EGAN CITY MINUTES REGULAR MEETING APRIL 17, 2019

The Board of Trustees of the City of Egan, South Dakota met in regular session on April 17, 2019 6:00pm at the Egan City Hall, 110 W 3rd St, Egan, SD. Present: Board of Trustee members John Steinhauer, Jerome Olson, Nancy Hansen, Cody Chamblin and Doug Smidt. Also present: Brenda Duncan-Finance Officer, Barb Westover, Dan Warborg, and Tom and Mary Ehrichs.

The meeting was called to order by J. Steinhauer at 6:00pm Motion by Chamblin and second by Smidt to approve the agenda. All present voted “aye.”

Motion by Chamblin and second by Smidt to approve the Board of Equalization minutes from March 20, 2019, and regular council meeting from March 20, 2019. All present voted “aye”.

Public Comment: None Zoning: Building Permit 2019-02 was reviewed.

Old Business: Motion by Hansen and second by Chamblin to pay Asphalt Surfacing Co. $3,847.20 for road repairs.

New Business: Second reading of Ordinance No. 204 an Ordinance Creating Urban & Rural Service Districts. Motion by Chamblin and second by Smidt to approve Ordinance No. 204. Voting aye: Chamblin, Olson, and Smidt. Abstaining: Hansen and Steinhauer Motion by Chamblin and second by Smidt to hold the first reading of Ordinance 205 Regulating the Discharge of Sump Pumps, Storm Water, and Ground Water.

Motion by Hansen and second by Olson to approve the 2018 Annual Report as presented. All present voted “aye”.

Motion by Olson and second by Chamblin to approve the 2019 Mosquito Control Agreement with the City of Colman. All present voted “aye”.

Motion by Hansen and second by Smidt to set May 4, 2019 as Annual Clean Up Day. All present voted “aye”.

Motion by Steinhauer and second by Olson to publish minutes in Moody County Booster for one year and to re-evaluate after one year. All present voted “aye”.

Finance Officer Duncan informed the board of three small claims filed for non-payment of utility bills.

Performs the following tasks in compliance with the 638 BIA Contract Program- BIA/AVT Higher Education and the Johnson O’Malley Program. Oversees the implementation and supervision of grant programs awarded to FSST Education under the authority of the Flandreau Santee Sioux Tribe. Provides assistance in the development, planning, evaluation and coordination of activities related to community education and program development. Targets FSST enrolled youth and FSST members to recruit into higher education programs and universities, adult education programs, or other related assistance. May supervise temporary Summer Youth Coordinators when the Summer Youth Program is active.

Minimum Qualifications: 1. Bachelor’s Degree required with Education focus preferred, 2-3 years of experience with higher education programs, grant writing, scholarships or other similar related duties strongly preferred.

2. Possession of a valid SD Driver’s license and insurable by the FSST. Willingness to use personal vehicle in the course of employment. Must submit to a pre-employment drug and alcohol screening and P.L. 101-630 background check.

3. Ability to handle multiple tasks and/or projects and occasionally work odd hours.

4. Must be able to communicate effectively both verbally and in writing to interface with a wide range of stakeholders, internal staff, advisory/school boards/parent boards, committee members and community members as well as young people and parents.

5. Direct experience with native youth and cultural sensitivity and knowledge education program planning, development, implementation and evaluation strongly preferred.

It gives a new meaning to the phrase “the buck stops here”. It was imported from Europe by early Americans, thinking it would have ornamental uses. It quickly established itself to North American soils by using birds to spread its unwanted seeds.

If common buckthorn is not removed the result is the shading out of native plants, reduce plant diversity in the infected area, and a host for undesirable pests. There is some evidence that common buckthorn effects the soil in a way to inhibit the growth of some native flora. Buckthorn unripened fruit is an overwintering host for the soybean aphid eggs. It is also an alternate host for alfalfa mosaic virus and crown fungus, which causes oat rust disease. Lastly, buckthorn is also considered to be a winter host for the newly arrived invasive spotted wing drosophila fruit fly, which attack and destroy strawberries, raspberries, and other soft fruits.

To identify common buckthorn, look for the following characteristics. It is a leafy shrub or a small tree. They have dark green leaves which are elliptical or ovate and vary from 1 ½ to 3 inches long. The twigs will have thorns at their tips. Bark and stems are brownish or grayish in color. Small, green-yellow flowers will appear in the late spring.

The shrub will produce a round purplish black fruit. The fruit is not eatable and causes diarrhea in birds hasting its spread. It will not grow in mowed or tilled areas, but will populate in woodlands, ditches, fence lines, and other undisturbed areas. It commonly gets started where birds perch. If allowed to establish, it will take years of labor to eradicate it.

If you are lucky enough to have mature common buckthorn, wood carvers prefer the burnt red-orange dense heartwood. Wood turners can make beautiful colored turned art pieces. The straight stems make excellent walking sticks. When dried, the wood is very dense and makes a slow burning firewood. Isn’t that an appropriate end to one of South Dakota’s most uninvited invasive plants?

There are control options for the common buckthorn. The best is to recognize the plant and eliminate it before it gets established. Young seedling can easily be pulled out by hand or dug out using a spade or potato fork. Medium size plants can be pull out by wrapping a chain around the stem and pulling with an ATV or tractor. There are commercial pulling tools available that are effective. Just cutting off the common buckthorn will later be discovered as a disaster. Lopping off the main stem will result in multiple stems in the following years and helping it become a better establish plant.

There are chemical options that are effective. Those options can be obtained by contacting the SDSU Extension Service or search the https://extension.sdstate.edu website. Just type in “buckthorn” in the search box.

The City Council of the City of Flandreau, South Dakota, met in regular session on Monday, April 15th, 2019 at 6:30 p.m. at the City Council Chambers, 1005 W. Elm Avenue, Flandreau, SD. Police Chief Zach Weber introduced new K-9 Police Officer Tony Garcia and new Police Officer Gabriel Frias, who each spoke on their background and training. Both new officers are fluent in Spanish.

Council President Sutton had no report.

City Administrator Pederson shared information from the recent Healthy Hometown committee meeting, indicating that May is National Bicycle Month. After permission is officially received from SDDOT, simulated bike paths will be created for several blocks on Pipestone Avenue for residents to use during a scheduled period that month. A tentative schedule of bicycle events for children and adults was shared by Carleen Wild Wilson. A report regarding the wastewater system in reference to recent water/wastewater issues has been received from Shane Waterman, Clark Engineering; additional analysis is forthcoming. Several inquiries have been received concerning the sidewalk incentive program. The insurance claim representative for the Jim Zandt property informed the City Administrator that the structural engineering report to assess the property at 101 and 103 E. 2nd Avenue is complete and will be provided to Mr. Zandt.

Pederson indicated Mr. Zandt informed him that he will share a copy of

the engineering report with the City. More discussion will take place after the report is received and reviewed.

Motion by Whitman and seconded by Pesall to approve the Department and Administrative Reports. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Absent: None.

Dave Lorang, Banner Associates, Inc., discussed options that may be taken to reduce costs as the low bid is greater than the budgeted amount. A motion was made by Whitman and seconded by Bjerke to accept the low bid from F.R.S., Inc., DBA Solbros Construction in the amount of $231,000.00. Upon a roll call vote being taken, the following members voted aye: Bjerke, Pesall, Tufty, and Whitman. Nays: Sutton and Unger. Motion carried.

Mayor Bonrud entered the meeting at 7:50 p.m. and chaired the remainder of the meeting. Alderman Unger left the meeting at 7:50 p.m.

Upon recommendation from the Mayor, a motion was made by Sutton and seconded by Tufty to appoint the following to the Task Force to review property appearance codes: Bob Pesall, Karen Tufty, Jason Unger, Karla Bjerke, Mark Ekern, Jen Headrick, Chris Neises, and Amy Olinger. Mayor Bonrud will also serve on the Task Force; City Administrator Pederson will serve as a resource person for the Task Force. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, and Whitman. Nays: None.

Absent: Unger. Motion carried.

New Business: City Administrator Jeff Pederson shared ideas for a spring program to entice the public to improve the appearance of their property in advance of the upcoming Sesquicentennial and All School Reunion.

After discussion, it was determined that May 15th, 2019 thru June 15th, 2019 will be “Yard Spruce-Up Month” upon proclamation of Mayor Bonrud.

City Administrator Jeff Pederson shared information on a Planned Residential District Plan submitted by Scott Ramsdell on behalf of Alison Ramsdell and Jason Unger. He indicated County Ordinance requires the plan be submitted to the City of Flandreau for review of the impact the proposed District may have upon City infrastructure and public service delivery systems since it lies within one mile or less of the corporate boundary of the City. He was unable to determine any negative impacts upon the City from the proposed development. Motion by Sutton and seconded by Pesall to provide comment to Moody County indicating there is no adverse impact upon the City of Flandreau from the proposed Planned Residential District. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, and Whitman. Nays: None. Absent: Unger. Motion carried.

A bid opening was held on Wednesday, April 10th, 2019 at 1:30 p.m. for the concession stand at the City Park for the summer season 2019. One bid was received as follows: Vonda Crow and Tom Hansen ................................................ $423.00 Motion by Bjerke and seconded by Pesall to award the bid for the City Park Concession Stand for 2019 to Vonda Crow and Tom Hansen for $423.00. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, and Whitman. Nays: None. Absent: Unger. Motion carried.
