The school liaison will serve as a mentor advising students in college/career preparation, academic support and holistic wellness. Minimum Qualifications: • Must be a high school graduate. Must have completed a minimum of two (2) years of college in Education, Social Work, Family Studies, Child Development or closely related field highly preferred. A combination of education and experience may be considered. • Must have administrative experience with coordinating, planning, organizing and implementing meetings and programs for a diverse audience. • Must have proficient computer skills with the ability to maintain computer records and data. • Must have experience in preparing written reports. • Must be able to work occasional evening and weekends. Must submit to a background check and pre-employment drug and alcohol screening. Chief Weber, Flandreau Police Department, shared 2019 and year to date 2020 statistics with Council. He also indicated Nicole Mattern has been hired as a new patrol officer; she is currently non-certified but will be attending the police academy in August or November of this year. Bike patrolling implemented in 2019 was successful with a lot of positive feedback; patrolling will take place again in 2020 on specific days and at special events. Council President Sutton highlighted the addition of a new TV in Council Chambers that may be used for presentations. City Administrator Pederson indicated the new TV will be used at the Capital Improvement Projects workshop that will be held Monday, February 24th and thanked Tom Boyd for his installation assistance. Pederson shared that HB1262 has been submitted on behalf of rural electric cooperatives. If passed, cities would be required to notify the cooperatives of their desire to annex and provide electricity to residents and then negotiate a buyout with the cooperative. The negotiation process would be too lengthy and detrimental to cities. The bill will go to committee on Friday of this week. Motion by Pesall and seconded by Tufty to approve the Department and Administrative Reports. The following members voted aye: Bjerke, Pesall, Sutton, Tufty, Unger, and Whitman. Nays: None. Moody County Farm Service Agency News Updates Agriculture Risk Coverage (ARC-County and ARC-Individual Program) and Price Loss Coverage (PLC) We have begun accepting ARC-CO, PLC and ARC-IC enrollment for 2019 and 2020 after October 7th and will continue signup until March 15, 2020. This is a highly involved program, so please educate yourself prior to making a signup appointment. Information is available from your local FSA office and at https://www.fsa.usda.gov/programs-and-services/arcplc_program/index . FARM BILL APPOINTMENTS: Moody County is in the process of sending out ARC/PLC appointment postcards. Please watch for your postcard with your date and time to signup. The deadline is March 15, 2020. Time is getting Critical!!! Farm Operation changes Producers participating in FSA and NRCS programs are required to timely report changes in their farming operation to the County Committee in writing and update their CCC-902 Farm Operating Plan. 2019 ARC/PLC must be completed prior to any farm reconstitution, so it is imperative that you notify the FSA Office as soon as possible when land changes owners, operators, or new land is leased. Designation by Landowner method of division for a reconstitution can be utilized when A. part of a farm is sold or ownership is transferred, B. an entire farm is sold to 2 or more persons, C. farm ownership is transferred to 2 or more persons, D. part of a tract is sold or ownership is transferred, E. a tract is sold to 2 or more persons, F. tract ownership is transferred to 2 or more persons. Market Assistance Loans (MAL): the February commodity loan interest rate for 2019 program crops is 2.5%. The length of the loan period is 9 months after the month the loan is made. The Moody County loan rates for 2019 crop is as follows: Corn $2.07/bu. Soybeans $6.05/bu. Oats $2.01/bu. HRS Wheat $4.15/bu. and HRW $2.89/bu.
