All voted “aye”. Motion by Ehrichs, seconded by Veldkamp to authorize Chairman Doyle to sign the Joint Work Agreement with Brookings County. All voted aye”. Motion by Miles, seconded by Bruning to authorize Chairman Veldkamp to sign the Joint Work Agreement with the City of Flandreau. All voted “aye”. Motion by Veldkamp, seconded by Miles to approve the following resolution, with all members voting “aye”: MOODY COUNTY WEIGHT LIMIT ENFORCEMENT RESOLUTION WHEREAS, seasonal climatic changes can be detrimental to our highways, and WHEREAS, the Moody County Board of County Commissioners desires to protect existing Moody County Highways, ultimately saving tax dollars and, WHEREAS, the Moody County Board of County Commissioners desire the enforcement of weight limitation of Moody County Roads as set forth and posted by the Moody County Highway Superintendent.

NOW THEREFORE BE IT RESOLVED: WHEREAS, the limits on Moody County Highways shall be set as seven (7) tons per axle on all asphalt surface roads and seven (7) tons per axle on all gravel roads during the spring thaw period and when limit signs are in place. That the South Dakota Highway Patrol be and hereby is authorized and requested to enforce weight limitations on Moody County Roads.

BE IT FURTHER RESOLVED, that the penalty for the violation of the load restrictions shall be set forth in SDCL 32-22-55.

Motion by Miles, seconded by Veldkamp approve all interested Commissioners and Commission Assistant to attend the SDACC Spring Workshop on March 14-15, 2018 in Pierre, SD. All voted “aye”.

The Mayor had no report.

The City Administrator reported that he and the Mayor met with the Tribal Council concerning the Flandreau Dam Study. As funding has already been secured for the study, the Tribal Council was asked to participate in the option review and selection of the preferred option. A funding request may be made of the Tribe when the cost of construction of the preferred option is known. The City is also working with the Tribe in the replacement of street light heads with LED heads on Tribal land. The cost of replacing these 66 light heads is being fully funded by the Tribe. School Superintendent Rick Weber spoke to the City Administrator recently about holding another auction to sell off surplus property.

The auction would be held over the summer and would include the School, City and County. The City Administrator also reported that the next Council meeting will be held on Tuesday, February 20th due to the President’s Day Holiday.

That meeting will start off with a public hearing for the transfer of liquor licenses.

Motion by Bjerke and seconded by Sutton to approve the Administrative Reports. The following members voted aye: Bjerke, Pesall, Sample, Smith, Sutton, and Tufty. Nays: None.

The Mayor recognized John Brown of Stockwell Engineers who had arrived to the meeting. Mr. Brown discussed the services that Stockwell could provide to the City of Flandreau and he handed out a booklet that further described Stockwell. Mr. Brown also introduced his associate Mitchell Shearer.

New Business: Motion by Smith and seconded by Sample to adopt Resolution No. 2018-01, Loan Resolution. The following members voted aye: Bjerke, Pesall, Sample, Smith, Sutton, and Tufty. Nays: None. Absent: None. Motion carried.

The Mayor discussed with those audience members remaining the process to be used in the hiring of the next City Administrator. The Council will pick the top two or three candidates and the Flandreau Development Corporation (FDC) would be able to interview them and let Council know which one they favored. Council will make the final decision. Alderman Pesall also explained the process to the audience.

Flandreau, SD- Flandreau High School’s FFA will host a community blood drive on Wednesday, February 28 from 7:30 am to 11:00 am and 12:30 pm to 3:30 pm at Flandreau High School. This blood drive will benefit the local blood supply and directly impact the lives of patients at Avera Flandreau. We invite individuals that have donated multiple times as well as those that are donating for the first time. A person can donate blood every 56 days.

“The cold and flu season has been extremely strong this year, preventing many from being able to give blood,” states Ken Versteeg, Executive Director, Community Blood Bank. “We have experienced a 15% decrease in donations associated with the cold and flu season and have moved into a “Critical Needs” status for blood donations. We encourage those that are feeling well and healthy to help support the blood supply during a difficult time to keep supplies at healthy levels. We are in great need of all blood types.”

Donors must be at least 17 years old (16 years old with a signed parent consent form found at www.cbblifeblood.org), weigh 110 pounds or more and be in good general health the day of the donation. Please bring an ID with you. It is recommended that you eat and drink plenty of fluids before donating blood. It only takes 30 to 35 minutes to donate with Community Blood Bank.
