CITY OF FLANDREAU 1005 W. Elm Avenue Flandreau, SD 57028-1404 PLANNING & ZONING COMMISSION MEETING The Planning and Zoning Commission of the City of Flandreau, South Dakota met in special session on Tuesday, March 22nd, 2022 at 5:00 p.m. at the City Office.

Planning and Zoning Commission members present were: Brian Bergjord, Kendra Eng, David Lillibridge, Dan Rose, and Mike Witte. Absent: None. Also present were City Administrator Jeff Pederson. The meeting was called to order by Chairman Bergjord at 5:00 pm.

The purpose of the meeting was to review a prospective Ordinance amendment to allow Caretaker/Watchman’s Quarters in the Central Commercial and Highway Commercial Districts in the City.

City Administrator, Jeff Pederson explained that he was approached several months prior about the permissibility of residential quarters on the street level of a parcel in the Central Commercial District for use by someone who is employed by a business located on the same premises. He also pointed out that, more recently, he received a similar inquiry on behalf of the owners of a business in the Highway Commercial District.

Pederson provided the Commission with an Ordinance that was obtained from First District that would allow Caretaker/ Watchman’s quarters in Commercial Districts with certain restrictions. The Commission reviewed the draft Ordinance, with much discussion on the requirement for a separate outside entrance for the dwelling unit. Discussion focused on the importance for a second means of egress other than that of the business entrance.

A motion was made by Eng, and seconded by Lillibridge to recommend to the City Council the passage of the Caretaker Ordinance absent the requirement for a second outside entrance, but with the requirement that a second means of egress from the building be required.

The Commission was informed that an application for a Condition Use Permit for residential use in the C-1 District was received, and that a Hearing was scheduled for April 5 at 5:00 pm.

Chairman Bergjord asked that the April 5 meeting include a discussion about “Shoams” (Shop-homes).

The meeting was adjourned at 5:24 pm upon motion by Witte and seconded by Rose.

The Board of Trustees of the City of Egan, South Dakota met in regular session on March 21, 2022 at the Egan City Hall, 110 W 3rd Street, Egan, SD. Kelley Ramsdell, FDC, shared that the Flandreau Development Corporation annual meeting will be coming up on April 7, 2022 at 12:00 p.m. at the Royal River Casino. She encouraged all Council members who wish to attend to RSVP as soon as possible.

Ron Gilbert, Flandreau Golf Board, read a statement from Jason Ramsdell regarding the challenges at the golf course. Ron shared the desire of the golf board for City intervention in the staffing and maintenance of the course.

Mayor Sutton shared that he attended a joint meeting with IHS staff and Flandreau Santee Sioux Tribe, along with Assistant City Administrator Cohl Turnquist and Shane Waterman, IMEG engineer, regarding the Casino lift station. Mayor Sutton also informed the Council of some updates regarding the Crescent Street bridge.

Assistant City Administrator Turnquist shared that he has been working with Ekern Home Equipment on doing some maintenance related upgrades to the Community Center Boiler system. Turnquist also shared that the upgrades at the Airport Terminal are now underway. Turnquist informed the Council that he has been in contact with a representative of the Boys and Girls Club, who is seeking City assistance in an expansion project. Turnquist shared that he will be attending a Housing Conference in Lemmon, SD focused on funds that may become available through the state. Turnquist informed the City Council that there have been no new applications for the Supervisor of Public Works position.

This position is also responsible for researching and disseminate information on upcoming tribal, regional, state, and federal events to the tribal membership and tribal employees. This position is responsible for providing marketing services to the Tribe’s businesses.

QUALIFICATIONS, EDUCATION, AND/OR EXPERIENCE: • Bachelor’s degree in Business Communications or Journalism, experience may be considered in lieu of education.

• Minimum of three years’ experience in public relations, communications, or related field.

• Proficient with MS Office Suites (i.e. Outlook, Word, Excel, Publisher, etc.) and Adobe Suites (i.e. Photoshop and Illustrator), PowerPoint, and SharePoint.

• Experience with Web communications and social media preferred.
