Flandreau Santee Sioux Tribe SORNA Registry Coordinator (SORC) Opens: March 8, 2021

Job Description: The SORC, under the direction of the Chief of Police, will be tasked with enforcing the tribal Sex Offender Registry Ordinance. This includes registering and tracking offenders; and reporting noncompliance to the Tribal Prosecutor. The SORC provides notice to the community of registerable offenders living, working, and attending school on the reservation. The SORC will draft and implement policies, forms, and code recommendations to implement best practices related to sex offender registries.

The SORC ensures that the Flandreau Santee Sioux Tribe remains in substantial compliance with the Sex Offender Registry Notification Act (SORNA). The SORC engages in community outreach to educate the community about SORO and how to prevent sex offenses from occurring. The SORC will also be tasked with implementing the Tribal Access Program (TAP), a program offered to tribes by the U.S. Department of Justice that allows access and uploading to some federal information databases. The SORC will be the Tribe’s point of contact with the U.S. Department of Justice and in-house for departments with any issues related to the TAP workstation. The SORC will provide access to the TAP workstation to authorized tribal employees and applicants. The SORC will ensure compliance with all tribal policies related to TAP.

Education & Qualifications:

• Assist with membership issues as needed.

• Assist with answering phones.

• Perform miscellaneous job duties as assigned.

Education & Qualifications: All positions require a minimum of a criminal background check to a maximum of an adjudicated P.L. 101-630 character and criminal background check.

• The ideal candidate will have at least an Associates Degree in accounting or finance or equivalent experience in processing Accounts Payable. Prefer some experience in an accounting environment with direct experience or exposure to governmental (enterprise) accounting. Ability to communicate effectively, both written and verbal. Demonstrate a knowledge of accounting processes that extend beyond data entry, including the ability to logically work through a difficult transaction and understand the impact on the financial statements. Additionally, qualified candidates must have strong computer skills including a preferred accounting software program(s), be a self-starter and work autonomously.

There were no Visitors to be Heard.

Mayor Sutton shared that he has had numerous discussions with parties interested in the construction of the new fire station. He shared that the City is still committed to the new fire station and is working on final design; there is plenty of time to finalize and submit a grant application to CDBG this fall. There has been a lot of interest regarding progress on the dam; those that inquired were assured that we are still in the design stages and no decision has been made at this time.

City Administrator Pederson seconded comments made by the Mayor regarding the dam and indicated interested parties may view supporting documents posted on the City’s website. No bids have been received yet for the armory shower renovation. Flooring in the Community Center kitchen will be removed and new epoxy flooring will be installed next week. Cabinets will be ordered after a decision is made regarding how many cabinets are required to store items needed by those that rent the facility. The new ceiling tiles have greatly improved acoustics and the new lighting is a huge improvement. Both water and electric meter change outs are moving forward. An electric department intern has been hired for the summer and will begin work at the beginning of May; he will assist with dismantling the unused overhead wires. City Administrator Pederson is working with Bart Sample regarding National Guard assistance for a clean-up day this fall. Pederson also reminded interested parties of the assistance program whereby the City will pay up to 50% of the cost of residential sidewalk replacement.

Old Business: Discussion was held regarding the restrictions that were placed on City facilities at the March 1st, 2021 Council meeting to take measures to protect City employees, elected officials, and the general public due to the level of COVID-19 spread in the State and community. Motion by Bjerke and seconded by Fargen to lift all restrictions at the William J. Janklow Community Center for all events scheduled to take place after April 20th, 2021. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Tufty. Nays: None. Absent: Unger. Motion carried.

New Business: Holist Sutton, on behalf of the Team of Angels, requested authorization to close Wind Street from 2nd Avenue south to the drive-thru lane at the First National Bank ATM Site, on future Thursday nights that the current “Chase the Ace” event sponsored by the Team of Angels is being held. Discussion was held after which Pesall made a motion, seconded by Tufty to authorize City Administrator Pederson, upon request by the Team of Angels, to allow closure of Wind Street from 2nd Avenue south to the drive-thru lane at the First National Bank ATM Site, on future Thursday nights from 5:00 pm until 8:00 pm during which time the “Chase the Ace” event sponsored by the Team of Angels event is being held, with the understanding that closure of the street must be requested prior to each Thursday night event and closure will no longer be allowed once the “Chase the Ace” event concludes.

The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Tufty. Nays: None. Absent: Unger. Motion carried. Discussion was held regarding the issuance of temporary liquor licenses to those establishments that hold a liquor license to allow the consumption of alcoholic beverages within the area of the closed street during the “Chase the Ace” events.

Finance Officer Karen Gundvaldson updated Council on the applicable rules for issuance, indicating a liquor establishment may, upon approval of Council, be issued one temporary license for numerous Thursdays at specified times with stipulations as deemed appropriate by Council. Liquor establishments interested in a temporary permit are encouraged to apply for approval at the April 19th Council meeting.

Motion by Fargen and seconded by Ekern to approve Contract No. 19-UGPR-4043 among the Flandreau Santee Sioux Tribe (FSST), Western Area Power Administration (WAPA), and the City of Flandreau, which provides terms and conditions for Bill Crediting Program Arrangements among the parties. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Tufty. Nays: None. Absent: Unger. Motion carried.
