The City Administrator is obtaining a price proposal for auto read electric meters that will be installed over a two year period. HB1262 passed the House of Representatives and is now before the Senate. In local court action today, the judge ordered Roger Hasvold to remove the campers located on his property at 404 W. Broad Avenue; the miscellaneous vehicles and trailers will be addressed in court in two weeks. Motion by Tufty and seconded by Bjerke to approve the Department and Administrative Reports. City Administrator Pederson provided a timeline that indicates when it is feasible to complete any projects approved; several projects require more research. Potential funding by General Obligation Bond was discussed as rates are favorable and at an all-time low. Capital Improvement Projects will be rated for priority at a future workshop. Motion by Unger and seconded by Pesall to approve a pay rate of $19.20 per hour for newly certified Police Officer Gabriel Frias, effective February 29th, 2020. REQUEST FOR PROPOSAL Flandreau Santee Sioux Tribe of Flandreau South Dakota Demonstration Education Project January 2020 The Flandreau Santee Sioux Tribe is seeking Motivational/Educational Speakers or Cultural/ Language Presenters for its Demonstration Education Project. Speakers will address K-12 school aged children in a school assembly format. Description of Work: Consultants will present to students who attend the Flandreau Public School system in Flandreau, South Dakota. • The Consultant will provide a cultural/historical/ motivational/educational presentation on a

contracted basis usually for one day. • The Consultant should present a message that promotes positive social skills, self-discipline, and a positive self-image. • The Consultant should have demonstrated experience with motivating children of all ages. • The Consultants message should be culturally and/historically relevant to the Dakota Nation Qualifications • Experience- Prior demonstrated experience in public speaking • Priority will be given to local and regional applicants • Personal characteristics- Respectful in the Dakota Way; Personable and can motivate children

POSITION SUMMARY: The Clerk of Courts position is multi-focused requiring a wide range of responsibilities key to the court system. The employee will fulfill Court Administrator and Magistrate job duties. The employee serves as Clerk of civil, criminal, juvenile, traffic, small claims, and appellate courts. Receptionist, secretarial, legal assistant, and public relation duties are also requirements of this position. In brief, this employee greets all visitors and handles all incoming correspondence and telephone calls. Is responsible for budgets, record keeping, report writing, drafting pleadings, docketing cases, processing and filing all civil, criminal, juvenile, traffic, small claims, and appeal actions filed with Tribal Court. The Clerk of Courts is responsible for the scheduling of hearings, preparing and maintaining court calendars and notification of all parties in all civil, criminal, juvenile, traffic, small claims, and appeal actions. This position performs Court Magistrate duties, prepares and distributes child support payments to agencies or individuals on a monthly basis. Responsible for issuing various tribal licenses, collecting fees and fines ordered by the Court. EDUCATION AND/OR EXPERIENCE: Must have a high school diploma, paralegal training, or experience preferred. A minimum of two (2) years prior secretarial experience. Knowledge of legal terminology. Knowledge of typewriter keyboards. Must be able to type 50-70 wpm. Must know English grammar, spelling, and punctuation in order to correct obvious errors in material being typed. Computer skills required, specifically proficient in Microsoft Windows products. Knowledge of fax and copy machine operation and troubleshooting. Prior administrative experience preferred. Must be physically and mentally able to carry out the demanding duties of the office. Must be a Notary Public licensed in the State of South Dakota or able to obtain a license. Must submit to a P.L. 101-630 background check and pre-employment drug and alcohol screening.
