard call the Moody County FSA Office to report your losses. (605)997-2949 ext. 2 LIP provides livestock producers with a vital safety net to help them overcome the damaging financial impact of natural disasters. LIP compensates livestock owners and contract growers for livestock death losses in excess of normal mortality due to an eligible adverse weather event, including losses due to wildfires, hurricanes, floods, blizzards, disease, extreme heat and extreme cold.

A notice of loss must be filed with FSA within 30 days of when the loss of livestock is apparent. Livestock that die within 60 days of the date of the eligible loss condition may be considered eligible for loss benefits if the animal died because of the eligible loss condition.

Producers must also file an application for payment no later than 90 days after the calendar year in which the eligible loss condition occurred.

The LIP national payment rate for eligible livestock owners is based on 75 percent of the average fair market value of the livestock.

Earlier this, Congress eliminated a payment cap for LIP of $125,000 per year. The amendment was part of the 2018 Bipartisan Budget Act. When livestock losses become apparent and producers work to dispose of deceased animals, it’s particularly important to document these losses prior to or during the disposal process.

Producers are encouraged to bring supporting evidence, including documentation of the number and kind of livestock that died, supplemented if possible by photographs, or video records to document the loss, purchase records, veterinarian records, production records and other similar documents.

PUBLIC NOTICE GARBAGE COLLECTION Garbage collection within the City of Flandreau is contracted to Eng Services. Under the terms of the contract, Eng Services collects all garbage and household refuse from all single-family and multiple-family residences, including mobile homes, within the corporate limits of the City of Flandreau. The monthly charge will provide for the collection and disposal of contents of not more than three containers (not less than ten gallons and not more than 30 gallons) for each domestic unit.

Garbage shall mean and include every accumulation of animal, vegetable or other matter that attends the preparation, consumption, display, use or storage of organic matter, including the can, container or wrapper wasted along with such matter.

Household refuse shall mean and include such items as garbage, sweeping, cleanings, trash, litter and domestic solid waste. Household refuse shall not include any household hazardous waste, as defined by any state or federal regulation.

Eng Services and other businesses will also collect yard debris for an additional charge to be negotiated between the contractor and the party involved. This additional service is at the option of the user of those services. Yard debris shall include such items as grass lawn clippings and leaves.

Other refuse and debris, such as appliances, tires, furniture, etc. may be disposed of for a fee. Please contract Eng Services or other contractors providing such service to make individual arrangements.

The City of Flandreau Restricted Use Landfill Site is also open.

Hours of operation are Wednesday – 3:00 p.m. to 7:00 p.m. and Saturday – 9:00 a.m. to 5:00 p.m.

Questions concerning routes, schedules and disposal of material not covered in the contract, should be directed to Eng Services at 997-5551.

PUBLIC NOTICE TREE TRIMMING & MAINTENANCE In accordance with Title 14 - Tree Ordinance, Chapter 14.3.7:

14.3.7.1 The City will herein be responsible for the maintenance, trimming, and care of all park and street trees.

14.3.7.2 The landowner will be responsible for the maintenance, trimming, and care of all private trees situated upon their property, but said maintenance, trimming,and care shall be subject to City requirements regarding pest control or trimming when such actions are necessary to prevent hazards to life and property.

14.3.7.3 Overhanging Branches Every owner of a tree which overhangs any sidewalk within the City shall trim such tree to a minimum of ten feet (10’) above the surface of the sidewalk.

Every owner of a tree which overhangs any municipal arterial street or right-of-way within the City shall trim such tree to a minimum of twelve feet (12’) above the surface of the street or right-of way.

Every owner of a tree which overhangs any county road or portion of the state trunk highway within the City shall trim such tree to a minimum of sixteen feet (16’) above the surface of the county road or state highway.

FLANDREAU CITY ORDINANCES REQUIRE THAT ALL DOGS OR ANIMALS OF THE DOG KIND, AND CATS ARE: To be licensed (Chapter 6.3). Licenses may be purchased at the City Office located at 1005 W. Elm Avenue.

Not allowed to run at large (Chapter 6.2) Not allowed to disturb the peace and quiet of the neighborhood or to become a Public Nuisance by destroying or defacing property or causing injury to persons or domestic animals (Chapter 5.3) Not allowed to defecate on public or private property other than on the property of their owners.

Owners, keepers, care-takers or attendants of said animals are required to immediately clean up the fecal material from such property (Chapter 6.2) To be immunized against rabies (Chapter 6.3) FURTHER, it is unlawful for any person to own on any premises more than four animals (except birds and fish) over the age of six months.

PUBLIC NOTICE

In accordance with Title 5 – Public and Private Nuisances: Property owners must remove noxious weeds and unhealthful vegetation from the property within a reasonable time after the growth of the vegetation on any property within the City of Flandreau. (Chapter 5.3) Notice is hereby given to property owners whose property within said City on which the height of the grass and/or weeds has exceeded the height of six (6) inches and that any grass or weeds that exceed said height shall be removed within forty-eight hours. The notice need not be given personally but may be given generally through the official newspaper annually. The published notice shall constitute notice as required by this Section. (Chapter 5.4) If the owner or person in possession of property fails to abate the nuisance within the time specified, the City may take remedial action to abate the nuisance and to charge the cost thereof against the abated property. A separate charge will be incurred each time this action is initiated. (Chapter 5.4) Exception. Property owners with parcels of land that exceed one (1) acre in size may petition the City Council for relief from the requirements of this Chapter. The Council may approve or disapprove the petition and establish other criteria that must be complied with. If the exception is approved, minimum upkeep standards shall require 1) the property, including boulevards, must be mowed at least twice a year, and 2) the control of noxious weeds.
