POSITION SUMMARY: The Clerk of Courts position is multi-focused requiring a wide range of responsibilities key to the court system. EDUCATION AND/OR EXPERIENCE: Must have a high school diploma, paralegal training, or experience preferred. A minimum of two (2) years prior secretarial experience. Knowledge of legal terminology. Knowledge of typewriter keyboards. Must be able to type 50-70 wpm. Must know English grammar, spelling, and punctuation in order to correct obvious errors in material being typed. Computer skills required, specifically proficient in Microsoft Windows products. Knowledge of fax and copy machine operation and troubleshooting. Prior administrative experience preferred. Must be physically and mentally able to carry out the demanding duties of the office. Must be a Notary Public licensed in the State of South Dakota or able to obtain a license. Jessica Lewis and Jillian Knippling, Happy Youngsters 4-H Club, requested funding of approximately $2,000.00 to complete their fundraising project to install handicap-accessible doors on the outside entrance of the William J. Janklow Community Center. City Administrator Jeff Pederson shared that the City has received approval from Missouri River Energy Services (MRES) for a Community Event Sponsorship grant of 50% matching funds up to $1,000.00. He also recommended a double door system. Motion by Unger and seconded by Bjerke to approve the request from Happy Youngsters 4-H Club for funding up to $2,000.00 and seek matching funds from MRES. Visitors to be Heard: Jessica Hovland, Flandreau Bistro, requested of Council that she be allowed to install a parklet in one of the parking spots in front of the Bistro to allow for outdoor seating as weather allows, indicating it would be removed during the winter months to allow for snow removal. She was instructed to work with the City Administrator and then present a formal proposal. Janii White requested Council reconsider revising the Ordinance regarding snow removal and plowing of City streets; parked vehicles that are not moved cause an issue due to snow accumulation when the streets are plowed. Mayor Sutton informed Council that the Fire Station Design Committee and JLG Architects continue to work on design structure and cost estimates for the new First Station. No final design or costs have been made yet, but every effort is being made to design a structure we can be proud of, provides needed size and capacity, and meets the needs of today and the future while doing it in the most cost-effective way possible. The next meeting will be held on Wednesday, March 10th. Mayor Sutton attended the round table discussion with FDC and FSST this morning to share ideas and project progress of all entities. City Administrator Pederson informed Council that preparations have begun to open the Aquatic Center on schedule; discussion has taken place with the manager regarding safety measures and sanitization. Projects at the Community Center are progressing nicely. Ceiling tile has been removed, the gridwork is being painted, and City staff will be installing new tile next week as opposed to having the installation done by the vendor resulting in a cost savings of approximately $4,500.00 which will be used for vent replacement. High efficiency LED lighting is being installed. Kitchen flooring cannot be stripped and cleaned so alternatives are being investigated. There may be the option of epoxy sealing the concrete floor once the tile has been removed. An official proposal will be made at the next Council meeting by a group that wishes to hold a multi-cultural event celebrating diversity that would require street closures the day of the event. Pederson also shared that the next Council meeting will feature the dam presentation. Motion by Pesall and seconded by Unger to approve the Administrative Reports. The following members voted aye: Bjerke, Ekern, Fargen, Pesall, and Unger. Nays: None. Absent: Tufty. Motion carried. Old Business: Discussion was held regarding the restrictions that were placed on City facilities at the February 1st, 2021 Council meeting to take measures to protect City employees, elected officials, and the general public due to the level of COVID-19 spread in the State and community. Motion by Ekern and seconded by Unger to lift restrictions on kitchen use at the William J. Janklow Community Center and allow food to be served on premises for up to 75 persons. The following members voted aye: Ekern, Pesall, and Ekern. Nays: Bjerke and Fargen. Absent: Tufty. Motion carried. Restrictions will be revisited as deemed necessary. New Business: Motion by Bjerke and seconded by Ekern to approve Resolution 2021-04, A Resolution Regarding the Plat of Tract 1 and 2 of Whipkey Addition. Job Description: The Flandreau Santee Sioux Tribe is accepting applications for one Part Time Caregiver (up to 25 hours per week). This position will be responsible for assisting and providing support services or respite care for elders and/or children where a primary caregiver is involved. Some duties included are assisting clients with accessing various services, identifying eligible clients and priority of support services, giving primary caregivers a break and complete training where the individual may pass along tips and advice to primary caregiver(s), maintaining a daily log of caregiver duties performed. This position may be flexible with scheduling the 25 hours per pay week and may involve some evenings, weekends and/or holidays. Applicant must have excellent documenting skills for logging and reporting in a timely manner. The SORC, under the direction of the Chief of Police, will be tasked with enforcing the tribal Sex Offender Registry Ordinance. This includes registering and tracking offenders; and reporting noncompliance to the Tribal Prosecutor. The SORC provides notice to the community of registerable offenders living, working, and attending school on the reservation. The SORC will draft and implement policies, forms, and code recommendations to implement best practices related to sex offender registries. The SORC ensures that the Flandreau Santee Sioux Tribe remains in substantial compliance with the Sex Offender Registry Notification Act (SORNA). The SORC engages in community outreach to educate the community about SORO and how to prevent sex offenses from occurring. The SORC will also be tasked with implementing the Tribal Access Program (TAP), a program offered to tribes by the U.S. Department of Justice that allows access and uploading to some federal information databases. The SORC will be the Tribe’s point of contact with the U.S. Department of Justice and in-house for departments with any issues related to the TAP workstation. The SORC will provide access to the TAP workstation to authorized tribal employees and applicants. The SORC will ensure compliance with all tribal policies related to TAP.
