NOTICE TO BIDDERS Sealed bids will be received by the City of Flandreau South Dakota, at City Hall, 1005 W. Elm Ave. Flandreau SD 57028-1404 until 1:30 P.M, March 29, 2019 for labor and materials to construct a Safe Room at the NE corner of N. Henry St. and Prospect Ave. in Flandreau, South Dakota. All bids will then be publicly opened and read in the City Administrator’s Office. Starting on March 15, 2019, a complete set of paper Drawings, Specifications, and Bidding Documents may be obtained at the office of Banner Associates, Inc., 409 22nd Avenue South, P.O. Box 298, Brookings, SD 57006, (605) 692-6342 or may be ordered from www.bannerassociates.com upon refundable payment in the amount of $25.00 including taxes for each set of Bidding Documents. Electronic copies are also available and can be ordered and downloaded from the above website for a $25.00 non-refundable fee. Upon request, in accordance with South Dakota Codified Law 5-18B-1, one copy of electronic or paper Plans and Specifications shall be furnished, without charge, to each Prime Contractor resident in South Dakota who intends, in good faith, to submit a bid to the Owner. Additionally, if a paper copy is provided under the conditions of SDCL 5-18B-1, in consideration of the documents being provided at no charge, unsuccessful bidders agree to return the documents to the office of Banner Associates, at the address listed above, within thirty (30) days after the bid opening. Each proposal must be accompanied by a certified check, cashier’s check, or draft for five percent (5%) of the amount of the bid, such check to be certified or issued by either a State or National Bank, and payable to the City of Flandreau, South Dakota, or in lieu thereof, a bid bond for ten percent (10%) of the amount of the bid, such bond to be issued by a surety authorized to do business in this State and payable to the City of Flandreau. The check or bond will be retained by the City as liquidated damages if the successful bidder refuses or fails to enter into a contract and performance bond in accordance with the bid when notified. All bidders are required to hold all applicable South Dakota tax licenses. Bidder is required to furnish a Performance/ Surety Bond in an amount not less than the contract price, for the faithful performance of the contract, Contractor shall promptly pay all persons supplying him/her with labor or material in the performance of the work provided for in the contract. By virtue of Statutory Authority, preference will be given to materials, products, and supplies found or procured within the State of South Dakota. All bids must be signed and submitted in a sealed envelope and shall state on the left hand corner of the envelope “City of Flandreau Safe Room #2.” Any bids received after the deadline will not be accepted. Janklow Community Center. Also present was Jeff Pederson, City Administrator. Mayor Bonrud called the City Council to order at 6:00 p.m. Items discussed included the establishment of bicycle lanes on Pipestone Avenue, and the review of community appearance codes. City Administrator Pederson informed Council that bids for Safe Room #2 will be accepted until March 29th, with a bid award taking place at the April 1st Council meeting. Estimated costs are at the projected budget amount and he is hopeful that construction can begin in April with completion in July. The grant for playground equipment at the Broad Avenue Mobile Home Park has been submitted for environmental clearance; final contract is expected in June. The contract for CodeRED has been signed and implementation has begun; a press release will be published this week. Two liability/damage claims have been filed with the City for issues created from snowplowing and the recent rainfall. City Administrator Pederson also updated Council on recent conversations with Jim Zandt, owner of 101 and 103 E. 2nd Avenue, regarding the public nuisance declared at the March 15th Council meeting. He also commended all that responded to the recent emergency situation and evacuation at the Zandt property and surrounding businesses. PRESS RELEASE The City of Flandreau Contracts with CodeRED to Provide Emergency Notification Services FLANDREAU, SD, March 15, 2019 – Following a thorough evaluation and review of alerting systems, the City of Flandreau has implemented CodeRED, a high-speed emergency mass notification service provided by Ormond Beach, FL-based OnSolve, LLC. The CodeRED system will serve as the backbone of the City of Flandreau’s emergency planning and communications outreach to both citizens and staff. The system sends telephone calls, text messages, emails and posts to social media channels to inform residents to better protect life and property. CodeRED was selected for its reliability and accuracy, as well as the system’s wide spread adoption rates across the U.S. “CodeRED’s robust notification system will provide Flandreau officials with a reliable, easy-to-use interface to quickly deliver critical information to our citizens during emergencies. We are eager to use this innovative technology to enhance our emergency notification procedures,” said City Administrator Jeff Pederson. We also anticipate using the system to notify residents of utility interruptions, street closures, City facility closures, mosquito spraying, and other occurrences. OnSolve has provided the City of Flandreau an initial database of residential and business telephone numbers; however all residents living within Flandreau city limits are encouraged to visit www.cityofflandreau.com and click on the CodeRED logo to enroll their contact information including cell phone numbers, text and email addresses. No one should automatically assume they are in the emergency contact database. Public safety officials across the United States have credited CodeRED notifications for successfully locating missing children, apprehending wanted criminals and issuing timely evacuations.

The Livestock Indemnity P r o g r a m (LIP) provides assistance to eligible producers for livestock death losses in excess of normal mortality due to adverse weather and attacks by animals reintroduced into the wild by the federal government or protected by federal law. LIP compensates livestock owners and contract growers for livestock

For 2019, eligible losses must occur on or after Jan. 1, 2019, and no later than 30 calendar days from the ending date of the applicable adverse weather event or attack. were physically located at the time of death. AgGuide Vigor Solutions for the 2019 Planting Season
Warmer temperatures are finally arriving in the Midwest, and it looks like spring weather may be settling in to stay. Field prep and planting is still on hold though while snow continues to melt from the tundra of the past few months. As farmers wait for fields to dry up and the soil temperature to climb, now is the time to know if your seed can handle the stress of what might be the beginning of a late spring. With the potential for a delayed planting season, successful germination and vigor of your seed is even more critical to guarantee a successful growing season. Understanding Vigor
As you look into different testing options for your seed lots as you prepare for the upcoming planting season, different tests need to be taken into consideration. Understanding what those tests represent are critical to your analysis selection and management strategies for spring. Germination and vigor tests are common
analyses to perform on seeds prior to the planting season but are not synonymous with each other in the lab. A germination test is conducted to determine the rate at which seedlings will grow within ideal conditions. While they provide important parameters for seed viability, these results do not represent how the seed will perform in the field. Vigor tests assess the capabilities of seed lots to perform in suboptimal field environments. Vigor tests become even more crucial in determining seedling success in early planting scenarios and serve as a useful tool for management decisions. Why Conduct Seed Vigor Tests? Several factors impact seed vigor that may not be seen in results from a standard germination test. Influences such as seed variety, weather throughout seed development and maturation, damage during harvest, insufficient drying, and improper storage may all reduce the vitality and strength of your seed and the success of your 2019 crop.
As there are a variety of environmental factors that can affect seedling success at planting time, measurement of seedling vigor is accomplished through several tests. A few of the most common vigor tests are summarized below: Cold Test – this test germinates seed in a cold, wet environment, utilizing imbibitional chilling and respiratory stress to replicate planting in early spring conditions or during a late thaw. Seeds that exhibit high germination results under this stress test indicate high vigor. Accelerated Aging Test (AA) – this analysis approximates the length of time for which seed can be stored and germinated successfully. Seeds with good storability also indicate high vigor. For this test, dry seeds are exposed to high temperatures under extremely high relative humidity. This stress period stimulates rapid seed aging and deterioration. After the seeds have been stressed for a recommended period of time (species dependent), seeds then undergo a standard germination test. High vigor is
evidenced by normal seedling germination and maturation despite the stress exposure. Tetrazolium Test (TZ) – this biochemical analysis examines seed lots’ viability and vigor. Whereas a standard germination test spans several weeks, a TZ test is assessed within 24 hours and is useful when time is a limiting factor, during different stages of conditioning, or just prior to delivery. The TZ test can be used as a quick test to detect mechanically damaged seed lots and can also help to identify low quality seed lots prior to conditioning. Rehydrated seed is stained and examined for cracks, bruising, dead spots, and lesions in critical growth areas. As you get ready for the 2019 planting season, consider the vigor testing options that will provide you with the most information to make the management decisions that will ensure you start out ahead this year. Summary: The Project Coordinator will implement the Flandreau Santee Sioux Tribe’s three (3) year Education Demonstration Grant and satisfy the objectives identified in the Memorandum of Understanding (MOU) between the “Tribe” and the Flandreau Public School District. The Project Coordinator will collaborate with the FSST’s Education Department and Dakota Language/Cultural program, school administration, and parent committees to implement the Grant. In addition, the Project Coordinator will oversee the Johnson O’ Malley 638 BIA Contract program; supervise the Dakota Language Director, School Liaisons and the Project Assistant.
Minimum Qualifications: • Must have graduated with a 4 year college degree in Education or closely related filed. A combination of education and five (5) years’ experience in the specific field may be considered. • Must have demonstrated an interest and commitment to language revitalization by participation in community language classes or other Language/Culture Program activities. • Should possess strong communication skills and eagerness to teach. This position fields incoming phone calls, emails and/or live chats from customers to address a variety of needs and follows up on voicemails and emails sent by customers as well as placing outbound calls to customers. Education and Experience: High School Diploma or equivalent required. Minimum of 1 year experience working in customer service in a call center environment. Must have excellent and professional verbal communication skills; required to speak with proper grammar, excellent enunciation, and a friendly tone of voice. Must have effective and professional written communication skills. Operates with a Customer Service mind set; identifies customer needs, adjusts approach based on customer needs, has a helpful and courteous attitude. Handles all customer calls with a positive attitude; demonstrates initiative and creativity in identifying customer and business needs. Able to work in a fast paced and changing work environment. Ability to manage multiple tasks, effectively manages time, and prioritizes work responsibilities appropriately while maintaining attention to detail. Ability to calculate basic math (addition, subtraction, multiplication, division) without use of calculator. Proficient in typing and 10-key. Proficient in Microsoft Office Applications (Word, Outlook, Excel) and Internet Explorer.
